This morning, May 29, the Steering Committee for Improving the Provincial Competitiveness Index (PCI) and the Provincial Administrative Reform Steering Committee (PAR INDEX) met to evaluate and analyze the PCI and PAR INDEX indexes and discuss solutions to improve the indexes in 2024 and 2025. In 2023, the Vietnam Federation of Commerce and Industry (VCCI) will change the way it announces results, which is to only announce and rank the top 30 provinces/cities with the best governance quality in 2023. The remaining provinces/cities will only announce the scores of component indicators and will not be ranked.
The VCCI's assessment and the PCI report in 2023 recorded eight notable trends in the quality of provincial governance, namely: the quality of provincial economic governance has improved over time; business support has changed positively; informal costs continue to decrease; market entry procedures are more favorable; administrative procedure reform has achieved many positive results; obstacles in accessing land continue to increase, requiring more drastic reform efforts in the coming time; small and medium enterprises want a more equal business environment; it is necessary to revive the pioneering and dynamic spirit of the provincial government.
According to the assessment results from VCCI, the total PCI score of Quang Tri province in 2023 reached 63.23 points, an increase of 1.97 points compared to 2022. Of the 10 component indexes of PCI, 5 indexes increased in points and 5 indexes decreased in points compared to 2022. The group of 5 indexes with increased points include: market entry, land access, business support services, transparency, and labor training.
The group of 5 indexes that decreased in score include: time costs, informal costs, fair competition, dynamism of provincial government, legal institutions and security and order.
At the meeting, representatives of departments and branches focused on analyzing the objective and subjective reasons leading to the criteria of decreasing scores. At the same time, they proposed solutions such as increasing support for businesses and investors after licensing; improving the quality of labor training and job placement to meet the needs of businesses; promptly providing information to businesses, publicizing documents, mechanisms and policies of the province...
Concluding the meeting, Chairman of the Provincial People's Committee Vo Van Hung emphasized that focusing on improving the province's PCI score and ranking is a key task and responsibility of the political system, sectors, localities and the business community.
Taking 2024 as the year to accelerate the implementation of the goals set out in the Resolution of the 17th Provincial Party Congress, term 2020-2025, the Chairman of the Provincial People's Committee requested departments, branches and localities to be determined, strengthen the proposal of solutions and organize implementation to improve the competitiveness of the province. Continue to review, simplify administrative procedures and shorten the implementation time to facilitate and reduce costs for people and businesses and encourage and create conditions to promote the development of the private economic sector.
Requires leaders of all sectors and levels to be proactive and pioneers in fulfilling their roles and responsibilities in supporting and accompanying businesses, being flexible and creative in solving problems. Maintain meetings and direct dialogue with businesses and people to grasp and promptly resolve difficulties and problems in the investment and production and business process.
Thoroughly grasp and direct subordinates to strictly implement coordination in handling procedures and recommendations of investors and enterprises to create a dynamic and transparent business environment so that investors and enterprises can confidently invest and develop.
Each agency, unit, and locality includes the task of advising on improving the PCI index as one of the criteria to annually evaluate the level of completion of public service tasks and consider proposals for emulation and rewards for individuals and groups that have made positive contributions to improving the PCI index of the province.
Strengthen coordination between departments, branches, localities and units in handling administrative procedures for people and businesses.
