On the morning of November 6, in Kunming city, Yunnan province, during his working trip to China, Prime Minister Pham Minh Chinh received Mr. Dai Hoa Can, Chairman of the Board of Directors of China Railway Construction Corporation (CRCC) and senior leaders of the corporation.

At the meeting, Prime Minister Pham Minh Chinh shared his determination to build the Lao Cai – Hanoi – Hai Phong railway line (about 380 km long, total investment of 11 billion USD) in the fastest and most effective way, starting construction in 2025 and completing it “in just 3 years”.
He said that the Railway Engineering Corps, the predecessor of CRCC, once supported Vietnam in the resistance war against the US and is currently cooperating with Vietnam in this field, especially with the Vietnam Railway Corporation and the Truong Son Construction Corporation (Army Corps 12).
With experience in building over 7,000 km of expressways and over 20,000 km of high-speed railways, CRCC Chairman Dai Hoa Can said that the group is very interested, is researching and wishes to participate in the implementation of the Lao Cai - Hanoi - Hai Phong railway connecting with Kunming, Yunnan. At the same time, it also wishes to participate in North - South high-speed railway projects, urban railways in Ho Chi Minh City...
“We are ready to cooperate with Vietnamese enterprises to win together, grow together and contribute to the development of Vietnam,” said Mr. Doi Hoa Can.

Construction of Lao Cai – Hanoi – Hai Phong railway to start in 2025
In an interview with the Chairman of CRCC Group, Prime Minister Pham Minh Chinh emphasized that the Lao Cai – Hanoi – Hai Phong railway is a vital and important railway, contributing to connecting China’s “Belt and Road” framework with Vietnam’s “Two corridors, one economic belt”.
“I also just talked with Yunnan Provincial Party Secretary Wang Ning this morning. The Lao Cai – Hanoi – Hai Phong railway will help Yunnan become rich and reach the sea faster. Vietnam’s northern border provinces will develop more strongly, eliminating hunger and reducing poverty,” said the Prime Minister.
The Prime Minister also said that after having a plan, Vietnam determined to focus on building this railway line with the goal of starting construction in 2025. In particular, the Prime Minister emphasized that the three important factors are time, intelligence and "surpassing one's own capacity" to carry out processes and procedures more effectively and quickly.
In parallel with the implementation of the vital Lao Cai – Hanoi – Hai Phong railway line, the Prime Minister requested CRCC to coordinate in researching and planning the Hanoi – Lang Son and Hai Phong – Quang Ninh – Mong Cai – Fangcheng – Dongxing routes, to create three railway lines connecting the north of Vietnam and China.
Prime Minister suggests CRCC participate in large-scale infrastructure projects in Vietnam
In addition, the Prime Minister said that Vietnam is investing in expressways connecting the Vietnamese provinces of Lai Chau, Dien Bien, Ha Giang, Cao Bang, and Lang Son with China and has begun to build a North-South high-speed railway. He suggested that CRCC, with its rich experience, study and participate in these projects.
According to the Prime Minister, China provides preferential loans, modern technology transfer, management capacity and human resource training to help Vietnam improve its capacity and develop the railway industry.
The Prime Minister emphasized the spirit of cooperation, harmonious benefits, shared risks, and harmonized interests between the people, businesses, and the two States. At the same time, implementing projects in the most effective, quality, and fastest way, fighting corruption, negativity, and waste.
“The spirit of saying is doing, committing must be done, doing, implementing must have specific products, measurable and quantifiable results,” said the Prime Minister, requesting that Vietnamese agencies and CRCC be faster and more urgent to have “specific products”.
CRCC Chairman Dai Hoa Can thanked the Prime Minister for his comments, saying that CRCC is studying to participate in high-speed railway projects in Vietnam, including the North-South high-speed railway project, and is ready to participate in expressway projects connecting border provinces that the Prime Minister suggested. CRCC Chairman affirmed that if participating in the projects, he will seriously implement the Prime Minister's instructions, especially coordinating with Vietnamese enterprises to implement the required projects well, on schedule, and with the required quality.
