Creating new momentum for the development of Hanoi Capital

At the meeting, with the majority of votes in favor, the Hanoi People's Council passed the Resolution on the Hanoi Capital Planning for the period 2021 - 2030, with a vision to 2050. Accordingly, in this Resolution, the City People's Council assigned the City People's Committee to receive the review opinions of the Urban Committee and the opinions of the City People's Council delegates to complete the content of the Hanoi Capital Planning for the period 2021 - 2030, with a vision to 2050; submit to the Prime Minister for approval in accordance with the provisions of law.

At the same time, the People's Council also assigned the Standing Committee of the People's Council, the People's Council Committees, the delegations, the City People's Council delegates and requested the Hanoi City Fatherland Front Committee to supervise the implementation of this Resolution.

Previously, the review report of the Urban Committee of the Hanoi People's Council expressed consensus on the necessity of issuing the resolution. At the same time, it was suggested that attention should be paid to issues such as: infrastructure for waste collection, treatment, and wastewater treatment is still lacking and weak; infrastructure for service development has not yet met requirements; environmental pollution, including air environment, waste, and water pollution, is on the rise, alarmingly; flooding during the rainy season and the lack of clean water are facing many complex risks and challenges; urban planning, management, and development are slow to innovate, not creating changes in the appearance of a civilized and modern capital.

According to the Urban Committee, it is necessary to further emphasize the perspective of developing Hanoi Capital based on digital transformation, green transformation, and circular economy. Supplement the perspective of developing the Capital based on 5 pillars: Culture - heritage; green development, circular economy, digital economy; synchronous infrastructure, modern transportation; digital society - smart city; science and technology, innovation and human resources.

Mr. Doan Viet Cuong - Deputy Head of the Urban Committee of the Hanoi People's Council also said that it is necessary to clarify the plan for developing the Red River axis to meet the requirements of Resolution 15 of the Politburo. Specifically, the green axis, central landscape, and harmonious urban development on both sides of the river of Hanoi. This is the driving force for the development of the capital in the coming period. Proposing a plan to study and adjust flood escape corridors, build solid and permanent dykes to improve the efficiency of land use in areas on both sides of the Red River, serving the socio-economic development of the capital.

Along with that, develop an integrated public transport system between bicycles, buses, and urban railways. Especially, there should be a roadmap and mechanism for green transport conversion. In addition, it is necessary to pay attention to transportation goals, national highway systems, city roads, handling black spots, traffic safety indicators, and research and build an additional international airport to meet the development requirements of the capital region.

Previously, discussing the above issue, Deputy Nguyen Tien Minh (Thuong Tin District Delegate Group) suggested focusing on transportation planning to be worthy of the scale of a city of 100 million people, taking the Red River as the center of the planning. In addition, wastewater should be treated well to "revive" the rivers.

Meanwhile, Deputy Duong Hoai Nam (Long Bien District Delegate Group) said that it is necessary to pay attention to the planning year, which is an important basis for Party committees at all levels to lead socio-economic development. In particular, focusing on perfecting institutional solutions, prioritizing resource allocation, decentralization and resource allocation must be synchronous and consistent. "Urgent issues such as traffic and environmental pollution need to be given top priority" - Mr. Nam suggested.

Regarding the above issue, in his opening speech at the meeting, Mr. Nguyen Ngoc Tuan - Chairman of the Hanoi People's Council said that, based on the 2017 Planning Law and Decision No. 313 dated March 7, 2022 of the Prime Minister, in recent times, Hanoi has focused on urgently researching and completing the Hanoi Capital Planning for the period 2021-2030, with a vision to 2050.

Mr. Tuan emphasized that this is a major and very important content, together with the draft revised Law on the Capital, which is being focused on completing and submitting to the National Assembly for approval at the upcoming 7th session, and the Project to adjust the Capital's Master Plan to 2045, with a vision to 2065, which has been approved by the City People's Council and is being submitted to the Prime Minister, which will create an important legal and institutional framework for the development of the Capital, as well as create a new development space, new driving force and new values ​​to build and develop the Capital to become increasingly "Cultured - Civilized - Modern" in order to concretize Resolution No. 15 of the Politburo on the direction and tasks of developing the Capital Hanoi.

On the same day, with the majority of People's Council delegates in agreement, the Hanoi People's Council passed a Resolution on adjusting the total public service payroll of the city in 2024 and assigning additional public service payroll for education from the 2023-2024 school year. Assigning additional 2,648 public service payroll for education from the 2023-2024 school year to the Department of Education and Training, People's Committees of districts, towns and cities. Of which, 447 public service payrolls for high schools; 1,033 public service payrolls for middle schools; 977 public service payrolls for primary schools; 191 public service payrolls for kindergartens.
