The event was hosted by the Hanoi Union of Friendship Organizations with the participation of delegates from the Hanoi Department of Home Affairs, Hanoi Department of Foreign Affairs and officials and representatives of relevant agencies.
Speaking at the seminar, Chairman of the Hanoi Union of Friendship Organizations Nguyen Ngoc Ky affirmed that People's Diplomacy is one of the three pillars of foreign affairs, together with Party foreign affairs and State Diplomacy, forming a unified Foreign Front system, clearly defining a new structure, contributing to the development of modern and comprehensive Vietnamese diplomacy.
In that context, the seminar was held to discuss and clarify more deeply the current situation: role, organization, apparatus, functions, tasks, and activities of the Capital's people's foreign affairs work in the new situation.
On that basis, propose policy mechanisms, creating an important legal foundation to ensure the capital's people's foreign affairs activities reach a new height worthy of the capital.
With that goal, the Seminar focused on discussing the above 3 groups of policy mechanisms related to the concretization and implementation of the Law on the Capital (amended), including: (1) Legal status, organizational structure, job positions, and payroll; (2) Financial mechanism to ensure people's foreign affairs activities and (3) Policy mechanism to develop networks, organizations, and forces for people's foreign affairs.
At the Seminar, the delegates enthusiastically made many proposals to strengthen the political system in implementing foreign political tasks in the form of people's diplomacy as well as some solutions on mechanisms and policies specific to the capital's people's diplomacy in terms of role, legal status, organizational structure, job positions...
In addition, delegates also focused on ideas to promote research and forecasting, build a strategy for people's foreign affairs of the capital to 2030, with a vision to 2045, and thereby effectively build tasks and work programs to ensure people's foreign affairs are increasingly linked to the development goals of the capital Hanoi.
