Increasing "gray matter" for the capital's planning

(HNM) - Functional units of Hanoi city have been focusing on exploiting and maximizing the intellectual resources of experts and scientists to improve the quality of planning in general and especially serving the planning of Hanoi Capital for the period 2021-2030, with a vision to 2050.

This is an activity to implement one of the breakthrough contents stated in the Resolution of the 17th Congress of Delegates of the Hanoi Party Committee.

Leading in planning

Recognizing the particularly important role of planning, the Standing Committee of the Hanoi Party Committee always considers planning and planning management as regular work and a key task to implement the Resolution of the 17th Congress of the City Party Committee. On that basis, the Standing Committee of the City Party Committee directs to attach importance to the professional consultation of experts and scientists in the process of planning and appraisal to ensure practicality, objectivity, science and feasibility.

According to Dr. Dao Ngoc Nghiem, architect, Vice President of the Vietnam Urban Planning and Development Association, Hanoi is home to a large number of scientists. In the field of planning, the city is home to many leading experts and scientists. This is one of the advantages that has helped the city to be at the forefront of planning for many years.

Director of the Hanoi Department of Planning and Architecture Nguyen Trong Ky Anh said that in order to concretize the Master Plan for the Capital approved by the Prime Minister in 2011, in recent years, the city has completed a large number of planning projects at all levels. Along with the number of projects, the quality of planning has been increasingly concerned and gradually improved through promoting the activities of the City Planning and Architecture Council, the Construction Planning Appraisal Council, consulting experts, professional associations in the field of expertise and the participation of the community.

In order to best exploit the intellectual resources of experts, scientists, managers... to improve the quality of planning and architectural projects in the capital, Hanoi has taken a step forward in signing a cooperation program in the field of planning and architecture with the Hanoi Association of Architects and the Vietnam Association of Architects at the end of September 2022.

According to Vice Chairman of Hanoi People's Committee Duong Duc Tuan, the city expects the cooperation with two professional associations including many leading experts in the field of planning and architecture to bring valuable and valuable contributions to help improve the quality of planning and architecture management. At the same time, step by step, create the appearance of the capital city with architectural works that bear the mark and identity, meeting the requirements of society in the new period.

Creating new space and development momentum for the Capital

Dr. Dao Ngoc Nghiem, architect, Vice President of the Vietnam Urban Planning and Development Association, said: “In the current period, Hanoi is simultaneously carrying out a series of important and breakthrough tasks and is expected to make a big mark in the planning field, including the task of establishing the Hanoi Capital Planning for the period 2021-2030, with a vision to 2050. This is the first capital planning project to be implemented using an integrated method with 17 fields and 30 contents, so at this time it is even more necessary to exploit and promote the intelligence of experts, scientists, and intellectuals in the city.”

Vice Chairman of Hanoi People's Committee Duong Duc Tuan said that the city's leaders and planning agencies have organized more than 30 seminars and worked with experts and scientists, including many in-depth professional working sessions, consulting on ideas, viewpoints, goals, key orientations, and ways to plan the capital, ensuring the development of the capital in the coming period according to the orientation of the resolutions of the Party Central Committee, the Politburo, etc.

“The Institute regularly contacts, exchanges, and consults with experts and scientists to review and supplement the Capital Planning Orientation Outline. Consultation activities take place in many diverse forms such as seminars, talks, direct meetings with each expert, submitting articles to experts and scientists... This will continue to be carried out regularly during the process of planning the Capital,” said Le Ngoc Anh, Director of the Hanoi Institute for Socio-Economic Development Studies (the unit that plans the Capital).

According to architect Tran Huy Anh, Standing Member of the Hanoi Architects Association, aware of the responsibility after signing the cooperation agreement with Hanoi city, the Hanoi Architects Association has proactively gathered domestic and international experts, overcome difficulties in the process of planning the capital, published dozens of research topics on mainstream media and will continue to share in the coming time. This is a specific work, and at the same time, the pride of architects, scientists, and experts in the field to join hands to build the capital more and more prosperous and civilized.
