On the afternoon of May 28, continuing the 7th Session Program of the 15th National Assembly, the National Assembly held a plenary session in the hall to discuss a number of contents with different opinions of the Draft Law on the Capital (amended).
Making it easier for Hanoi to apply the Capital Law
Speaking at the meeting, Chairman of the National Assembly's Law Committee Hoang Thanh Tung commented that the National Assembly deputies had expressed their opinions in a profound, comprehensive, enthusiastic and responsible manner. In particular, the National Assembly deputies had a high level of consensus with the explanatory report, accepted, revised and agreed with many contents in the Draft Law.
Regarding the opinion related to the implementation of the law-making process stipulated in the Law on Promulgation of Legal Documents, the Chairman of the Law Committee said that the National Assembly Standing Committee had sent a document requesting the Government to provide comments since the beginning of May. On May 23, the Government sent a document with comments on the Draft Law on the Capital (amended) which was accepted and revised to be submitted to the National Assembly at the 7th Session.
Many of the contents on which the Government has given specific opinions have been reported and explained in the report of the National Assembly Standing Committee. These are not entirely new issues, but have been given opinions by National Assembly deputies at the 6th Session and the Conference of specialized National Assembly deputies...
Regarding the application of the Capital Law, the Chairman of the Law Committee said that in terms of clearly defining what is necessary, the Capital Government has enough capacity to assess. When there are provisions in laws and resolutions of the National Assembly that are more convenient and necessary for the management, development and protection of the Capital, different from the provisions of the Capital Law, and need to be applied, the agencies of the Hanoi City Government can assess. These contents must be reported to the Government for consideration, and if necessary, submitted to the National Assembly Standing Committee for decision.
Ensuring uniqueness, superiority and breakthrough in policy
Concluding the discussion session, Vice Chairman of the National Assembly Nguyen Khac Dinh affirmed that the opinions expressed showed that the National Assembly deputies highly appreciated the quality of preparation of dossiers and documents of the Draft Law submitted to the National Assembly and basically agreed with the Report on acceptance of the National Assembly Standing Committee and the revised Draft Law.
The National Assembly deputies analyzed deeply, clarified many contents, and made specific proposals to continue researching and adjusting a number of articles and specific provisions in the Draft Law, in order to ensure feasibility, improve quality, and high efficiency in the implementation of the Law; while ensuring the uniqueness, superiority, and breakthrough in policy, creating motivation to build and develop the capital of the whole country to be worthy in the new period, with the spirit of Hanoi of the whole country, Hanoi for the whole country, and the whole country for Hanoi.
At the same time, Vice Chairman of the National Assembly Nguyen Khac Dinh noted the review to ensure consistency with two very important documents: the Hanoi Capital Planning under the Planning Law and the Capital Construction Master Plan under the Construction Law, which the National Assembly will spend time discussing and commenting on at this session.
The Vice Chairman of the National Assembly assigned the Secretary General of the National Assembly to fully synthesize the opinions of the delegates for discussion and debate, send them to the National Assembly delegates and relevant agencies for study, acceptance, and complete explanation of the Draft Law.
The National Assembly Standing Committee will direct relevant agencies to absorb, seriously study and revise the draft Law and report to the National Assembly Standing Committee for a meeting between two sessions of the National Assembly to consider and give opinions on completing the Draft Law with the highest quality to submit to the National Assembly for consideration and approval at the end of this Session.
