Strengthening prevention of accidents, injuries and drowning in children

In recent years, the Provincial Party Committee and the Provincial People's Committee have issued programs and plans to effectively implement the Program on Injury Prevention and Control (TNTT), and Child Drowning Prevention and Control (PCĐN) in the province. The relevant agencies have made great efforts in the work of preventing and controlling TNTT and drowning for children. Regularly inspect, urge, and promptly take measures to reduce the number of children dying from TNTT, and protect children's safety.

However, from the beginning of 2023 until now, in some localities in the province, there have been cases of child drowning and drowning. Especially in the first days of the 2023 summer vacation (May 25), a tragic drowning incident occurred in the province, the victims were 3 siblings: girl Nguyen Thi Nhu Quynh (born in 2013); boy Nguyen Thien Duc (born in 2015) and Nguyen Duc Y (born in 2017), children of Mr. Nguyen Huu Thanh and Ms. Nguyen Thi Thao Quyen, residing in Quarter 1, Bao An Ward (Phan Rang - Thap Cham City), which has sounded the alarm bell about the attention and coordination between families, schools and society in caring for and managing children, especially during the summer.

To prevent the risk of accidents and drowning, ensure the health and safety of children, especially during the summer vacation in 2023, the Provincial Party Committee and the Provincial People's Committee request provincial departments, branches, sectors, mass organizations, People's Committees of districts and cities to continue to seriously and effectively implement programs and plans of the Government and the province on the prevention of accidents and drowning, and child abuse prevention and control; Plan No. 1663/KH-UBND of the Provincial People's Committee on implementing the Month of Action for Children in 2023 and directives of the National Committee for Children, the Ministry of Labor, War Invalids and Social Affairs, with special attention paid to the prevention of accidents and drowning, and child abuse prevention and control in the province. Build a safe, friendly and healthy living environment to fully implement children's rights, ensuring children's comprehensive development. Raise awareness and sense of responsibility of competent agencies, organizations and individuals in resolving issues related to children and preventing and minimizing risks of child abuse, child accidents and drowning. Effectively implement policies and laws on child care, education and protection. Proactively resolve issues related to children, prevent and minimize risks of child abuse, child accidents, especially drowning and traffic accidents. Promote the dissemination and education of legal knowledge on child protection, skills to prevent and minimize risks of harm to children, especially for parents, teachers, child care workers and children.

Comrade Nguyen Van Binh, Deputy Director of the Department of Labor, War Invalids and Social Affairs, said: The Provincial People's Committee assigned the Department of Labor, War Invalids and Social Affairs to coordinate with departments, branches and localities to continue promoting information and communication on prevention and control of accidents and injuries, especially child drowning, to raise awareness and the role and responsibility of families in caring for, managing, supervising and looking after their children to ensure their safety, especially during the summer, rainy season and upcoming storms. Organize propaganda and education to equip knowledge and skills on prevention and control of drowning accidents for children in every school, classroom, village, hamlet, neighborhood, residential area. Organize training courses to improve the capacity of staff and collaborators working on children at all levels, in all branches and related organizations. Direct the Provincial Children's Support Fund to continue to carry out activities to visit, encourage and support families with children who died from accidents and drowning accidents in the province. Coordinate to strengthen inspection and supervision of child protection, prevention and control of child accidents and violence in the locality. Regularly review and promptly propose to the Provincial People's Committee and the Chairman of the Provincial People's Committee on mechanisms, policies and measures to ensure the quality and effectiveness of child accident and violence prevention and control in the province.

Educational establishments coordinate with local authorities to promote the organization of safe swimming teaching activities for children in the whole province, prioritizing localities with high rates of child drowning and high risks of child drowning (coastal districts, districts with many rivers, streams, lakes, etc.) to prevent and reduce the risk of drowning for children. Districts and cities develop and implement plans to prevent and combat child drowning; at the same time, inspect and examine the implementation of child drowning prevention and combat at tourist beaches, swimming pools, and swimming pools. Pay attention to investing funds to strengthen facilities and equipment at existing entertainment facilities (such as cultural houses, schools, sports fields, children's playgrounds, etc.) to organize safe activities and play for children during holidays and summer vacations; Urgently install warning signs in areas at risk of drowning children, fence ponds and lakes in residential communities and public works; actively mobilize and encourage agencies, social organizations and families to increase swimming lessons for children and equip them with fire safety skills to protect children.

Media agencies should step up information and propaganda activities to disseminate knowledge and skills on preventing and combating child accidents and child abuse, and the responsibilities of agencies, organizations, educational institutions, families, and people in the community in preventing and combating child accidents and child abuse.
