Thanh Hoa and Hoa Binh provinces have a 135km border area. This is an area identified as having rich and diverse forest resources, with many rare animals living there. In order to protect the border forest area, in recent years, Thanh Hoa Forest Protection Department and Hoa Binh Forest Protection Department have signed a regulation on coordination in forest protection (BVR), forest fire prevention and fighting (PCCCR) in the border area, thereby contributing to ensuring forest security between the two provinces.
Director of Pu Luong Nature Reserve, Mr. Le Dinh Phuong said: Implementing the regulations on coordination in managing forest protection and forest fire prevention in the border area between Pu Luong Nature Reserve and the Forest Protection Departments of Quan Hoa and Ba Thuoc districts (Thanh Hoa) with the Forest Protection Departments of Mai Chau, Tan Lac, Lac Son districts, Ngoc Son - Ngo Luong Nature Reserve (Hoa Binh), from 2018 to present, the two sides have actively coordinated to advise the authorities of the border communes to coordinate in preventing the illegal exploitation, trading, transportation of forest products, hunting, trapping of wild animals, migratory birds, encroachment and occupation of forest land for slash-and-burn farming, and illegal exploitation of mineral resources. In particular, focusing on some key communes, such as: Lung Cao commune cluster (Ba Thuoc) bordering Van Son and Ngo Luong communes (Tan Lac); Co Lung commune cluster (Ba Thuoc) borders Tu Do commune (Lac Son)... Forest rangers on both sides have stepped up propaganda and mobilization work for the people and state forest owners to strengthen inspection, control, and effectively prevent illegal encroachment and exploitation of forest products; regularly meet, exchange experiences, support each other in forest protection and fire prevention, maintain communication and conduct monthly meetings.
As a result, the two sides organized 70 conferences to disseminate the law on forest protection and fire prevention in village and hamlet communities for 5,490 participants; organized 346 forest patrols in border areas. Coordinated with local authorities, commune police, villages and hamlets to make a list of 144 suspects at risk of violating the Forestry Law for management. Coordinated with Ba Thuoc and Quan Hoa Forest Protection Departments, local authorities, commune police, village and hamlet committees of buffer zone communes to organize 375 conferences to disseminate the law on forest protection and fire prevention and fire prevention for 27,106 participants; made a list of 715 suspects at risk of violating the Forestry Law for management and monitoring; organized households and forest owners to sign commitments on forest protection and fire prevention and fire prevention and direct dialogues with people in border areas on mechanisms, policies, rights and obligations of forest owners and people in forestry activities; Actively coordinate in patrolling and inspecting BVR, to control key areas of illegal exploitation and encroachment of forests; and routes for transporting and smuggling forest products.
Pu Luong Nature Reserve has directed the ranger stations to proactively coordinate with the BVR stations of Ngoc Son - Ngo Luong Nature Reserve and the rangers in charge of the communes of Van Mai, Thanh Son (Mai Chau); Van Son, Ngo Luong (Tan Lac); Tu Do (Lac Son), to organize 346 patrols and inspections of the border forest areas to control key areas of illegal exploitation and encroachment; routes for transporting and smuggling forest products; and exchange information on the situation of illegal exploitation, trading and transportation of forest products. In addition, the unit also coordinated with the BVR force of Hoa Binh province to prevent mineral exploitation in the border forest areas between the two provinces.
From 2018 to present, Pu Luong Nature Reserve has coordinated with the Forest Protection Force of Hoa Binh province to consolidate the case files to prosecute 2 cases of violations of regulations on exploitation, forest protection and forest products and 1 administrative violation. Thanks to the good coordination of forest protection and forest fire prevention in the border area, in recent years, forest security in the border area between Thanh Hoa and Hoa Binh provinces has been basically stable, there are no more hot spots of forest security, the number of violations has decreased over the years; incidents have been detected, prevented and handled promptly.
In order to make forest protection and forest fire prevention work in the border area between Thanh Hoa and Hoa Binh more effective, in the coming time, the two provinces will continue to coordinate in propagating, disseminating and educating the law to the community in the border area; increase the force of patrolling and checking forest security in the border area, organize raids when hot spots of forest security appear; coordinate to resolutely and promptly handle violations of the Forestry Law; apply information technology in forest resource management, especially train forest protection and forest fire prevention and control teams in community forest protection and control...
