Positive results
According to the Chairman of Tam Ky City People's Committee - Mr. Nguyen Duy An, implementing Resolution No. 08 (dated May 4, 2021) of the Provincial Party Committee on the construction and development of type I urban areas under Quang Nam province, recently the city has called on a number of potential investors such as Sun Group, Geleximco to research and propose investment in large-scale projects in the city such as Nguyen Tat Thanh mixed-use urban area; Urban, technology, education area along Song Dam lake; An Ha hill park urban area; Multi-functional mixed-use urban area in Hoa Huong ward; Hoa Lang ecological urban area in Tam Ngoc commune; Tam Thang and Thuan Yen industrial parks...
Regarding the task of implementing key infrastructure projects, from 2021 to now, the city has accelerated the progress of projects with provincial budget support transferred from the previous phase such as Bach Dang Street project and Nguyen Hoang ring road.
At the same time, many important projects are being implemented such as the road connecting Residential Area No. 6 to Tan Thanh New Quarter; Road N10 and residential areas on both sides of the road; Bach Dang Street.
Besides, focus on speeding up the progress of 32 urban technical infrastructure connection projects in the area, striving to basically complete them by the end of 2025.
The city has also completed the procedures to deploy from 2024 many key projects such as embankments, landscape roads along Tam Ky river and resettlement areas; underground drainage ditches along Trung Nu Vuong street; Tam Ky bus station in An Son ward.
Resolution No. 08 (dated May 4, 2021) of the Provincial Party Committee on the construction and development of a type I urban area under Quang Nam province determines to build Tam Ky to basically meet the criteria of a type I urban area by 2025 and to meet the criteria of a type I urban area by 2030. Notably, it is necessary to expand urban space, build specific mechanisms and policies on investment, finance, decentralization of management, and budget support for Tam Ky to invest in developing a type I urban area.
One of the difficult problems for Tam Ky is the story of urban flooding. Up to now, the city has proposed a project to improve flood drainage capacity including a list of regulating lakes and drainage channels in the west of the inner city; improving flood drainage capacity from Song Dam Lake to Truong Giang River; upgrading and renovating the inner city drainage system; embankments and roads along Tam Ky River with a total cost of about 1,817 billion VND. Currently, the province has agreed to invest in the project from ODA capital. The scientific research topic on urban flood prevention in Tam Ky has been completed.
Tam Ky City Party Secretary Nguyen Thi Thu Lan said that, implementing the Resolution of the 21st City Party Congress, the City Party Committee has issued 15 thematic resolutions on key areas to lead the implementation of political tasks, such as thematic resolutions on compensation, site clearance; administrative reform; education; urban order and construction of civilized urban streets; solutions for building type I urban areas.
Many difficulties and limitations
Although focusing many resources on investing in urban infrastructure to complete the criteria of a type II urban area, aiming for a type I urban area and initially achieving some results, Tam Ky is currently facing many difficulties and limitations.
According to Mr. Nguyen Duy An, the demand for investment resources is very large, in which the group of urban infrastructure connection projects alone has a total investment of up to more than 2,000 billion VND.
In addition, the tasks of regular urban construction and annual environmental treatment have increased due to the growing urban scale, while from 2022 to now, only 150 billion VND has been allocated each year for urban construction and 17.8 billion VND for environmental treatment, which does not meet the demand.
According to Mr. Tran Dinh Duc - Head of Urban Management Department, Resolution No. 08 of the Provincial Party Committee on construction and development of type I urban areas under Quang Nam province, according to the general planning until 2030, Tam Ky has 192 thousand people, not ensuring type I urban areas (regulation of 500 thousand people), so it is proposed to build a special urban area.
Mr. Nguyen Minh Nam - Vice Chairman of the City People's Committee said that Tam Ky still has 12 criteria for a type I urban area that have not been met, the biggest of which are population size, income, and cremation. The administrative boundary project has not been implemented, and the Tam Ky human and cultural project is under construction. In particular, the general planning project in 2014 needs to be reviewed, evaluated, and adjusted to attract large investment projects.
Due to difficulties and obstacles in the process of urban development, Tam Ky City proposed that the province supplement the city with an annual target to invest in a key project with a budget of about 100 billion VND/year.
In the immediate future, in 2024 - 2025, support the locality to implement 2 projects, including Anti-erosion embankment, landscape road along Tam Ky river and resettlement area (total investment of 499 billion VND and according to the initial plan, the provincial budget supported 200 billion VND) and Underground drainage ditch along Trung Nu Vuong street (total investment of nearly 130 billion VND).
In addition, the target is to supplement 100 billion VND/year for urban construction and environmental protection for provincial urban areas in addition to 167.8 billion VND/year according to Resolution No. 36/2021 of the Provincial People's Council.
At the same time, promptly invest in upgrading Hung Vuong Street according to the previous policy of the Provincial Party Committee Standing Committee; pay attention to promoting investment from ODA capital to implement the project to improve the city's drainage capacity; agree on the policy of establishing a detailed plan (scale 1/500) for the Sports and Recreation Complex and Multi-functional Park of Quang Nam province in 2024 with a research scale of about 184 hectares.
Notably, the city proposed that the province pay attention to unifying policies and assigning the task of building and proposing specific mechanisms for Tam Ky City to build and develop a type I urban area in the spirit of Resolution No. 08 of the Provincial Party Committee.
Building a special mechanism
At the working session of the Provincial Standing Committee with the Standing Committee of the Tam Ky City Party Committee in mid-September, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Le Van Dung said that limited resources, the province's support mechanism is not strong enough, the urban scale is still small, not meeting the prescribed standards, the Tam Ky urban construction resources are too small (150 billion VND/year), far behind the Central urban areas, the closest of which is Quang Ngai (300 billion VND/year)... are obstacles for Tam Ky in the process of urban development.
The Chairman of the Provincial People's Committee noted that in the coming time, Tam Ky will focus on building a worthy urban area, a dynamic city, a place where everyone wants to come. To achieve this, the locality must pay attention to completing the zoning plan, paying attention to preventing urban flooding, completing traffic intersections, and ensuring the environment. Tam Ky needs to mobilize resources from many sources, including ODA loans for investment and development.
According to the alternate member of the Party Central Committee, Secretary of the Provincial Party Committee Luong Nguyen Minh Triet, the provincial leaders and departments, branches and sectors of the province must determine that investment in Tam Ky is investment in the nerve center, for the development of the province. Tam Ky City must be aware of its role and responsibility for the overall development of the province.
Due to many reasons, Resolution No. 08 of the Provincial Party Committee has not been well implemented. Therefore, in the coming time, Tam Ky and its departments and branches will advise on the implementation of Resolution No. 08, from specific mechanisms and policies to investment portfolios. The goal is to complete the construction of a Type I urban area by 2030.
“Tam Ky needs to review and adjust the master plan, along with mobilizing investment resources; it is necessary to determine the city's identity and unique highlights, because good planning will attract investors. There needs to be drastic solutions to increase land revenue. Pay attention to improving urban quality and aesthetics, neatness, order, urban green areas, sidewalk trading; urban drainage issues. Promote administrative reform and digital transformation, building smart cities" - Secretary of the Provincial Party Committee Luong Nguyen Minh Triet said.
