Many strategic solutions for socio-economic development
During the discussion sessions at the meeting, delegates expressed their joy and excitement at the results of the province in the first months of the year. In addition to the achieved results, the delegates frankly acknowledged that in the process of implementing the tasks, there are still many sectors and fields that have not achieved the province's expectations. Opening the discussion session on the socio-economic situation, delegate Nguy Thu Thuy, Deputy of the Economic - Budget Committee of the Provincial People's Council, mentioned the low implementation of budget targets. The revenue items that have not reached the average progress are large revenue items that account for a high proportion of the total budget revenue, which greatly determines the completion of the revenue task according to the assigned budget estimate for the year.

Delegates analyzed and clarified that the reason was that agencies and units did not really have specific solutions in urging debt collection, many debts could be collected but there was no effective collection solution. Coordination between sectors, levels and tax agencies did not bring clear results in the first 6 months of the year, especially in determining land prices; slow disbursement of public investment capital and national target programs affected economic growth and budget revenue.
Not only stopping at discussing, evaluating and analyzing the achieved results, the delegates also analyzed in depth the measures, mechanisms and policies to promote the rapid and sustainable socio-economic development of the province in the coming time. Delegate Mai Quang Thang, the delegation of Ham Yen district, expressed his high agreement with the assessment of the socio-economic development situation of the province in the first months of the year, especially the industrial sector which has seen many improvements when attracting a number of large investors to invest in the province. The delegates also requested to clarify the reasons for not completing the planning and establishing new industrial zones including: Tam Da Industrial Zone, Son Duong District and Doi Can - Nhu Khe Industrial Zone; adjusting and expanding Long Binh An Industrial Zone. At the same time, it was requested that the industrial development of the province must closely follow the provincial planning and the planning of the Northern Midlands and Mountains. Along with that, the industrial development of the province must be associated with regional and inter-regional economic development.
Many issues related to people's living conditions were also frankly mentioned by delegates such as the lack of proactive sources of vaccines for expanded vaccination for children and people, meeting the needs of disease prevention, preventing dangerous infectious diseases for children and people in the area; implementing resolutions, mechanisms, and policies of the province on tourism development in the province. There are timely solutions to address shortcomings in the management of tourism activities at the Tan Trao National Special Relic Site; reforming administrative procedures, shortening implementation time, especially procedures related to people and businesses, especially at commune-level agencies.
With frankness and responsibility, the delegates clearly expressed their views on solutions to remove bottlenecks, maintain growth rate as well as policies to ensure social security and improve people's lives.
Actively participate in giving opinions on draft resolutions
Discussing the draft resolutions presented at the session, delegates exchanged enthusiastically, clearly expressed their views, and proposed many solutions to bring the resolutions into life.
At this session, the Provincial People's Council passed 32 draft resolutions. In addition to resolutions on new policy mechanisms according to the Central Government's regulations; a group of resolutions on public investment plans; resolutions under regular tasks, delegates focused on thoroughly discussing draft resolutions related to new mechanisms and policies for people such as regulations on tuition fees for public preschool and general education institutions, payment levels for subjects exempted from and reduced tuition fees, tuition fee support levels for students at private educational institutions; resolutions regulating prices for medical examination and treatment services not covered by the Health Insurance Fund but not medical examination and treatment services upon request and prices for medical examination and treatment services for some cases in State medical examination and treatment facilities under the province's management; draft resolutions on adjusting capital sources for 3 national target programs...
More trust and expectation
Following the meeting on the province's mass media, voters and people in the province expressed their joy at the important achievements the province has achieved, and at the same time believed that the new decisions from this meeting would soon come into life, promoting the province's socio-economic development and the people's lives would be constantly improved.
Voter Nong Van Ly, Khuon Pong village, Trung Ha commune (Chiem Hoa) shared that the meeting continued to innovate, increasing the time for live reporting, especially the fact that Tuyen Quang Newspaper broadcast live on social networks helped us people to conveniently follow the meeting. In this meeting, the Provincial People's Council had a resolution related to tuition exemption and reduction for students and regulations on prices for medical examination and treatment services outside of health insurance, which made the people very excited, we hope that the decision will be quickly implemented.
Mr. Nguyen Dinh Buoi, Group 5, Y La Ward (Tuyen Quang City) expressed: Through following the Session, voters in the province grasped a lot of information related to the results and solutions for socio-economic development of the province; the province's attention in caring for people's lives. In particular, voters' opinions sent to the Session were considered and resolved, especially the issuance of practical resolutions and policies. People increasingly trust and have high expectations for the leadership and management of the provincial Party Committee and government.
Mr. Chu Viet Thanh, Secretary of the Na Lung Village Party Cell, Khau Tinh Commune Party Committee (Na Hang) said that with the correct decisions and resolutions of the province, the people have benefited a lot. In his locality, in recent years, many roads have been invested in, expanded, cleaned, and trees planted along the roads... creating convenience for people to travel and transport goods. The province also pays great attention to healthcare and education, and issues many policies for ethnic minority areas. Thanks to that, the lives of people in villages and hamlets of Na Hang district have been greatly improved, everyone is excited and confident in the development of the province.
The eighth session of the Provincial People's Council was a great success with many important decisions. Voters and people in the province agreed with the newly passed decisions. At the same time, they expressed their trust in the sense of responsibility of each elected representative, and added their trust and expectation in the new decisions that will be implemented in the coming time.
