The National Assembly agreed to ban the production, trading, import, storage, transportation, and use of electronic cigarettes, heated tobacco products, gases, and addictive substances that are harmful to human health from 2025.

This content is stated in the resolution on questioning activities at the 8th Session of the 15th National Assembly, which was just passed by the National Assembly this afternoon (November 30).

Regarding the above content, in the explanatory report, the National Assembly Standing Committee said that there were opinions proposing to issue legal documents to prohibit the production, trading, import, harboring, transporting, and using of electronic cigarettes and heated tobacco products that are harmful to health.

The Standing Committee of the National Assembly found that the delegates' proposal was appropriate due to the urgent, complicated, toxic and addictive nature of e-cigarettes and heated tobacco products, affecting the health and lives of people, especially the young generation, students. Therefore, the draft Resolution has expressed the above content to ensure public health, social order and safety and assigned the Government to organize specific implementation.

In addition, in the health sector, the National Assembly also requested to promote propaganda work and raise awareness among people, especially young people and teenagers, about the harmful effects of alcohol, beer, cigarettes, e-cigarettes, heated tobacco, gases, and addictive substances that are harmful to human health.

The Resolution also stated that it is necessary to continue to effectively implement the Law on Medical Examination and Treatment; Resolution No. 99/2023/QH15 dated June 24, 2023 of the National Assembly on thematic supervision of the mobilization, management and use of resources for the prevention and control of the Covid-19 epidemic; and the implementation of policies and laws on grassroots health care and preventive medicine.

After the questioning, the National Assembly's request is to well implement the planning of the healthcare network for the 2021-2030 period, with a vision to 2050, ensuring consistency and synchronization with other national sectoral planning, regional planning, and provincial planning of the same period. Develop a plan to reserve a number of drugs, chemicals, and medical equipment to support healthcare facilities in cases where the "on-site" response capacity of localities and units is exceeded. Promote international cooperation, mobilize and receive medical support and assistance from international organizations and communities in responding to and overcoming the impacts of natural disasters, catastrophes, and epidemics.

The Resolution also requires completing the process of assessing the issuance of practice licenses and licenses for medical examination and treatment activities in a transparent, streamlined, and time-saving manner; enhancing the management capacity and personnel performing state management of the issuance of practice licenses and licenses for medical examination and treatment activities; mobilizing the effective participation of professional associations. In 2024, decentralize the licensing authority in the field of medical examination and treatment. Urgently complete the capacity assessment toolkit, as a basis for testing and evaluating the capacity to practice medical examination and treatment.

Secretary General of the National Assembly Le Quang Tung presented the draft resolution.

Promote digital transformation; upgrade the national system of registration and licensing of medical examination and treatment, connect with the national and local public service system; develop a Decree regulating the national health database by the first quarter of 2025 at the latest. Strengthen inspection and examination of the operations of medical examination and treatment establishments, and strictly handle violations.

The Government and the health sector are also required to focus on implementing the Law amending and supplementing a number of articles of the Law on Pharmacy, the Law amending and supplementing a number of articles of the Law on Health Insurance, the National Strategy for the Development of the Vietnamese Pharmaceutical Industry for the period up to 2030 and vision to 2045. Strengthen information and propaganda so that people understand correctly when using functional foods, ensuring safety. Correct and strictly handle the advertising of functional foods that do not match the confirmed content or content that has not been confirmed by competent authorities.

Strengthen management, inspection, examination and post-inspection in the production and trading of pharmaceuticals, cosmetics and functional foods, especially business activities on e-commerce sites, e-commerce trading floors, social networks and strictly handle and publicize violations according to regulations, the Resolution clearly stated.
