On the morning of August 14, at the National Assembly House, National Assembly Chairman Vuong Dinh Hue delivered the opening speech at the 25th Session (August 2023) of the National Assembly Standing Committee to give opinions on explaining, accepting and revising the draft Law on Water Resources (amended); approving the draft Resolution amending and supplementing a number of articles of Resolution 657/2019/UBTVQH14 dated March 13, 2019 of the National Assembly Standing Committee specifying the positions and titles of people's public security officers with the highest ranks of Lieutenant General and Major General not yet specified in the Law on People's Public Security and approving the Prime Minister's proposal on the appointment of the Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam for the period 2023-2026. On August 14, in Hoa Binh City (Hoa Binh), a Civil Defense Drill to respond to natural disasters and earthquakes affecting the Hoa Binh Hydropower Dam in 2023 took place. Chairman of the People's Committee of Hoa Binh Province, Head of the Drill Organizing Committee, Mr. Bui Van Khanh emphasized: The drill has contributed to more clearly affirming the principles of civil defense operations, the State's policy on civil defense; identifying more clearly information about incidents and disasters in a timely and accurate manner; assessing the situation of the Steering Committee for Natural Disaster Prevention - Search and Rescue and Civil Defense at all levels to advise Party committees and authorities to apply appropriate measures at each level of civil defense. The drill determines the responsibility for developing and organizing the implementation of civil defense plans, measures to be applied when there is a risk of incidents and disasters in accordance with the reality at each level and each locality. On August 14, the Border Guard Command of Dien Bien province said that Na Co Sa Border Guard Station (Dien Bien Provincial Border Guard) had just coordinated with functional forces to arrest Khang A Cau (born in 1977, residing in Ban Huoi Po, Na Co Sa commune, Nam Po district) for illegal drug trafficking. The seized exhibits included 400 synthetic drug pills and 221 grams of heroin. Currently, Na Co Sa Border Guard Station (Dien Bien Provincial Border Guard) is completing the case file to prosecute and handle the subject according to the law. In the early morning of August 14, at Km1243+300 of National Highway 1, passing through Hoa Vinh Ward (Dong Hoa Town, Phu Yen Province), a series of traffic accidents occurred between 3 passenger cars traveling in the same direction. The accident caused no casualties, but the 3 passenger cars were severely damaged. By 9:00 a.m. the same day, the authorities had completed the removal of the damaged passenger cars from the scene and assisted passengers to continue their journey. On August 14, North Korean state media reported that leader Kim Jong-un called for “quick” improvements in missile production capacity to better meet the needs of the frontline and missile units. On August 14, the South Korean Foreign Ministry said that the country decided to provide a humanitarian aid package worth 2 million USD to support the US state of Hawaii, which has been devastated by a series of wildfires on the island of Maui. The wildfires in Hawaii have become the most serious disaster in the US in more than a century, killing at least 93 people and leaving thousands homeless. Japanese authorities said some Shinkansen bullet train services and flights will be canceled as Typhoon Lan moves toward the country's west coast, potentially affecting many people during the Obon holiday. As of 9 a.m. on August 14 local time, Typhoon Lan was 260 km southeast of Cape Shionomisaki in Wakayama Prefecture and moving northwest.
