The Ministry of Transport has just issued an official dispatch requesting the Vietnam Road Administration, Vietnam Expressway Administration, Construction Investment Management and Project Management Boards to speed up the progress of investment in intelligent traffic management systems, automatic toll collection, vehicle load control and rest stops at the North-South Expressway Projects in the East in the 2017-2020 and 2021-2025 periods.

The dispatch signed by Minister of Transport Tran Hong Minh said that the Ministry of Transport has issued many documents directing relevant agencies and units to focus on resolving difficulties, speeding up progress, and soon completing investment in intelligent traffic management systems, automatic toll collection, vehicle load control, rest stops, and ensuring synchronous operation with the highway.
However, the progress of investment in smart traffic management systems, automatic toll collection, vehicle load control and rest stops at the Eastern North-South Expressway Project is very slow, not meeting the direction of the Ministry of Transport, greatly affecting the goal of completing all construction items of the project.
To soon complete the remaining items, ensure the synchronous exploitation of the entire project, serve the urgent needs of people and vehicles participating in traffic on the expressways, the Minister of Transport requested the directors of the Project Management Boards: 2, 6, 7, 85, Thang Long, Ho Chi Minh Road to seriously implement the direction of the Ministry of Transport.
In particular, directors of the Project Management Boards must directly urge and control the progress of investment in smart traffic management systems, automatic toll collection, and vehicle load control; proactively and promptly direct the resolution of difficulties and problems, ensuring quality and progress of work completion as required.
"Directors of Project Management Boards are fully responsible to the Minister of Transport for the quality and progress of implementation. Report the results of the review to clarify the causes of delays and the responsibilities of relevant organizations and individuals before February 10, 2025," the Ministry of Transport directed.
The Ministry of Transport assigned the Department of Organization and Personnel to take charge, and the Department of Construction Investment Management to coordinate in reviewing the report on the responsibility of the Project Management Boards, reporting to the Minister and advising on handling the responsibility of organizations and individuals in February 2025. The Department of Construction Investment Management shall inspect, urge and resolve the work contents under its authority to ensure meeting the required progress.
Construction of 8 rest stops to start soon
Regarding rest stops, the Ministry of Transport requires directors of Project Management Boards: 2, 6, 7, 85, Thang Long, My Thuan, Ho Chi Minh Road to coordinate with localities to complete site clearance of all 21 rest stops by February 2025 at the latest.
At the same time, direct investors and enterprises to urgently complete investment procedures and soon start construction of 8 rest stops on the North-South Expressway in the East in the 2017-2020 period. Complete the selection of investors for the remaining 13 rest stops to implement construction, ensuring the basic completion of essential service works (restrooms, parking lots) when the component projects are put into operation, especially projects scheduled to be completed before April 30, 2025.
The Ministry of Transport requires the Vietnam Expressway Administration to closely coordinate with project management boards, investors, and businesses to work with local authorities on site clearance work; urge and promptly handle problems.
Vietnam Road Administration guides and supports investors and enterprises to complete procedures for connecting roads to and from the project, granting construction permits conveniently, complying with legal regulations to shorten procedures as much as possible, ensuring project implementation progress.
