Attracting investment in social housing is slow.

Regarding urban planning, according to Director of Ha Tinh Department of Construction Nguyen Quoc Ha, Ha Tinh has 16 existing urban areas and 18 urban areas planned to be formed. 16/16 existing urban areas have general planning; 17/18 new urban areas do not have approved general planning.

Proposing a solution to this problem, Mr. Nguyen Quoc Ha said that it is necessary to strengthen the urging and direction of localities to promptly implement new or adjusted urban planning to conform to the provincial planning approved by the Prime Minister; recommend the Government, ministries and central branches to continue to perfect the legal regulations on urban and rural planning in the direction of simplifying the process, time and procedures in urban planning.

Answering voters' questions about difficulties, problems, causes and solutions for social housing not being given attention, while the demand is very large, Director of the Department of Construction Nguyen Quoc Ha said: According to regulations, currently, in the province, there are 11 detailed planning projects for the construction of commercial housing development projects, urban areas that have allocated 20% of the total residential land area for the construction of social housing.

At the same time, an independent social housing project is being implemented in the area, which is a pilot social housing project in Thach Linh Ward, Ha Tinh City. The project has completed phase 1, putting into use 3 blocks with 488 apartments. Currently, the investment policy adjustment procedures are being carried out. In the coming time, the project will continue to implement phase 2 with a scale of 3 11-storey buildings with more than 500 apartments, expected to be completed and put into use in 2027.

To meet the demand for social housing in the coming time, the Provincial People's Committee has decided to add 2 locations for social housing development in Ha Tinh City and Ky Anh Town with a total land area of ​​99.5 hectares.

According to the commander of the Ha Tinh Construction sector, the current investment in social housing in the province is carried out from the capital of enterprises. Due to the large investment capital, slow capital recovery time, low profits, while the Central Government's loan interest support package is slow to implement, the amount of loan support capital is low. Therefore, investors are not interested in investing in this field, leading to slow investment attraction in social housing construction in the area.

Regarding solutions in the coming time, the Department of Construction will develop a plan to implement the investment project to build at least 1 million social housing units in specific areas each year. Review and consider the need to adjust and supplement the province's housing development program until 2030 according to regulations, as a basis for approving and attracting investment in social housing projects; speed up investment procedures for social housing projects; deploy support and create conditions for social housing investment enterprises and home buyers to access preferential loan programs according to regulations...

Delegate Ha Thi Viet Anh, Standing Deputy Secretary of the District Party Committee, Chairman of the People's Council of Cam Xuyen district, requested the Director of the Department of Construction to inform about the progress of resolving 68 land lots affected by the Ha Tinh University Planning Project and the National Highway 1A Intersection Planning Project.

The Director of the Department of Construction said that in order to resolve the 68 affected land lots, Ha Tinh University needs to urgently organize the adjustment of the planning of Ha Tinh University as announced in Notice No. 263/TB-UBND dated July 26, 2021 of the Provincial People's Committee, including considering removing land lots along National Highway 1 from the school's planning boundary.

Regarding its role, the Department of Construction shall preside over and coordinate with relevant agencies to organize appraisal and submit to the Provincial People's Committee for approval the adjustment of the planning of Ha Tinh University in accordance with regulations. After the planning adjustment is approved, the People's Committee of Cam Xuyen district shall organize a review of the number of land lots that need to be cleared to advise the Provincial People's Committee to arrange compensation and resettlement in accordance with regulations.

Delegate Tu Thi Hoa - Standing Deputy Secretary of Huong Khe District Party Committee asked: In the report, it is stated that the whole province still lacks 460.5 billion VND to serve the planning work for the period 2023-2030. I would like to ask the Director of the Department of Construction, has the Department coordinated with relevant sectors and localities to review the planning list to come up with such a missing amount? What is the role and responsibility of the Department in advising on solutions and implementation roadmap?

In response to this question, the Director of the Ha Tinh Department of Construction frankly said: The Department of Construction has reviewed and received opinions from 13 localities and the Management Board of the Ha Tinh Economic Zone. “We prioritize which plans to implement first, which plans to implement later, and allocate resources according to the route: District, province, public investment… The Department of Construction has worked very clearly with the districts,” said Mr. Nguyen Quoc Ha.

Delegate Tran Thi Hoa (Thach Ha district delegation) raised the issue: The Thach Khe iron mine project (Thach Ha district) has not yet made a specific decision on whether to stop or not, however, the construction of works in the 5 communes affected by the project has been stopped for 15 years. Currently, people's lives are facing many difficulties, in which, the construction of welfare works and housing for households is not being done, while the population continues to increase.

"What solutions has the Department of Construction advised the province to reduce the difficulties and consequences caused by the Thach Khe Iron Mine Project for the people of the five communes directly affected?", delegate Hoa asked.

The Director of the Ha Tinh Department of Construction said that the Thach Khe iron mine project is being implemented in accordance with the Mineral Law and the direction of the Politburo. There is currently no official decision, the project is under “suspended planning”.

Solving the problem of people affected by housing construction projects is very difficult, people have been very upset recently. However, people in the coastal communes of Thach Ha district have behaved very civilly, sharing with the government.

According to Mr. Nguyen Quoc Ha, applying the new Planning Law and Land Law, construction permits will be granted for a limited period of time to people. According to the provisions of the Land Law, if the land use planning is not announced for 3 consecutive years, the 6 land use rights of the people will still be exercised.

“I would like to inform the people that if they need to build new houses, they will be granted a temporary permit, but for minor repairs, they will be supervised by Thach Ha district. The whole province is focusing on stopping the Thach Khe iron mine project to develop tourism, services, and trade,” said Mr. Nguyen Quoc Ha.
