According to the Ministry of Planning and Investment, Article 48 of the Investment Law (current) stipulates the termination of investment project activities, including the termination of activities related to implementation progress. However, the requirements and conditions for termination of activities are not clearly and fully defined or are not really suitable in some cases.

Therefore, amending the regulations on termination of investment projects in Articles 47 and 48 of the Investment Law is necessary to contribute to solving the situation of many projects not being implemented for many years, freeing up land resources for socio-economic development.
In fact, the country currently has thousands of projects behind schedule, most of which are located in large cities.
For example, in Hanoi, a report by the City People's Committee shows that by the end of 2023, there were 712 non-budget projects in the capital that used land but were behind schedule and slow to implement. Among them, many projects have been "inactive" for 10-20 years, causing waste of land resources, significantly affecting people's lives.
The situation of "suspended planning" not only wastes land resources, hinders socio-economic development but also greatly affects the lives of people living around the area.
