On the afternoon of November 21, the National Assembly discussed in the hall the establishment of Hue City under the Central Government. National Assembly deputies expressed their agreement on this and offered suggestions for the rapid and sustainable development of Hue City.
Receiving and explaining the opinions of National Assembly deputies on the establishment of Hue city under the Central Government, Minister of Home Affairs Pham Thi Thanh Tra said that this content is historical, as this is the first cultural heritage city of Vietnam and a world heritage city of humanity recognized and honored by UNESCO.

According to the Minister, the National Assembly deputies expressed their support, agreement, and high consensus on the establishment of Hue City under the Central Government. The deputies' opinions contained expectations, and at the same time proposed contents to make Hue worthy of becoming a cultural heritage city under the Central Government and to make the city develop quickly and sustainably as expected.
According to the Minister, after the arrangement and establishment, Hue city under the Central Government has 4,947.11 km2 of natural area and a population of 1,236,393 people; has 9 district-level administrative units, including: 2 districts, 3 towns, 4 counties (the number of district-level administrative units remains unchanged but there is a decrease of 1 city, 2 districts and an increase of 2 districts, 1 town).
There are 133 commune-level administrative units, including: 78 communes, 48 wards, 7 towns (8 commune-level administrative units reduced, including 17 communes reduced and 9 wards increased).
The Minister emphasized that it is not only necessary to focus on establishing Hue city under the Central Government but also to ensure synchronization and unity in the current common political tasks of the whole country.
The Minister also highly agreed with the comments on the need for special and outstanding mechanisms and policies for Hue to develop quickly and sustainably.
In particular, at this session, the Government also submitted to the National Assembly two reports summarizing three years of implementing the National Assembly's Resolution on piloting a number of specific mechanisms and policies for the development of Thua Thien Hue province.
In the immediate future, the Minister said that he will continue to implement this resolution and the Government will direct ministries, branches and localities to review 5 years of implementing the Resolution on building and developing Thua Thien Hue province to 2030, with a vision to 2045.
After a five-year review, the Politburo will have new conclusions and relevant agencies will advise the National Assembly to issue a new resolution with superior, stronger and more comprehensive mechanisms and policies to preserve and promote cultural heritage values.
Need to connect tourism between Hue with other localities and countries in the region
Giving her opinion at the discussion session, delegate Nguyen Thi Viet Nga (Hai Duong delegation) suggested that there should be a direction to personalize and optimize the unique characteristics in the development process of Hue city.
According to the delegate, Hue city has very unique characteristics compared to other localities and cities in the country, so in order for Hue city under the Central Government to develop strongly, the personalization and optimization of its own characteristics must be considered the basic axis throughout the development process of Hue city under the Central Government. It is not necessary to fully and evenly list other development areas like other cities and other centrally-run cities.
"The Government's project has emphasized the focus on restoration, embellishment, preservation and promotion of the value of the Hue Monuments Complex, associated with tourism development and supporting cultural industries for tourism development as the optimal direction," the delegate assessed.

However, Hai Duong delegate said that it is necessary to evaluate more clearly the unwanted impacts, in reality there will be conflicts in the development process between the preservation and good maintenance of the ancient capital space with relics and heritage on one side and the development of modern urban areas on the other side.
This contradiction must be accurately identified and must be resolved very harmoniously.
According to her, it is necessary to focus on the development perspective on the foundation of preserving and promoting the heritage values of the ancient capital, Hue's cultural identity and tourism as the spearhead economy, Hue city is a heritage city.
In particular, the tourism connection between Hue city and other localities and countries in the region needs to be paid attention to and promoted. Currently, our tourism connection has not been as expected.
In addition, it is also necessary to focus resources on restoring and embellishing many items and works in the Hue Monuments Complex, considering this a top priority for economic development.
Currently, there are still many works and items in the complex that have not been restored, renovated or embellished, and this also more or less affects the integrity of the ancient capital relic complex.
Delegate Pham Van Hoa (Dong Thap delegation) also agreed that the establishment of Hue city under the Central Government on the basis of preserving and promoting the heritage values of the Ancient Capital and Hue cultural identity represents an important innovation in urban development, contributing to the implementation of the policy of developing urban areas in the direction of green, civilized, and rich in identity.

Regarding the socio-economic development structure, Thua Thien Hue has met the standards on socio-economic development level applied to centrally-run cities.
However, the delegate said that the initial establishment of Hue city will face many difficulties and challenges, especially the issue of urbanization because currently there are only 2 districts, 3 towns and 4 counties. Therefore, the delegate suggested that the Central Government pay more attention to resources so that Hue city can reach further in socio-economic development, especially as a typical urban area of the ancient capital.
