On the morning of July 31, Politburo member and Prime Minister Pham Minh Chinh chaired a national online conference to deploy the implementation of administrative unit rearrangement at district and commune levels in the 2023-2030 period. The meeting was connected online from the Government headquarters to 63 connecting points in provinces and centrally run cities.

Prime Minister Pham Minh Chinh delivered the opening speech at the conference.

Attending the conference were: Member of the Party Central Committee, Vice Chairman of the National Assembly Nguyen Khac Dinh; Ministers, Heads of ministerial-level agencies, Government agencies; leaders of departments, ministries, branches, and central agencies; Secretaries of Provincial and Municipal Party Committees, Chairmen of People's Committees of provinces and centrally-run cities.

Delegates from Hanoi attending the Hanoi Party Committee bridge included: Comrade Dinh Tien Dung, Politburo member, Secretary of the City Party Committee, Head of the City National Assembly Delegation; Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee Tran Sy Thanh; Deputy Secretary of the City Party Committee, Chairman of the City People's Council Nguyen Ngoc Tuan; leaders of departments, branches, districts, towns, etc.

Make a proposal, carefully consider each specific issue

Opening the conference, Prime Minister Pham Minh Chinh emphasized that the arrangement of administrative units is a difficult, sensitive, and complicated task, involving many people and many sectors; affecting people, businesses, and other entities. However, given the country's development requirements, this is a necessary requirement to streamline the administrative apparatus, enhance the effectiveness and efficiency of state management, and create favorable conditions for people and businesses.

Minister of Home Affairs Pham Thi Thanh Tra thoroughly grasped the conclusions and resolutions of the Central Committee.

According to the Prime Minister, the process of rearranging administrative units at district and commune levels can cause disruption in the operations of administrative units and affect people and businesses. Therefore, all levels and sectors must resolutely direct and implement the rearrangement of administrative units in a flexible and reasonable manner; ensuring that the administrative apparatus still operates smoothly. In particular, after the rearrangement of administrative units, there will be a surplus of human resources, facilities, etc., so it must be handled flexibly and appropriately to avoid wasting the country's resources.

“Experience shows that wherever there is unity in perception and ideology, work will go smoothly. Otherwise, it will cause congestion, delays, and waste of resources,” said Prime Minister Pham Minh Chinh.

Next, the delegates listened to the leaders of the Ministry of Home Affairs disseminate the contents of Conclusion No. 48-KL/TW of the Politburo on continuing to rearrange administrative units at district and commune levels in the 2023-2030 period, the Resolution of the National Assembly Standing Committee, the Resolution of the Government and the guidance of the Ministry of Home Affairs on this content. Leaders of the ministries: Agriculture and Rural Development, Construction, Finance, Public Security, Natural Resources and Environment, Ethnic Committee, and National Defense presented instructions on implementing related contents.

Secretary of the Hanoi Party Committee Dinh Tien Dung and other leaders of Hanoi attended the conference.

Discussing at the conference, local leaders shared experiences, previous practices, plans, and solutions to organize the implementation of the policy of rearranging administrative units at district and commune levels in the 2023-2030 period; as well as raised difficulties, obstacles, proposals, and recommendations.

Notably, Chairman of the Hanoi People's Committee Tran Sy Thanh said that Hanoi has 30 district-level administrative units, including 17 districts, 12 urban districts, and 1 town; 579 commune-level administrative units, including 383 communes, 175 wards, and 21 towns. According to the criteria, Hanoi has 1 district-level administrative unit and 176 commune-level administrative units in 26 district-level units that must be reorganized. Only 4 districts, namely Dong Anh, Tay Ho, Bac Tu Liem, and Nam Tu Liem, do not have any administrative units that must be reorganized.

The Chairman of the Hanoi People's Committee emphasized that in all the issues the city is concerned about, the most important is the greatest impact on the people, and all other difficulties related to administrative agencies, apparatus, and administrative fields can be overcome. On the basis of strictly implementing the policies and resolutions of the Central Government, the city will develop a plan, establish a detailed and specific project to report to the Government. In particular, the city will carefully consider and specifically evaluate the consequences and impacts on culture, history, and people.

Speaking at the conference, Vice Chairman of the National Assembly Nguyen Khac Dinh said that this time the arrangement is more difficult than in the 2019-2021 period. Firstly, the number of units to be arranged is larger; there are 39 district-level administrative units in 23 provinces and cities and 1,327 commune-level administrative units in 58 provinces and cities that need to be arranged. Secondly, when merging part or all of a rural administrative unit into an urban area, there must be a separate project; urban arrangement must ensure 100% of urban criteria. Thirdly, the arrangement must be consistent with rural and urban planning, so it must be done at the same time as the planning work. Fourthly, there is not much time, the implementation will start from August 1, 2023, and must be completed before the third quarter of 2024, which means a total of about 13 months.

Must take into account specifics, not be extreme or one-sided

Concluding the conference, Prime Minister Pham Minh Chinh affirmed that this is an important conference to deploy specific guidelines to concretize Conclusion 48-KL/TW of the Politburo and Resolution of the National Assembly Standing Committee on continuing to rearrange administrative units at district and commune levels in the 2023-2030 period. After this conference, the Government Office will issue a specific document conveying the conclusions as a basis for ministries, branches and localities to organize implementation.

Prime Minister Pham Minh Chinh delivered a concluding speech at the conference.

According to the Prime Minister, the arrangement of administrative units at district and commune levels is a difficult and sensitive task, affecting many people and disturbing the psychology of people and businesses; and there are many new and difficult points as Vice Chairman of the National Assembly Nguyen Khac Dinh said; so it must be carried out methodically, firmly, thoroughly and scientifically; to best ensure the rights and legitimate interests of related entities.

The Prime Minister requested localities to mobilize the participation of the entire political system, under the leadership and direction of Party committees and authorities; the Vietnam Fatherland Front and socio-political organizations to participate; considering this a key political task in the coming period. The first task is to strengthen propaganda and mobilization to create unity and high consensus in awareness and action in the political and social system and with the people. In particular, cadres, civil servants and public employees, especially key cadres, heads of Party committees, authorities and the political and ideological system must be informed, have high determination, make great efforts, act decisively, with focus and key points; ensure objectivity, publicity and transparency; work in a focused manner, not spread out; not be perfectionist, not hasty; ensure the stability of the political system and people's lives.

According to the Prime Minister's direction, the arrangement of administrative units must have a roadmap, specific steps, and arrangement of people, materials, and time; must be done in a strict, cautious, and effective manner; places with favorable conditions must be implemented first, and difficult places must have a specific implementation roadmap.

The arrangement of administrative units must ensure planning and ensure the promotion of resources to promote local development. The arrangement must be associated with innovation in the organization and arrangement of the political system to operate effectively and efficiently; building digital government and digital society, reducing direct contact between officials and civil servants of administrative agencies and people to prevent negativity; creating new development space; facilitating people and businesses to expand production and business; at the same time, ensuring national defense and security, improving people's material and spiritual life, stabilizing politics, ensuring safety, security and public order.

The Prime Minister noted: “The arrangement of commune-level administrative units must ensure criteria and standards according to the policy, focusing on specific factors that are harmonious, reasonable and effective, not extreme or one-sided; must be very scientific and practical. Any problems that arise during the implementation process for people, businesses and communities must be resolved quickly and effectively”. Based on the above requirements, provinces and cities must develop projects with specific steps and roadmaps to ensure feasibility in order to organize implementation to ensure progress and quality as set out.

Comrade Pham Minh Chinh said that the Government will establish a Steering Committee led by Deputy Prime Minister Tran Luu Quang to grasp the situation, monitor, guide, urge and inspect the implementation of this task.
