On February 3, at the Party Central Committee Headquarters, the Standing Secretariat held a Conference to announce the Politburo's decision on the establishment and appointment of personnel for four Party Committees directly under the Central Committee (Party Committees of Party agencies at the Central level, Party Committee of the Government, Party Committee of the National Assembly, and Party Committee of the Fatherland Front and Central mass organizations); on the functions, tasks, powers, organizational structure, and working relationships of three Party agencies at the Central level (Central Party Office, Central Propaganda and Mass Mobilization Commission, Central Policy and Strategy Commission).

Establishment of 4 Party Committees directly under the Central Committee
At the conference, the representative of the Central Organizing Committee announced the decisions to establish new Party Committees and to merge and rename, including: Establishing Party Committees of Central Party agencies; Establishing the Government Party Committee; Establishing the National Assembly Party Committee; Establishing the Party Committee of the Vietnam Fatherland Front and Central mass organizations; merging the Central Propaganda Department and the Central Mass Mobilization Department; renaming the Central Economic Committee to the Central Policy and Strategy Department. Announcing the decisions and regulations on the functions, tasks, and organizational structure of the newly established agencies and Party Committees.
At the conference, the Politburo and Secretariat's decision on personnel was announced. The Politburo decided that Mr. Nguyen Duy Ngoc, Politburo member, Secretary of the Party Central Committee, Head of the Central Inspection Commission, and Chief of the Party Central Committee Office, would cease to hold the position of Chief of the Party Central Committee Office.
The Politburo decided that Mr. Le Hoai Trung, Secretary of the Party Central Committee and Head of the Party Central Committee's External Relations Commission, would cease to hold the position of Head of the Party Central Committee's External Relations Commission and be transferred and appointed to the position of Chief of the Party Central Committee's Office.
The Politburo decided to assign Mr. Nguyen Trong Nghia, Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda Department, to hold the position of Head of the Central Propaganda and Mass Mobilization Department.
The Politburo decided to assign Mr. Tran Luu Quang, Secretary of the Party Central Committee and Head of the Central Economic Commission, to hold the position of Head of the Central Policy and Strategy Commission.
The Politburo decided to assign the positions of Deputy Heads of the Central Policy and Strategy Committee to Mr. Thai Thanh Quy, Permanent Deputy Head of the Central Economic Committee; and Mr. Pham Dai Duong, Deputy Head of the Central Economic Committee.
The Secretariat decided to assign the positions of Deputy Heads of the Central Policy and Strategy Committee to Mr. Nguyen Duy Hung, Deputy Head of the Central Economic Committee; and Mr. Nguyen Hong Son, Deputy Head of the Central Economic Committee.
At the conference, representatives of the Central Organizing Committee announced the Politburo's decisions. Accordingly, the Politburo appointed Politburo member and Standing member of the Secretariat Tran Cam Tu to hold the position of Secretary of the Party Committee of the Central Party agencies for the 2020-2025 term; Politburo member and Prime Minister Pham Minh Chinh to hold the position of Secretary of the Government Party Committee for the 2020-2025 term. Appointed Politburo member and Chairman of the National Assembly Tran Thanh Man to hold the position of Secretary of the National Assembly Party Committee for the 2020-2025 term. Appointed Politburo member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien to hold the position of Secretary of the Party Committee of the Vietnam Fatherland Front and Central organizations for the 2020-2025 term.
General Secretary To Lam emphasized that the organization of the conference to announce the decision has profound political significance because it is held on the very day the Party was founded.
No interruption, no stoppage, no omission
Speaking at the conference, General Secretary To Lam emphasized that the organization of the conference to announce the decision on organizational work continued to demonstrate the determination, efforts and endeavors of agencies and units in the past time and had a very profound political significance because it was held on the date of the Party's founding (February 3, 1930 - February 3, 2025).
The General Secretary pointed out that 2024 has passed with many exciting achievements for the country, especially in socio-economic development and Party building.
In particular, with great efforts, exemplary spirit, determination, urgency and seriousness in implementing the Resolution of the Central Executive Committee, the Conclusion of the Politburo on streamlining the apparatus of the political system, the rearrangement and streamlining of the apparatus of the Party agencies, the judiciary agencies and central mass organizations have been basically completed. This is the basis and important premise to continue to successfully complete the rearrangement and streamlining of the apparatus of the political system in the coming time, ensuring quality, efficiency and on schedule as set out.
The General Secretary requested that agencies and units, based on the functions and tasks specified in each decision, urgently deploy work according to the new model and new organization. Especially the four Party Committees directly under the Central Committee and the merged Party Committees, with additional functions and tasks, must ensure good inheritance of the tasks of the Party organizations that have ended their operations, without interruption, stagnation or omission.
The General Secretary noted that in the process of implementation, new issues may arise that cannot be fully anticipated, but the important thing is that with the revolutionary offensive consciousness, we must constantly innovate and be creative, on the basis of ensuring the principles of Party organization and activities, and propose close coordination to promptly advise and handle any issues that arise.
The General Secretary requested to urgently complete the administrative legal procedures for the operation and transactions of the legal entities of the four Party Committees directly under the Central Committee and of the two committees: the Central Committee for Propaganda and Mass Mobilization; the Central Committee for Policy and Strategy; to urgently develop working regulations or review, supplement, and amend the working regulations of the agency and each affiliated unit in each agency, also in the spirit of "running while lining up" to ensure the full implementation of the new functions and tasks of each agency and unit. In each task, the presiding unit and the presiding person must be clear; the assignment of tasks must be organic and consistent.
Agencies and units continue to organize political and ideological work well in receiving and arranging agency leaders and leaders of affiliated units; in arranging headquarters and workplaces, ensuring more effective and efficient operations than before.
On the basis of arranging and streamlining the apparatus of Party agencies, judicial agencies and central mass organizations, the General Secretary requested the National Assembly Party Committee and the Government Party Committee to closely coordinate with the Central Organizing Committee to direct functional agencies to urgently advise the Government, the Prime Minister and the National Assembly to perfect the institutions, and at the same time complete the arrangement and streamlining of the apparatus of Government and National Assembly agencies, including arranging and assigning internal personnel as a basis for localities to implement, ensuring unity and synchronization in the entire political system.
The arrangement process needs to pay attention to avoiding haste, subjectivity, formality, ensuring smoothness, no congestion in solving work, but also fighting against stagnation; continuing to do well in political and ideological work to create excitement, peace of mind, solidarity, and unity in competing to successfully complete the tasks of 2025 as well as of the 13th Party Congress term, creating a solid premise to enter the 14th Party Congress.
