At the recent Admissions Consulting Day, a teacher from Vinh Phuc Specialized High School (Vinh Phuc province) expressed concerns about the near future: “Currently, the State is planning to merge provinces. In the event that 2 or 3 provinces merge and lose a specialized high school, will students from specialized schools have the opportunity to be given priority in admission as in previous years?”
This question is raised because in the current admission mechanism of many universities, there is a policy of direct admission or priority for students from specialized schools in the provinces.
Responding to this concern, Associate Professor, Dr. Nguyen Anh Dung, Deputy Director of the Department of Higher Education (Ministry of Education and Training) said: "Not only for students of specialized schools, when developing a plan to advise the Ministry's leaders, we and the Department of Quality Management (Ministry of Education and Training) raised the issue of local mergers, especially the restructuring of the management model at the localities. However, it must be affirmed that, up to this point, for university admissions, all regional priority points, subjects and priority plans, we are applying according to the regulations of previous years".

Mr. Dung affirmed that he will advise the leaders of the Ministry of Education and Training on how to handle the delay in applying policies in the case of local mergers taking place before the time of school admissions - around the end of July. "That is, in the direction of maintaining the same policies and preferential options," said Mr. Dung.
According to Mr. Dung, the number of students in specialized schools is actually not as large as the number of candidates with priority by region and subject. “If we change, many candidates in the priority by region will be affected. Therefore, we are consulting on all changes (if any) related to the merger of localities that will be applied from next year and not immediately applied in 2025,” Mr. Dung said.
In response to a candidate's concerns, Colonel Do Thanh Tam, Secretary of the Military Admissions Board (Ministry of National Defense), denied the information about dissolving the Military University of Culture and Arts.
“Up to now, there has been no policy on dissolving or ceasing operations of the Military University of Culture and Arts. Not to mention, after 5 years of not enrolling students in the civilian system, this year the Military University of Culture and Arts continues to be assigned by the State and the Ministry of National Defense to enroll and train students in the civilian system, in addition to the military system. Specifically, for the military system, the school enrolls students who are trained in professional arts. As for the civilian system, it enrolls students at 4 levels: intermediate, college, university and postgraduate. Therefore, candidates can rest assured and apply to study at the school,” said Mr. Tam.
