Secretary General of the National Assembly Bui Van Cuong has just issued a press release on the program and content of the 5th extraordinary session of the 15th National Assembly, which will open tomorrow morning, January 15.
Accordingly, at the 5th extraordinary session, the National Assembly will consider and approve 4 contents, including: the amended Land Law; the amended Law on Credit Institutions; the draft Resolution on a number of specific mechanisms and policies to remove difficulties and obstacles, speed up the implementation of national target programs and allocate public investment capital from reserve funds.

Secretary General Bui Van Cuong said that with the draft revised Land Law, after being received and revised, the draft law submitted to the National Assembly at the 5th extraordinary session includes 16 chapters and 260 articles; 5 articles are removed, 250 articles are amended and supplemented compared to the draft law submitted to the National Assembly at the 6th session (end of 2023).
Regarding the major contents requested for opinions at the 6th session, based on research, discussion, exchange and careful review, relevant agencies agreed to revise and complete 17 contents.
According to Mr. Bui Van Cuong, the agreed contents include: the provisions on rights and obligations regarding land use of Vietnamese people residing abroad; on not expanding the scope of receiving land use rights transfer of economic organizations with foreign investment capital; on land recovery for commercial housing projects, mixed housing and commercial and service projects; on types of land for implementing commercial housing projects through agreements on receiving land use rights or having land use rights...
In addition, there are contents on granting certificates to households and individuals using land without documents on land use rights; on the content of land valuation methods and cases and conditions for applying each method; on subjects allowed to use national defense and security land in combination with labor production and economic construction activities; rights and obligations of military and police enterprises when using national defense and security land in combination with labor production and economic construction activities...
Regarding the revised Law on Credit Institutions, Mr. Bui Van Cuong informed that after being received and revised, the draft law submitted to the National Assembly at the 5th extraordinary session includes 15 chapters and 210 articles, an increase of 7 articles compared to the draft law submitted to the National Assembly at the 6th session.
Some major issues of the draft law reported to the National Assembly at the extraordinary session include: risk provision; early intervention in credit institutions and foreign bank branches; special control of credit institutions; handling cases of mass withdrawals from credit institutions, special loans and lending; handling bad debts and secured assets, etc.
Regarding the draft Resolution on a number of specific mechanisms and policies to remove difficulties and obstacles and speed up the implementation of national target programs, Mr. Bui Van Cuong said that it includes 8 specific policies to remove difficulties and obstacles and speed up the implementation of national target programs.
Specifically, specific policies on allocation and assignment of annual central budget regular expenditure estimates; adjustment of state budget estimates and annual capital investment plans of national target programs; promulgation of regulations on procedures, criteria, and sample documents for selecting production development projects; pilot mechanism for decentralization to district level in management and organization of implementation of national target programs...
According to the scheduled program, after the opening session starting at 8:00 a.m. on January 15, the National Assembly will discuss the revised Land Law and the revised Law on Credit Institutions. On January 16, the National Assembly will discuss the remaining two contents. The National Assembly will take a one-day break on January 17 before holding the closing session to pass the draft laws and resolutions on the morning of January 18./.
