Reserve land just to build road soon

We visited Thong Nhat, Dinh Quan, Tan Phu, and Xuan Loc districts in Dong Nai province. These are the localities where the Dau Giay - Tan Phu expressway project will soon pass through. This expressway is a section of the Dau Giay - Lien Khuong expressway project, connecting the Southeast provinces with the Central Highlands.

In Thong Nhat district, the expressway starts at National Highway 1, connecting to the end of the Ho Chi Minh City - Long Thanh - Dau Giay expressway. The expressway section passing through the locality is located in a swidden area specializing in growing cashew, rambutan, and avocado. However, up to now, the locality has promoted and consulted farmers about giving up land for the expressway. Most of the people agreed and reserved the land.

Currently at the cashew plantation, Ms. Nguyen Thi Kinh (Le Loi Hamlet, Bau Ham 2 Commune, Thong Nhat District) said that her cashew plantation is 1.3 hectares wide, according to the plan, 1.2 hectares will be lost to build the highway, the rest will be used for residential roads, so the whole garden will be lost. "But because it is a large national project, bringing common benefits, we are ready to give the above land for the highway. We only hope that compensation and support will be enough to help people stabilize their lives and change their jobs appropriately," Ms. Kinh said.

Ms. Nguyen Thi Kinh shared her wishes when implementing the Dau Giay - Tan Phu expressway project.

Similarly, Mr. Pham Dang Liem (residing in Thong Nhat district) said that people have reserved land for the expressway project.

"If implemented, it needs to be done quickly and early so that people whose land is recovered have money to buy land elsewhere to cultivate," Mr. Liem suggested.

Mr. Pham Dang Liem said that he has reserved land for the highway but wants a reasonable compensation price to buy farming land and hopes the project will be implemented soon.

Keep land and material mines for highways

Informing Giao thong Newspaper, Mr. Mai Van Hien, Chairman of Thong Nhat District People's Committee, said that the Dau Giay - Tan Phu expressway section through the district is more than 15km long, passing through Bau Ham 2, Quang Trung, and Xuan Thien communes.

Currently, the route has been included in the land use planning and traffic planning of the district. The district People's Committee has contributed opinions to the Dong Nai Department of Transport, the consulting unit for the design of overpasses, connection points, and underpasses. The parties also agreed on these contents, everything is consistent with the planning, without any obstacles or problems.

The Dau Giay - Tan Phu expressway passes through mainly upland areas.

The locality also plans a number of soil and rock quarry locations, including an 80-hectare hill, to take land for the expressway and has been approved. When the expressway project starts, the relevant units only need to complete the exploitation procedures and establish a process to be able to exploit immediately.

"We are ready. When the project is implemented, we will immediately start clearing the land, proactively setting up markers, counting and compensating the people... because we have made preparations from the beginning," said Mr. Hien.

In Dinh Quan district, the expressway is built quite far from National Highway 20 and existing traffic routes. The location of the expressway mainly passes through fields and plantations. Mr. Tran Nam Bien, Chairman of the People's Committee of Dinh Quan district, said that the expressway will pass through Suoi Nho, Phu Ngoc and Gia Canh communes with a length of 25km. Nearly 200 households have land in the project planning.

"The locality will proactively retain land, monitor and manage land in the planned expressway area, and prevent illegal construction... When the project is implemented and has all the necessary documents and procedures, the locality will immediately start doing the work within its authority," said Mr. Bien.

Most people are eagerly waiting for the highway.

In Tan Phu district, which borders Lam Dong province, the Giao thong newspaper reported that the expressway will run through residential areas, perennial crop land and forest land. Therefore, the project will affect many people in terms of housing, farming and production land. The procedures for converting forest land also take a long time.

Sharing with Giao thong Newspaper, Mr. Pham Duy Thi, Vice Chairman of Tan Phu District People's Committee, said that the earth quarry has been planned in two areas of Tan Phu and Dinh Quan districts to serve the expressway passing through the area.

Dong Nai province has also carried out procedures to convert 40 hectares of forest land into traffic land for the Dau Giay - Tan Phu and Tan Phu - Bao Loc expressways.

According to the Thang Long Project Management Board, the bidding process to select investors for the Dau Giay - Tan Phu expressway is expected to be completed in December 2024. The investor's representative's concerns are site clearance and material sources.

The existing National Highway 20 is now overloaded because of the heavy traffic, so people are waiting for the highway.

Ms. Nguyen Thi Hoang, Vice Chairwoman of Dong Nai Provincial People's Committee, requested the districts to quickly compile data on the site and send it to the Department of Planning and Investment before September 12 so that the province can approve the site clearance compensation sub-project. Then, the tasks will be divided and the next work will be implemented before October 12.

"We request that the Project Management Board promptly hand over the project's site clearance boundary map to the localities to facilitate the implementation of the next tasks. Meanwhile, the districts should review related planning to ensure suitability in project implementation. Strengthen construction management to avoid illegal construction in the project area," said Ms. Hoang.

The Dau Giay - Tan Phu Expressway project is over 60km long, spanning 4 districts: Thong Nhat, Xuan Loc, Dinh Quan, Tan Phu, in the form of public-private partnership (PPP) investment.

The starting point of the project is at Km 0+000 at the intersection with National Highway 1, connecting with Ho Chi Minh City - Long Thanh - Dau Giay Expressway (Thong Nhat District, Dong Nai). The end point is at Km 60+243.83, intersecting with National Highway 20, connecting with Tan Phu - Bao Loc Expressway (Phu Trung Commune, Tan Phu District, Dong Nai). The total investment of the project is nearly 9,000 billion VND.

When completed, Dau Giay - Tan Phu Expressway will have 4 expressway lanes with a maximum cross-section of 24.75m, a maximum design speed of 100km/h, and an emergency lane.

Site clearance work will be carried out at once on a complete scale, with a total land area of ​​about 378 hectares.
