Previously, at the end of March, Duc Pho Town Forest Protection Department coordinated with Pho Cuong Commune People's Committee to inspect and discover the destruction of KfW6 natural forest in plot 8, Sub-zone 334, Pho Cuong Commune. Here, a road about 1km long was formed after the construction unit leveled and cut down hundreds of forest trees.

Through investigation, Duc Pho Town Forest Protection Department determined that Mr. NVB (residing in Pho Khanh Commune) is the owner of the above-mentioned forest. Therefore, the authorities invited Mr. B. to work to clarify the illegal deforestation. However, Mr. B. was not present in the area.

Over the phone, Mr. B. said that at the location where the forest was destroyed to open the road, he had handed over all relevant land use right certificates to Deo Ca Group (from February 2023) to prepare documents and procedures related to the construction of the project for approval by competent authorities.

Duc Pho Town Forest Protection Department then contacted Mr. Bui Hong Dang, Executive Director of Construction Package 02, belonging to Deo Ca Group. He confirmed that the unit had rented 15 plots of production forest land from Mr. NVB for construction.

After the press reported, on June 5, the Government Office sent an official dispatch to the People's Committee of Quang Ngai province to report the destruction of natural forests in Duc Pho town during the construction of the North-South expressway project.

The document states that from May 31 to June 3, a number of press and media agencies reported on the destruction of natural forests in Duc Pho town during the construction of the North-South Expressway, Quang Ngai - Hoai Nhon section. Deputy Prime Minister Tran Luu Quang requested the People's Committee of Quang Ngai province to direct relevant agencies to verify the content of the report and report to the Deputy Prime Minister before June 10.

Regarding the issue of clearing forest land to build service roads for the construction of tunnels 2 and 3 of the Quang Ngai - Hoai Nhon expressway project, Mr. Nguyen Tan Dong - Vice Chairman of the Board of Directors of Deo Ca Group said that according to the design documents approved by the Ministry of Transport, to access the construction of tunnels 2 and 3, a new service road of 4.5km long must be opened, and the forest area to be cleared is about 40,000 m2. In particular, the Ministry of Transport has instructions that when implementing construction, the contractor is allowed to adjust the direction of the service road accordingly based on actual conditions.

Based on the introduction of the landowner and the people, combined with the field survey, the construction contractor found that there was an existing residential road about 4-6m wide, currently used to transport forest products, which could be converted into a service road. "Thus, utilizing this residential road will shorten the service road from 4.5km to 3.6km and reduce the area of ​​forest that must be cleared. The contractor has checked and determined that this road is located entirely within the land area for production forest planting" - excerpt from the content of the document that Deo Ca Group sent to the press agencies.

According to Deo Ca Group, the Quang Ngai - Hoai Nhon section project belongs to the North - South Expressway Construction Project in the East phase 2021-2025, with a scale of 4 lanes, a design speed of 80km/h, a total investment of more than 20,400 billion VND, and a length of 88km. Of which, the section passing through Quang Ngai province is 60.3km long, passing through Binh Dinh province is 27.7km long, expected to be completed in the third quarter of 2026. The project is invested by Project Management Board 2 - Ministry of Transport, Deo Ca Group Joint Stock Company participates in the project as the leading member of the consortium of contractors.
