In addition, for 8 land plots planned to build social housing, the Ho Chi Minh City People's Committee assigned the Department of Planning and Architecture to review and evaluate whether they are suitable for planning to build social housing for rent.
In case of non-compliance, research and propose what content needs to be adjusted to prioritize social housing development. On that basis, send a document to the Department of Construction.
For the Department of Natural Resources and Environment, the City People's Committee assigned the responsibility to urgently review the legal status of 8 land plots according to the direction of the Chairman of the Ho Chi Minh City People's Committee and the opinion of Steering Committee 167 (Department of Finance).
Along with that, the Department of Construction is assigned to study and synthesize the above opinions and base on legal regulations to propose the order, procedures and next steps to build social housing to submit to the Ho Chi Minh City People's Committee for consideration and decision.
For the 3 land plots calling for investment, including the land plot in Truong Thanh ward (Thu Duc city), the land plot in lot number 6 (Tan Thoi Nhat ward, district 12) and areas A, B, C in the housing project for low-income people in (Hiep Thanh ward, district 12), the Ho Chi Minh City People's Committee assigned the Department of Planning and Investment to review and give opinions to clearly determine whether the bidding is carried out in accordance with the land law or the law on the industry and field.
At the same time, the Department of Natural Resources and Environment is assigned to review and give opinions on whether the above land plots are subject to land recovery as prescribed in Clause 5, Article 72 of the 2024 Land Law or not.
Ho Chi Minh City People's Committee also assigned the Department of Construction to work with all investors who have registered to participate in developing social housing on the enterprise's land fund to synthesize and make a list to report to the City People's Committee for direction and resolution.
Along with that, compile a list of social housing projects up to now and the targets for social housing development in the coming time, and send it to the Department of Planning and Architecture for further review and implementation.
The Department of Construction shall continue to monitor and contact the Ministry of Construction to support the early issuance of written instructions for implementation according to the recommendations of the Ho Chi Minh City People's Committee on the form of implementing social housing in commercial housing when approving the investment policy.
The document also stated that, while waiting for instructions from the Ministry of Construction, the Department of Construction is assigned to proactively research and propose to the Ho Chi Minh City People's Committee to consider methods of implementing social housing obligations in commercial housing projects, ensuring that it does not affect the progress of approving investment policies of investment projects in the area.
The Department of Construction provides a list of social housing projects with investment policies and social housing development needs in Ho Chi Minh City for the Department of Planning and Architecture to review zoning plans and propose adjustments and additional land allocation for social housing construction in these plans according to the housing development program and plan. Priority is given to planning concentrated social housing areas with synchronous technical and social infrastructure, as a basis for organizing bidding to select investors.
It is known that currently in Ho Chi Minh City, 4 other projects with a total of 2,874 apartments are being constructed, including 3 social housing projects and 1 worker accommodation project.
It is expected that in 2025, Ho Chi Minh City will have 4 more projects with a scale of 2,874 apartments completed, and at the same time start construction of 8 projects with 7,945 apartments.
Thus, by the end of 2025, the total number of social housing and worker accommodation put into use will reach 5,619 units.
To remove obstacles and speed up the implementation of social housing projects, Ho Chi Minh City will organize monthly thematic meetings.
At the same time, Ho Chi Minh City has established a working group to handle investment procedures for social housing construction according to Decision No. 5222 dated November 15, 2024.
In addition, the Ho Chi Minh City People's Committee also promoted investment, worked with 11 enterprises and the Ho Chi Minh City Labor Federation.
To date, businesses have registered to invest in 40,000 social housing apartments.
In addition, Ho Chi Minh City also plans to organize a bidding to select investors to implement projects on 3 state-managed land plots with a scale of 3,000 apartments.
