The high school graduation exam will take place from June 27 to 29. On June 27, candidates will be present at the exam site to complete the exam registration procedures, listen to the regulations and correct any incorrect information (if any). On June 28 to 29, candidates will take 4 exams including: literature, math, combined exam, foreign language.

" Pluggining the Hole" in the Question Making Stage

Near the time of this year's high school graduation exam, the indictment of the case of "abusing position and power while performing official duties" related to the 2021 high school graduation exam in biology was announced and prepared for trial. According to the indictment, the two defendants assigned by the Ministry of Education and Training to participate in building the exam question bank and the biology exam council knew that the Ministry of Education and Training's question extraction software was not random, so they took advantage of their assigned duties and powers to send documents home to compile into questions, then arrange them in positions to be drawn as the official exam source and orient the selection of question combinations they compiled to build into the official exam; at the same time, they used the above questions as review materials for a number of students who were acquaintances. This is because the Ministry of Education and Training's exam question bank management software is no longer randomly drawn but has switched to drawing question combinations in which questions with the same ranking order will be in the same question combination.

The above investigation conclusion has made the public worried about the process of creating high school graduation exam questions this year. At the recent conference to prepare for the high school graduation exam organized by the Ministry of Education and Training, regarding the process of creating exam questions, Mr. Huynh Van Chuong, Director of the Department of Quality Management (Ministry of Education and Training), said: "The Ministry of Education and Training has issued instructions on the exam question creation process to ensure random selection of question combinations from the exam question bank for drafting, reviewing, and refining exam questions and answers; the forms of each stage are reviewed and completed; the responsibilities of those participating in the exam question creation council are clearly defined."

Regarding the exam marking work, this year, the Ministry of Education and Training affirmed that it will continue to use the multiple-choice exam marking software version provided to the Departments of Education and Training in 2022. In order to overcome some limitations in the use of multiple-choice exam marking software, the Ministry of Education and Training has trained and guided the departments.

Education and Training prepares information technology infrastructure, installs and uses it according to regulations; provides thorough training on software usage; summarizes limitations and errors that were encountered in previous exams in grading to have solutions to overcome and avoid repetition.

Tomorrow, candidates will complete procedures to take the 2023 high school graduation exam.

MOBILIZED NEARLY 8,000 UNIVERSITY OFFICIALS TO SUPERVISE AND GRADE EXAMS

Regarding inspection and examination work, the Ministry of Education and Training said that it has trained inspectors and examiners of the 2023 high school graduation exam, fully prepared documents, forms, and handbooks for inspection and examination work; organized training for key staff in charge of inspection and examination work. The Ministry of Education and Training also issued a document assigning higher education institutions to send people to participate in the inspection team for examination invigilation work in localities. Accordingly, nearly 8,000 officials and civil servants of higher education institutions were mobilized to organize 63 inspection teams for the Ministry's examination invigilation work and 63 inspection teams for the Ministry's examination marking work at 63 Departments of Education and Training.

TS in Hanoi accounts for more than 1/10 of the total number of TS in the country.

With more than 102,000 candidates, Hanoi has the largest number of candidates among localities, accounting for more than 1/10 of the total number of candidates nationwide registering for the high school graduation exam this year. Hanoi mobilized nearly 15,000 officials, teachers, and employees to participate in invigilation at exam sites; nearly 600 inspectors were stationed at exam sites to perform supervision duties to enhance security and safety for the exam invigilation process with the principle: exam sites with less than 20 exam rooms have 2 inspectors; from 20 to 30 exam rooms have 3 inspectors; from 31 to 40 exam rooms have 4 inspectors...

Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training, emphasized that the exam invigilation process must be carried out seriously, strictly, with clear people and confidential work; supervision must be strengthened and the responsibility of exam invigilators must be enhanced to ensure the exam is safe and the exam results accurately reflect the quality of learning.

Mr. Nguyen Duc Cuong, Chief Inspector of the Ministry of Education and Training, said that currently, most provinces and cities have hotlines to report information in a timely manner, ensuring security and safety. In addition, the inspectorate has also established 10 teams to conduct in-depth inspections of the preparation and organization of the exam in a number of localities.

Emphasizing the importance of inspection and examination work, Mr. Cuong affirmed: "The Ministry Inspectorate continues to inspect and examine localities, closely coordinating with provincial inspectors in localities to ensure safety, strictness, and caution at all stages. It is necessary to ensure that all stages of the exam are inspected. No officer must participate in the exam without participating in training. Officers must be fully trained, understand the assigned work, and be able to do it."

All preparations for this year's high school graduation exam have been completed.

CREATE MAXIMUM CONDITIONS FOR TS

Mr. Pham Ngoc Thuong, Deputy Minister of Education and Training, Head of the National Steering Committee for the 2023 High School Graduation Exam, said: Through direct work with dozens of localities and reports from 63 provinces and cities sent to the National Steering Committee, it shows that, up to this point, all preparations for the High School Graduation Exam are taking place normally and according to plan.

Emergency on call for unexpected situations

Mr. Vuong Anh Duong, Deputy Director of the Department of Medical Examination and Treatment Management (Ministry of Health), informed that the ministry has sent a document on ensuring medical work for the 2023 high school graduation exam to the health departments in provinces and cities to ensure exam safety; emergency response for unexpected situations. In particular, it is noted that the location of the emergency room at the exam sites must be suitable, convenient for quick and timely emergency work. The room must be large enough and airy enough to carry out quick on-site emergency measures. In addition, the health departments set up teams to conduct food safety inspections at restaurants and dining areas around the exam sites, preventing food poisoning and possible summer epidemics.

Localities have also developed scenarios and contingency plans for natural disasters, floods, epidemics, traffic, fire prevention, power supply, etc. to promptly respond and handle situations during the exam days. "In particular, localities are paying attention to directing support for candidates with difficult circumstances, ensuring that no candidate is unable to participate in the exam due to economic or travel difficulties," said Mr. Thuong.

Speaking when inspecting the exam preparation work in some localities recently, Mr. Pham Ngoc Thuong emphasized the view that in the exam work, every small detail cannot be ignored and is aimed at the candidates, creating maximum conditions for the candidates, avoiding impacts on the psychology, spirit, and test results of the students. "The in-depth, careful inspection, every small detail, all is aimed at taking care of the candidates, taking care of the teachers who are doing extremely important work for the exam. I always direct that there should be no tension, exaggeration but must be done responsibly, in accordance with regulations, in accordance with the rules," said Mr. Thuong.
