This afternoon, October 24, Vice Chairman of Quang Tri Provincial People's Committee Hoang Nam chaired a meeting to deploy the Program to eliminate temporary and dilapidated houses in the province.

In recent times, Quang Tri province has implemented very well programs and projects to build and repair houses for poor households and policy beneficiaries in the area, aiming for the goal that by the end of 2026, the whole province will basically have no poor households living in temporary houses.

The whole province has 1,900 houses supported under Project 197/DA-UBND-UBMTTQVN "Mobilizing resources to support the construction of new houses for poor households in Quang Tri province, period 2022 - 2026" (referred to as Project 197), of which 369 houses are in the plains, 1,531 houses are in the mountainous areas with a total support budget of 95.17 billion VND. There are 1,267 households supported to build new houses and repair under Project 5, Decision No. 90/QD-TTg of the Prime Minister, of which 1,021 new houses were built and 246 houses were repaired with a total central budget of 45.76 billion VND. Housing Project 1, Decision No. 1719/QD-TTg of the Prime Minister has supported 1,457 houses, with a total central budget of 58.28 billion VND. Housing for people with revolutionary contributions, through the Gratitude Fund, from 2021 to present, has supported the construction and repair of 849 houses with a total implementation cost of 58,762 billion VND.

According to preliminary statistics, the whole province currently has more than 7,100 houses in need of support for new construction and repair, of which more than 2,500 houses are newly built and over 4,600 houses are repaired. Specifically, there are 2,883 houses for meritorious people, 2,655 poor households, and 1,629 near-poor households.

At the meeting, delegates proposed that the support level for new construction in ethnic minority and mountainous areas is 70 million VND/household and repair is 30 million VND/household; for new construction in plain areas, it is 60 million VND/household and repair is 20 million VND/household.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Hoang Nam emphasized that, in the spirit of the Prime Minister's direction, Quang Tri province is determined to successfully and quickly complete the program of eliminating temporary and dilapidated houses according to the set plan.

In the coming time, the Provincial Vietnam Fatherland Front Committee is requested to coordinate with departments, branches, district-level People's Committees, member organizations, relevant agencies, departments and branches to actively mobilize people, organizations, individuals and businesses inside and outside the province to participate in supporting the implementation of the program. Receive, manage, propose allocation and use of support funds to ensure timeliness and effectiveness.

Request the Department of Labor, War Invalids and Social Affairs of the province to advise the Provincial People's Committee to establish a steering committee for the program to eliminate temporary and dilapidated houses at the provincial level according to the central government's instructions; advise the Provincial People's Committee to integrate housing support funds to implement Project 5, Decision 90/QD-TTg. Coordinate with relevant departments, branches, units, and District People's Committees to review to have the most accurate data, avoid missing households with meritorious services to the revolution, poor households, and near-poor households that need support and housing repairs.

Assign the Department of Construction to advise the Provincial People's Committee to submit to the Provincial People's Council a resolution to decide on housing support levels for people with revolutionary contributions, poor households, and near-poor households. Research and provide house models suitable to financial conditions and local customs, practices, and culture.

The Provincial Ethnic Committee needs to promote the role of prestigious people among ethnic minorities to effectively carry out propaganda and mobilize people to participate in implementing the program. Assign the Department of Finance to guide the management and use of support sources, disbursement, settlement of support for housing construction and repair, integrating state budget sources with socialized mobilization sources from the program.

Propose that the Provincial Police, the Provincial Military Command, and the Provincial Border Guard directly direct their subordinate units to support human resources and materials and coordinate with the standing agency and localities to complete the elimination of temporary and dilapidated houses. Provincial departments, branches, sectors, and socio-political organizations need to, based on their assigned functions and tasks, organize and implement the mobilization and support for the construction and elimination of temporary and dilapidated houses for households with revolutionary contributions, poor households, and near-poor households.

Request the People's Committees of districts, towns and cities to promptly advise on the establishment of a steering committee for the program to eliminate temporary and dilapidated houses and issue clear working and coordination regulations for effective implementation. During the implementation process, absolutely do not allow negativity, violations, losses, corruption and waste to occur.
