Increasing trend with sophisticated tricks
Exactly 1 month ago, on September 1, the Drug and Crime Prevention Force, Tay Ninh Provincial Border Guard in coordination with Moc Bai International Border Post and functional forces successfully dismantled a human trafficking case, promptly rescuing 2 female victims. 6 related subjects were arrested, including: Cao Ba Tuan (born 1995), Huynh Tien Anh (born 2002), Nguyen Ly Hong Hiep (born 2000), Vu Van Giap (born 1994), all residing in Binh Phuoc province; Duong Minh Ngoc (born 1999), residing in Tien Giang province and Tran Thanh Goi (born 2004), residing in Dong Thap province.

Through investigation, the subjects confessed that they bought two female victims for 36 million VND, then contacted a contact in Cambodia to resell them for 130 million VND. However, when the group brought the two victims to the Moc Bai International Border Gate area to try to sell them to Cambodia, they were arrested.
Previously, on June 26, in an area about 400m from the Vietnam-Cambodia border, in My Quy Tay commune, Duc Hue district, Long An province, the My Quy Tay Border Guard, Long An province Border Guard, discovered and arrested Truong Viet Hoang (25 years old, permanent resident of Cau Giay district, Hanoi); Lam Quoc Dat (19 years old, permanent resident of Vinh Cuu district, Dong Nai province) and Truong Cong Tru (25 years old, resident of Mo Duc district, Quang Ngai province) when these 3 subjects were trying to take a girl named NNKN (18 years old, permanent resident of Nha Be district, Ho Chi Minh City) to Cambodia to sell for 18 million VND.
Through the investigation, the authorities continued to arrest 4 more subjects and summoned a number of other subjects for investigation. At the authorities, the subjects admitted their crimes. After initiating the criminal case, the authorities of the Long An Provincial Border Guard handed over the case file and the subjects to the Investigation Police Agency of Duc Hue District Police for handling and investigation according to their authority.
These are just two of many human trafficking cases that the authorities have discovered and arrested in recent times. This also shows that the human trafficking crime situation is quite complicated and tends to increase. The subjects have formed many human trafficking crime lines and gangs operating across provinces and countries with sophisticated and cunning methods and tricks.
Commenting on this complicated development, Major General Do Ngoc Canh, Director of the Department of Drug and Crime Prevention and Control, Border Guard (Ministry of National Defense) said: Most of the subjects residing inland collude with subjects in border areas, subjects are Vietnamese residing abroad and foreigners to form closed networks to lure, deceive, buy and sell victims abroad or within the country for sexual exploitation, forced labor, illegal marriage and adoption...
"The methods of human trafficking are all carried out through social media accounts, so it is very difficult to collect documents and evidence to prove the crime. In addition, the "source" crimes of human trafficking such as organizing illegal entry and exit for others, surrogacy for commercial purposes; and buying and selling human body parts are also showing signs of increasing, posing many potential risks of human trafficking," said Major General Do Ngoc Canh.
According to the United Nations Office on Drugs and Crime (UNODC), there are nearly 250 million illegal migrants in the world and the number continues to increase due to the impact of terrorism, conflict, violence, etc. Many of them become victims of hundreds of human trafficking rings in the world. The Asia-Pacific region, especially the Mekong sub-region countries, is considered a hot spot for human trafficking and illegal migration. |
Push back human trafficking crime
Faced with the complicated developments of human trafficking crimes, identifying the fight against this type of crime as the task of the entire political system, ministries, branches, localities and the police force with the core role have resolutely and synchronously deployed many solutions to gradually prevent and repel this type of crime, contributing to ensuring social order and safety and a peaceful and happy life for the people.
In particular, the Ministry of Public Security has promoted the role of the Standing Office of the Government's Steering Committee for Crime Prevention and Control (Steering Committee 138/CP) in guiding, inspecting, and urging ministries, branches, and organizations at the central and local levels to deploy groups of tasks and solutions in the Government's Program on Prevention and Control of Human Trafficking for the period 2021-2025, with a vision to 2030, contributing to mobilizing the combined strength of the entire political system and the entire population to participate in preventing and combating human trafficking...; coordinating with ministries, branches, and localities to implement groups of tasks, and effectively organizing many directive documents on prevention and control of human trafficking, with the highest goal of protecting "human rights", protecting "human security" and bringing a peaceful and happy life to the people.

Every year, the Ministry of Public Security launches a nationwide campaign to crack down on human trafficking crimes from July 1 to September 30. Through this, many human trafficking rings and gangs have been dismantled and the subjects have been promptly prosecuted and brought to justice. In addition, the work of verifying, identifying, rescuing, protecting and supporting victims of trafficking has been carried out promptly, ensuring the rights of victims and following the principle of "taking the victim as the center".
From the beginning of 2022 to mid-2023, the authorities received and verified 590 cases, identifying 337 cases of victims of human trafficking; the hotline for consultation and support of victims of human trafficking (via Call Center 111) received over 3,100 calls; of which 128 were referrals to rescue and support 146 victims and people at risk of being victims of human trafficking. In the first 6 months of 2023 alone, the authorities received and verified 114 people; identified 82 people as victims of human trafficking, supported 65 victims, an increase of 16 victims received... |
Mobilizing total strength
In order to effectively combat this type of crime, and at the same time fulfill the commitment, efforts and determination of the Vietnamese Government to the international community in the fight against human trafficking, the Prime Minister recently issued Decision No. 193/QD-TTg approving the Program on Prevention and Combat of Human Trafficking for the period 2021-2025, with a vision to 2030. This is a strategic policy, synchronously planning solutions, mobilizing the total participation of ministries, branches, organizations and localities in the work of preventing and combating human trafficking.
According to Lieutenant General Nguyen Duy Ngoc, Deputy Minister of Public Security, the Ministry of Public Security, as the Standing Agency of the Steering Committee 138/CP and the Standing Agency for the implementation of the Program on Prevention and Combat of Human Trafficking, has advised the Steering Committee 138/CP to direct and guide ministries, branches and localities based on their functions and tasks to seriously implement Decision No. 193/QD-TTg of the Prime Minister; develop specific plans for implementation, focusing on major key tasks.
In particular, enhancing the role and responsibility of Party committees and authorities; the responsibility of local and unit leaders; the core advisory role of the People's Public Security force in organizing and directing the implementation of the Program on preventing and combating human trafficking for the period 2021-2025, with a vision to 2030; identifying the work of ensuring social order and safety, preventing and combating crimes, including the work of preventing and combating human trafficking as one of the key political tasks.
The Ministry of Public Security also focuses on doing a good job of prevention, especially social prevention, closely combining with professional prevention of functional forces, promoting the role of socio-political organizations at the grassroots level; promoting the movement of the entire people participating in preventing and combating human trafficking, associated with the movement of the entire people protecting national security, protecting territorial sovereignty, national border security and socio-economic development policies. At the same time, strengthening information work on the situation and methods of human trafficking crimes and promoting propaganda, dissemination and education of laws on prevention and combating human trafficking to all classes of people to raise awareness of people, especially high-risk groups, especially in remote, isolated, border and ethnic minority areas...
