“Question of the times”
Since the 18th National Congress of the Communist Party of China, General Secretary and President Xi Jinping has summarized the experiences in the process of economic development of this country, identified the law of growth and proposed a new economic theory system from the perspective of Marxism. Accordingly, President Xi Jinping's economic theory system not only clarifies the path of modernization with Chinese characteristics, but also answers the question of how to promote sustainable and comprehensive economic development.
China successfully launched the BeiDou-3 satellite in 2020, marking a breakthrough in its technological capabilities and bringing a global positioning and navigation system developed by the country of one billion people. However, behind that achievement are serious challenges, such as the ever-increasing gap in urban and rural development levels, about 100 million people have not escaped poverty, and the situation of unbalanced and unsustainable development continues.
The world is witnessing major changes, with many Western countries considering Beijing a strategic rival. In this context, the question is - which path should China take in such a rapidly changing era?... This is also the "question of the times" that this country must answer.
Mr. Miao Wei said that the answer of the General Secretary and President of China is to "resolve the main contradictions in society, while promoting high-quality development".
The concept of "high-quality development" was first mentioned at the 19th National Congress of the Communist Party of China in 2017. In his report at the Congress, General Secretary and President Xi Jinping emphasized that the Chinese economy is shifting from a stage of accelerated development to a stage of high-quality development. This is a profound strategic adjustment in the context of the country entering a new era.
Previously, at the 2012 Central Economic Work Conference of the 18th Congress, Mr. Xi Jinping also pointed out that it is impossible to ignore objective conditions or go against the laws of development to blindly accelerate growth.

Accordingly, Miao Wei, Vice Chairman of the 14th Economic Committee of the Chinese People's Political Consultative Conference, said that to achieve the goal of high-quality economic development, it is necessary to resolve a number of core relationships:
First , the relationship between economic growth and development. The General Secretary and President of China has repeatedly affirmed that it is impossible to rely solely on GDP growth rate, but it is necessary to focus on improving the quality and efficiency of growth. According to Mr. Miao Wei, economic growth represents an increase in quantity and scale, while economic development includes both qualitative and quantitative transformation.
Second , high-quality development must shift from a "good or not" goal to a "good or not" goal.
At the Central Economic Work Conference in December 2017, Chinese President Xi Jinping pointed out that "to have or not to have" is a matter of quantity, which should be solved by rapid growth; while "to have or not to have" is a matter of quality and efficiency, which should be solved through high-quality development. To achieve this, the application of scientific and technological advances is the key factor.
Third , it is necessary to balance economic development with other social fields. The 5th Conference of the 19th Party Central Committee affirmed that economic, social, cultural, ecological fields... must all meet the requirements of high-quality development.
This represents a significant shift in China's approach: not only focusing on economic growth but also on environmental protection, sustainable development and improving the quality of life. The requirement for high-quality development is not limited to the economic sector but has become a general principle that covers the entire development of the country.
Creativity is the driving force
According to Mr. Miao Wei, theory is the torch that lights the way for practice, high-quality development must first realize theory, which then guides action. Regardless of the level of local government or enterprise, innovation must become the core driving force for development. Enhancing the role of enterprises as the subject of innovation, building creative platforms, innovating development methods and promoting comprehensive growth will create strong momentum, promoting the economy to shift towards a more sustainable direction.
At the Central Economic Work Conference in December 2017, General Secretary and President Xi Jinping identified five core elements of high-quality development: Innovation is the leading driving force, Coordination is the endogenous feature, Green development is the mainstream, Opening up is the inevitable path, and Sharing is the fundamental goal.
Mr. Miao Wei said that only by fully, accurately and comprehensively implementing the new development philosophy can China promote sustainable, efficient and harmonious growth. High-quality development is not a temporary requirement or only for areas with favorable economic conditions, but a general principle for all localities to implement in the long term. Even underdeveloped areas can take advantage of their strengths to overcome weaknesses and find a path that suits their actual conditions.
Asked how to help underdeveloped regions achieve high-quality development, the Chinese leader stressed that each locality needs to rely on its actual conditions, exploit its potential, overcome its limitations, and transform its growth model. This is the way to improve efficiency, optimize economic structure, and promote balanced, inclusive, and sustainable development.
In practice, many localities have found their own way to develop based on their existing advantages. A typical example is Xinjiang, with its abundant wind and photovoltaic resources, this region has taken advantage of the largest solar energy exploitation potential and the second largest wind energy in the country, to plan and build a national clean energy center.
Wind power projects and photovoltaic industrial parks are developing in a large-scale, concentrated and industrialized direction, contributing significantly to the green energy transition process.

Meanwhile, Guizhou, with its mountainous terrain, has found its own way by developing the big data industry. Thanks to its year-round cool climate, the province has attracted many large-scale data centers, forming a high-tech industrial chain in western China.
Qinghai has also capitalized on its natural resources. With 100,000 square kilometers of desert land that can be exploited for solar and wind power, the province has accelerated the industrialization of renewable energy, paving the way for green and low-carbon development.
Miao Wei, Vice Chairman of the 14th Economic Committee of the Chinese People's Political Consultative Conference, said that these practical examples prove that, although the natural and socio-economic conditions of each locality are different, if we know how to take advantage of our strengths and adjust our strategies appropriately, we can still achieve high-quality development.
Continuously improving people's lives is the most important goal of high-quality development. General Secretary and President Xi Jinping affirmed that the development process must be closely linked to improving the quality of life and meeting the people's increasing needs. In the resolution adopted at the 3rd Plenary Session of the 20th Central Committee of the Communist Party of China in 2024, high-quality development was identified as the top priority in building a modern socialist country.
“The coming years will be a crucial time to start building a modern, sustainably developed country. Thoroughly implementing the principle of high-quality development and fully implementing the new development philosophy will be the foundation for promoting the renaissance of the Chinese nation along the path of Chinese-style modernization, while contributing Chinese wisdom and solutions to the world,” said Mr. Miao Wei.
It can be said that President Xi Jinping's economic thinking sets a clear direction for China's high-quality development path, not only to address internal challenges but also to shape a sustainable and inclusive growth model. Practice has proven that, despite different development conditions, localities can still take advantage of their advantages to transform their economic models in a more efficient direction. With a solid theoretical foundation and appropriate policies, China hopes to realize its modernization goals and create positive impacts globally.
