According to the 2022 Provincial Competitiveness Index (PCI) ranking report, Dak Lak province scored 60.91 points, ranked 60/63 provinces and cities nationwide; down 3.29 points and 26 places compared to 2021; ranked last in the Central Highlands region.
To improve competitiveness, create positive changes in the business investment environment as well as the province's PCI ranking in 2023 and the following years, on July 28, the Provincial People's Committee issued Plan No. 124/KH-UBND on improving the PCI Index of Dak Lak province in 2023 - 2025.
In this plan, the Provincial People's Committee sets the goal of striving to bring the province's PCI in 2023 - 2025 to an average ranking or higher and the PCI component indexes to score above 6. At the same time, it proposes 7 groups of solutions that need to be resolutely implemented. In particular, strengthening the responsibility and proactiveness of departments, branches, sectors, People's Committees of districts, towns and cities; promoting administrative reform, shortening the time to carry out administrative procedures related to investment and business activities of enterprises, reducing time costs, market entry costs, and land access.

In addition, increase transparency, reduce informal costs, create fair competition for businesses; improve the effectiveness and efficiency of state management, build legal institutions, security and order; support businesses, increase meetings, dialogues, resolve difficulties and problems of businesses; improve public ethics, awareness and responsibility of each cadre, civil servant and public employee, improve businesses' perception of the quality of public administrative services of the province; enhance the quality of training and labor.
The Provincial People's Committee also assigned specific tasks to relevant departments, branches and localities in the province; assigned focal agencies to monitor and coordinate the implementation of the improvement of each component index; regularly urged and inspected the implementation of the proposed tasks and solutions. During the implementation process, if there are any issues that are not suitable to the actual situation at the agency, unit or locality, it is necessary to amend and supplement accordingly; proactively report and propose to the Provincial People's Committee (through the Department of Planning and Investment) for timely consideration and adjustment.
