Bright spots in improving investment and business environment
Tra Vinh province strives to achieve a Provincial Competitiveness Index (PCI) of over 66 points in 2023 and increase at least 1 rank compared to 2022. According to the PCI Index Report 2023, announced by the Vietnam Federation of Commerce and Industry (VCCI), Tra Vinh achieved 67.46 points, ranked 24th out of 63 provinces and cities, up 1.4 points and 2 ranks compared to 2022, ranked 7th in the Mekong Delta region, continuing to be in the top 30 provinces and cities with the best governance quality in the country, achieving the set target.
With the motto of accompanying businesses in development, the Government focuses on improving the business environment and improving national competitiveness. Local authorities are also actively implementing and there is a "race" between localities, with a trend of acceleration among the following provinces.
In Tra Vinh, the PCI Index results show that the business community positively evaluates the province's investment and business environment when market entry procedures are favorable, land access is easy, dispute resolution is fair and effective, security and order are maintained, and labor training policies have improved...
With the high determination of the entire political system, the consensus and sharing of the people and the business community, Mr. Le Van Han, Chairman of the People's Committee of Tra Vinh province, requested that local departments and branches in the province make every effort to improve the quality of management and support businesses according to the motto "any task that is not good must be performed well, if it is good, continue to perform even better".
According to the survey results of VCCI, businesses highly appreciate the convenience of entering the market in the province. With 8.02 points, Tra Vinh ranked 3rd in the country in terms of convenience when entering the market. Although it decreased by 1 rank compared to 2022, the score increased by 0.18 points. This reflects the province's efforts in reforming administrative procedures for business registration. Business registration and amendment procedures are convenient, and the province's officials and civil servants are always enthusiastic and friendly. The time to complete the application is also rated quite well, creating sympathy for businesses.
Another bright spot in the quality of Tra Vinh province's governance is the reduction of land-related obstacles. In 2022, the province's Land Access Index reached 7.17 points, and by 2023 it had increased to 7.36 points. With this score, the Land Access Index increased by 19 ranks, ranking 2nd nationwide. This shows that Tra Vinh's efforts to cut and simplify administrative procedures on land, reduce the number of waiting days, speed up site clearance, create clean land funds, reduce costs and time for businesses have been very effective, creating high consensus in the business community.
In addition, the PCI survey results also show that the business community highly appreciates the security and order situation in the province, ensuring production and business activities, and fair and effective dispute resolution procedures. Legal institutions and security and order are the best improved component indexes of the province, ranking first in the country, with 8.31 points, up 1.15 points and 46 ranks compared to 2022.
Also through the PCI report, the Time Cost Index and Business Support Policy also improved in score. This shows that the administrative procedure reform has achieved some positive results when the time for inspection, examination and implementation of regulations and administrative procedures has been reduced, credit access procedures, easy-to-implement premises, etc. are being focused on by Tra Vinh province to improve and promote more strongly in the coming time.
Accompanying businesses to overcome difficulties
According to Mr. Dau Anh Tuan, Deputy Secretary General, Head of the Legal Department of VCCI, 2023 is a year when businesses face many difficulties and challenges in the market and access to capital. The rate of businesses reducing their business scale or closing down is quite high compared to previous years. Therefore, more than ever, localities in the Mekong Delta region in general and Tra Vinh province in particular need to introduce timely support policies to solve difficulties and restore confidence for businesses to develop. Action programs, strong reform of procedural barriers, creating a transparent and clear legal corridor, accompanying businesses to overcome difficulties, in which the implementation efforts of the provincial government and functional branches play a very important role.
To remove the two biggest bottlenecks of Tra Vinh enterprises today, which are accessing credit capital and finding customers, the province continues to increase support for enterprises to participate in the market, not allowing these ranking indicators to decline. Overcoming 9/19 indicators that enterprises assessed as limited and continuing to maintain and promote 10/19 indicators with good results compared to the national median in 2023. Striving for Tra Vinh to rank 3rd out of 63 provinces and cities in 2024.
Tra Vinh Provincial leaders assigned the Department of Planning and Investment to preside over and coordinate with relevant agencies and units to effectively implement the following solutions:
Continue to shorten the time (number of days) for processing business registration dossiers and changing business registration contents to 1 day (the regulation is 3 days). Fully post the procedures at the "One-stop" department and arrange the appropriate posting location, at the same time proactively guide and support businesses in carrying out the procedures.
Effectively implement procedures for publishing business information online, regularly review to simplify administrative procedures, promptly submit to the Provincial People's Committee to amend and supplement administrative procedures for implementation, contributing to saving costs and time for businesses. Promote online business registration to reduce costs and travel time for businesses, strive to increase the rate of online business registration to 100%.
Continue to promote the effectiveness of the implementation of conditional business licensing procedures. Quickly resolve the certification of business eligibility for enterprises. Improve the quality of the "One-stop" department to ensure professional understanding and the ability to guide business-related documents and procedures. Train and foster professional and communication skills for officers at the "One-stop" department and professional officers in receiving and processing documents related to enterprises. Promote the implementation of coordination regulations between agencies and units in the appraisal, management and supervision of investment attraction projects outside industrial parks, economic zones and investment projects implemented inside and outside Dinh An Economic Zone in Tra Vinh province in Decision No. 17/2022/QD-UBND dated July 27, 2022.
Regarding business support policies, Tra Vinh provincial leaders proposed solutions to promote the improvement of 11/13 indicators that businesses rated low and average, and continue to maintain and promote 2/13 indicators with good results compared to the national median in 2023. Strive to increase by 10 ranks or more in 2024 compared to 2023, reaching the rank of 36/63 provinces and cities nationwide.
The provincial leaders assigned the Department of Industry and Trade to preside over and coordinate with relevant agencies and units to effectively implement a number of solutions: Focus on strengthening propaganda and dissemination of programs to support businesses in taking advantage of opportunities from free trade agreements (FTAs) to increase the rate of businesses accessing them. Review and advise on the abolition and simplification of regulations on business conditions; obstacles and shortcomings in current legal documents to promptly remove them in the direction of policies aimed at businesses, promptly propose solutions to remove and handle cases beyond authority.
Strengthen guidance and support for administrative procedures related to credit access for small and medium enterprises; support for improving business management capacity; training programs on business start-up and business management; access to premises in industrial parks and industrial clusters; legal consulting services; market information consulting services; vocational training programs for workers. Continue to promote and provide training on new generation FTAs, especially EVFTA in the province to improve the capacity to promptly respond to fluctuations in the export market and strengths of key industries, in order to seek to expand and diversify export markets; support businesses in the province to access information and incentives from FTAs.

Satisfy people and businesses
In 2024, Tra Vinh province aims to rank the following indicators: For PCI, rank from 20/63 provinces and cities and above, with a total score of over 67 points; for Green Public Administration and Governance Index (PGI), rank from 10/63 provinces and cities and above. Accordingly, the province focuses on implementing many solutions to raise awareness of environmental protection, reduce the use of plastic products, and replace them with products made from green, environmentally friendly materials.
Continue to strengthen the role of the Provincial Business Association in connecting businesses with state agencies in implementing provincial policies and regulations to increase the PGI Index - the main trend of socio-economic development adapting to climate change in the new situation.
Tra Vinh has proposed many specific tasks and solutions to improve each component index in the above indexes; clearly defining responsibilities and assigning specific tasks to departments, branches and localities to focus on maintaining good scores of component indexes, while improving and enhancing low-ranking component indexes of the PCI and PGI indexes.
Regarding the PAPI, PAR Index and SIPAS indicators, the province will strictly implement regulations on discipline and administrative discipline, strengthen public service inspection, raise the sense of responsibility and efficiency of cadres, civil servants and public employees, and at the same time improve the quality of service provision through the province's online public service portal.
