Hai Duong strives to be in the 'top' 15 in terms of PCI index

Improving the quality of service for people and businesses in implementing administrative procedures and public services is one of the goals that Hai Duong province is aiming for in 2025.

That is the goal set by the People's Committee of Hai Duong province in the plan to implement Resolution No. 02/NQ-CP dated January 8, 2025 of the Government on key tasks and solutions to improve the business environment and enhance national competitiveness in 2025 of the province.

Specifically, the province strives to be one of the 15 provinces and cities with the highest ranking in the Provincial Competitiveness Index (PCI) by 2025; ranked in the top 4 among the provinces in the Red River Delta. The number of newly established enterprises increases by 10% or more compared to 2024; the number of enterprises withdrawing from the market in 2025 increases by less than 10%; strives to achieve a 100% online business registration rate.

Regarding serving people and businesses in performing administrative procedures and public services: the rate of providing electronic administrative procedure results reaches 100%. The rate of exploiting and reusing digital information and data reaches at least 80%. The rate of timely handling of feedback and recommendations strives to reach 100%. The level of satisfaction in receiving and handling administrative procedures of people and businesses reaches at least 90%, in which the level of satisfaction with handling administrative procedures in the fields of land, construction and investment reaches at least 95%.

In 2023, Hai Duong will rank 17th in the country and 5th out of 11 provinces and cities in the Red River Delta in terms of provincial competitiveness index with 68.68 points, an increase of 3.46 points and an increase of 15 places compared to 2022. Of the 10 component indices, Hai Duong has 7 indices with increased scores: market entry, time costs, informal costs, fair competition, dynamism of the provincial government, labor training, legal institutions and security and order. 3 indices with slightly decreased scores: land access, transparency, and business support policies.
