On the afternoon of April 9, Comrade Nguyen Van Thi, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, had a working session with the World Bank (WB) delegation led by Mr. Steven Louis Rubinyi, senior expert on disaster risk management, co-project manager, on the Dynamic Cities Integrated Development Project - Tinh Gia Urban Sub-project.
Overview of the working session.
The Dynamic Urban Development Project - Tinh Gia Urban Sub-project was approved by the Prime Minister in 2018 and adjusted in 2023. The project aims to increase access to urban technical infrastructure services; enhance urban planning and management capacity at project implementation locations.
Leaders of the Project Management Board for Investment and Construction of Nghi Son Economic Zone and Industrial Parks reported on project progress.
The project has 2 components; in which component 1 is a structural solution - renovation and construction of urban technical infrastructure system, including 8 construction items (4 traffic items with a total length of about 13.7km; 2 irrigation items with a total length of about 10km; 1 wastewater collection and treatment system with a capacity of 600m3 /day and night with a construction area of about 2.2ha; 1 item to build 5 resettlement areas for the project with a total area of 9.7ha). Component 2 is a non-structural solution - technical support and project implementation support.
Representative of Nghi Son Town People's Committee reported on the progress of project site clearance.
The total investment capital of the project after adjustment is more than 2,314 billion VND, equivalent to 102.9 million USD; of which the loan support from the WB is 1,199 billion VND and the counterpart capital of Thanh Hoa province is more than 1,115 billion VND. The project implementation period is until June 30, 2025.
According to the progress update report of the Nghi Son Economic Zone and Industrial Zones Construction Investment Project Management Board, all 8 construction items (divided into 6 bidding packages) of component 1 of the project have started construction. Due to the impact of the COVID-19 pandemic and some difficulties and problems in site clearance and counterpart funds, the project progress has not met expectations.
At the meeting, Nghi Son Town People's Committee committed to speed up the site clearance progress to ensure the handover of the site before September 30, 2024 for some important items, creating favorable conditions for the investor to continue construction in a timely manner.

Speaking at the meeting, Mr. Steven Louis Rubinyi shared the current difficulties and obstacles of the project. Mr. Steven Louis Rubinyi said that the project has gone through many meetings and discussions, giving directions and implementation milestones. The project completion deadline is approaching, so the WB hopes that Thanh Hoa province will have more drastic solutions in directing the implementation of the remaining items of the project. The WB is ready to support the procedures and necessary conditions for the project to be completed on schedule.

Speaking at the meeting, Permanent Vice Chairman of the People's Committee Nguyen Van Thi affirmed that the project of Integrated Development of Dynamic Urban Areas - Tinh Gia Urban Sub-project is very important for Nghi Son town in particular and Thanh Hoa province in general, especially for the issue of improving infrastructure, strengthening connectivity between areas in Nghi Son Economic Zone, promoting socio-economic development.

The Standing Vice Chairman of the Provincial People's Committee sincerely thanked the WB for its attention, companionship and support for the project over the past years; at the same time, he affirmed that Thanh Hoa province pays special attention to directing the implementation of this project. With the current difficulties and the proposals of the working group, Thanh Hoa province will direct a comprehensive re-evaluation of the project; at the same time, have more drastic and specific instructions on the issue of site clearance as well as counterpart funds for project implementation.

The Standing Vice Chairman of the Provincial People's Committee also requested relevant departments, branches and Nghi Son town to focus more efforts, be flexible and proactive in solving difficulties; promote high spirit and responsibility and accompany investors to implement the project on schedule.
