National Assembly approves appointment of 4 ministers of newly established ministries

The National Assembly approved the appointment of four ministers: Minister of Science and Technology Nguyen Manh Hung, Minister of Construction Tran Hong Minh, Minister of Agriculture and Environment Do Duc Duy, and Minister of Ethnic Minorities and Religions Dao Ngoc Dung.


On February 18, 2025, the National Assembly carried out the process of perfecting the organization, apparatus and personnel of the Government for the 2021-2026 term. In particular, the National Assembly passed a Resolution approving the appointment of 4 ministers of 4 newly established ministries after the arrangement and merger.

The approval of the appointment of four ministers was carried out by National Assembly deputies by secret ballot.

After completing the prescribed steps, the National Assembly discussed and voted to approve the Resolution approving the Prime Minister's proposal to appoint 4 Ministers of 4 newly established ministries according to the organizational structure of the Government for the 2021-2026 term (amended).

Mr. Nguyen Manh Hung, member of the Party Central Committee - former Minister of Information and Communications, was approved to be appointed as Minister of Science and Technology after merging the Ministry of Information and Communications with the former Ministry of Science and Technology.

Mr. Tran Hong Minh, member of the Party Central Committee - former Minister of Transport, was approved to be appointed as Minister of Construction after the Ministry of Transport merged with the former Ministry of Construction.

Mr. Do Duc Duy, member of the Party Central Committee - Minister of Natural Resources and Environment was approved to be appointed as Minister of Agriculture and Environment after merging the Ministry of Agriculture and Rural Development with the old Ministry of Natural Resources and Environment.

Mr. Dao Ngoc Dung, member of the Party Central Committee - former Minister of Labor, Invalids and Social Affairs, was approved to be appointed as Minister of Ethnic Minorities and Religions. This Ministry was newly established on the basis of the Ethnic Minorities Committee receiving the functions, tasks, and organizational structure of the state management of religion from the Ministry of Home Affairs and supplementing and perfecting the functions and tasks of state management of ethnic minorities.

With the two newly established ministries keeping the same name, the personnel in charge will be assumed by the current ministers.

Specifically, Ms. Pham Thi Thanh Tra, member of the Party Central Committee - former Minister of Home Affairs, continues to be the new Minister of Home Affairs after merging the Ministry of Labor, Invalids and Social Affairs with the old Ministry of Home Affairs.

Mr. Nguyen Van Thang, member of the Party Central Committee - former Minister of Finance, continues to be the new Minister of Finance after merging the Ministry of Planning and Investment and the old Ministry of Finance.

Also on the same day, the National Assembly approved the appointment of two new Deputy Prime Ministers: Party Central Committee member Mai Van Chinh and Party Central Committee member - Minister of Planning and Investment Nguyen Chi Dung.

Thus, after the reorganization, the Government has 25 members. The Government leaders include Prime Minister Pham Minh Chinh and 7 Deputy Prime Ministers: Nguyen Hoa Binh (Permanent), Tran Hong Ha, Le Thanh Long, Ho Duc Phoc, Bui Thanh Son (also Minister of Foreign Affairs), Mai Van Chinh and Nguyen Chi Dung.

The remaining 17 members, in addition to the 6 ministers mentioned above and the Minister of Foreign Affairs concurrently held by Deputy Prime Minister Bui Thanh Son, also have 10 ministers and heads of sectors keeping their positions, including: Minister of National Defense Phan Van Giang; Minister of Public Security Luong Tam Quang; Minister of Justice Nguyen Hai Ninh; Minister of Industry and Trade Nguyen Hong Dien; Minister of Culture, Sports and Tourism Nguyen Van Hung; Minister of Education and Training Nguyen Kim Son; Minister of Health Dao Hong Lan; Minister - Head of the Government Office Tran Van Son, Government Inspector General Doan Hong Phong; Governor of the State Bank Nguyen Thi Hong.

Of the 5 ministers in the ministries and branches that were merged and rearranged, 3 were assigned and transferred by the Politburo to other positions, including: Minister of Construction Nguyen Thanh Nghi as Standing Deputy Secretary of the Ho Chi Minh City Party Committee; Minister of Science and Technology Huynh Thanh Dat as Deputy Head of the Central Propaganda and Mass Mobilization Commission; Minister - Chairman of the Ethnic Committee Hau A Lenh as Secretary of the Ha Giang Provincial Party Committee.

The remaining two ministers holding other positions include: Minister of Agriculture and Rural Development Le Minh Hoan was recently elected by the National Assembly as Vice Chairman of the National Assembly, and Minister of Planning and Investment Nguyen Chi Dung was approved by the National Assembly to be appointed as Deputy Prime Minister.
