As a locality with a long history of development, rich in cultural traditions, with over 200 years of formation and development (1802-2024), Quang Yen has many unique features and strengths in culture and people as the foundation to become an endogenous strength, resource and driving force for rapid and sustainable development.

Amendment and supplement of village covenants and conventions

Yen Hai Ward has many customs and practices that have been passed down through many generations. Over time, these customs are no longer suitable for modern life. Therefore, the local government has paid special attention to implementing and bringing the village covenants and regulations into people's lives. Up to now, Yen Hai Ward has revised the village covenants and regulations 3 times, most recently in early 2024.

According to Chairman of Yen Hai Ward People's Committee Nguyen Quang Luong, the locality has organized to collect people's opinions; conduct appraisal, prepare dossiers to recognize new village covenants and conventions. Last July, the ward completed the revision and supplementation of village covenants and conventions in the area based on 6 core values, 8 cultural values. Including many new features on behavioral culture, digital transformation... Up to now, 98% of people in the area have switched to using 4G phone SIMs; 100% of households have installed level 2 electronic identification; about 60% of people make cashless payments. Monuments in the area have been created QR codes to serve people and tourists.

“The application of village rules and regulations has changed many old customs in families, especially the elderly no longer holding feudal thoughts. Funeral and wedding activities are organized in a civilized and economical manner; environmental sanitation work is carried out periodically every week. Thereby, contributing to building a cultural life in the residential area” - Party Cell Secretary, Head of Ward 5 (Yen Hai Ward) Vu Thanh Son shared.

In early 2024, Quang Yen town will revise and supplement the village covenant and convention, focusing on 6 core values: "Beautiful nature - Unique culture - Civilized society - Transparent administration - Developed economy - Happy people" and 8 qualities and values ​​of Quang Ninh people: "Courage, self-reliance, discipline, solidarity, loyalty, generosity, creativity, civilization". Put the criteria for building Quang Yen culture and people; building a healthy cultural environment, villages and neighborhoods free of drug abuse; criteria for digital society and digital citizens into the village covenant to launch an emulation movement in each household and community to implement annually.

Up to now, 19/19 People's Committees of communes and wards of Quang Yen town have issued plans to guide villages and residential areas in implementation; 179/179 villages and residential areas have completed amending and supplementing village covenants and regulations, including the implementation of Resolution No. 17-NQ/TU and Resolution No. 09-NQ/TU of the Provincial Party Committee.

Bringing Party resolutions into life

Implementing Resolution No. 17-NQ/TU of the Provincial Party Committee on building and promoting cultural values ​​and human strength of Quang Ninh to become an endogenous resource and driving force for rapid and sustainable development, Quang Yen Town has directed 100% of agencies, units, communes and wards in the area to build and implement standards on ethics and lifestyle of cadres, civil servants, public employees and workers. 100% of educational institutions implement cultural criteria in schools. 90% of enterprises, cooperatives and individual business households build and implement standards of ethics, corporate culture and business culture.

Currently, 100% of high school students at all levels have been and are accessing art education and cultural heritage education according to the 2018 General Education Program. 100% of schools organize to take students to visit the Bach Dang National Special Relic Site, Bach Dang Museum; some schools have organized for students to visit the Museum and the Provincial Library. The town has also guided and supported the Hat Dum Club to deploy teaching Hat Dum to students in schools during extracurricular lessons, especially schools in the Ha Nam area.

The whole town has more than 200 historical and cultural relics, of which 34 have been ranked at the national level, 15 have been ranked at the provincial level, and the Bach Dang Victory Historical Relic Site includes 11 relic sites.   ranked as a special national monument. In order to maximize the value of the monuments, the town has been coordinating to digitize the monuments and cultural heritages in the area; deploying the compilation of scientific dossiers to rank the Coc communal house (Phong Coc ward) as a special national monument; adjusting the detailed planning 1/500 of the project to preserve and promote the value of the Bach Dang Victory monument and reporting to the Provincial People's Committee for consideration and comments. At the same time, mobilizing many social resources to well organize festivals in the area, such as: Cau Ngu Festival, Bach Dang Festival, Xuong Dong Festival and village festivals in 2024 with a total socialized budget of over 12 billion VND.

Along with that, the town is interested in investing in the system of cultural institutions to serve the needs of the people. Specifically, it has established an investment policy to upgrade the town's cultural house with a budget of 15 billion VND; established a project to renovate and embellish the Cultural and Sports Center across the Chanh River with a budget of 87.9 billion VND. Since the beginning of the year, the town has built 18 new cultural houses, repaired 92 cultural houses in villages and neighborhoods; built 9 new toilets in public areas...

Mr. Ngo Dinh Dung, Head of the Town's Department of Culture and Information, said: Thanks to the implementation of Resolution No. 17-NQ/TU, plans, projects and schemes in the cultural sector have been reviewed and implemented to ensure consistency and unity. Cultural institutions and historical and cultural relics have gradually been completed, meeting the needs of beliefs, religions, entertainment and recreation, and associated with tourism development. Cultural, artistic, physical education and sports activities have been invested in and developed; the traditional cultural beauty of the locality has been preserved. The intellectual level and spiritual and cultural life of the people have increasingly developed, the need for entertainment, recreation and enjoyment of cultural values ​​of the people has directed their lives towards the values ​​of truth - goodness - beauty.
