Over the past years, the friendly and cooperative relationship between Vietnam and China in general, and between Quang Ninh and Guangxi in particular, has been built and maintained sustainably and comprehensively. In particular, the cooperative relationship between Quang Ninh and the Guangxi Zhuang Autonomous Region in the field of education and training is increasingly becoming more substantial, achieving many positive results.
Identifying that "cadres are the root of all work", in recent times, Quang Ninh province has always attached importance to training, fostering and improving the quality of cadres. In particular, coordinating with the Guangxi Zhuang Autonomous Region Party Committee on cadre training is one of the contents that the province is interested in implementing. From 2017 to present, implementing the "Agreement on cooperation in cadre training between the Quang Ninh, Lang Son, Cao Bang, Ha Giang Provincial Party Committees, the Communist Party of Vietnam and the Guangxi Zhuang Autonomous Region Party Committee, the Communist Party of China", Quang Ninh has organized many sessions for civil servants and public employees to participate in short-term training courses at the Academy of Cadres of Baise City (Guangxi Province) on many different topics, such as: Party building; training of leaders and managers, female leaders; topics on youth; building modern professions...
The training sessions have contributed to improving the professional capacity and work handling skills of the province's civil servants. In addition, they have helped cadres learn and grasp more about the economic, cultural and social development situation, policies and strategies of China in general and Guangxi province in particular, thereby advising the Provincial Party Committee and Provincial People's Committee on many appropriate policies and orientations in promoting cooperation between Quang Ninh and localities of China.
Recently, from November 4 to 13, 2024, a delegation of 8 officials and civil servants of Quang Ninh was sent to attend a training course on Party building at the Baisac City Cadre Academy. Attending the course, the officials and civil servants of the province were taught many practical topics by lecturers who are experienced professors and prestigious experts on Party building in China, such as: Consolidating achievements in hunger eradication, poverty reduction and promoting comprehensive rural development in the modernization journey; expanding foreign relations, building a community with a shared future; the leadership system and working mechanism of the Communist Party of China; experiences and methods to strengthen Party organization building; continuing comprehensive and in-depth reforms, opening up broad prospects for modernization...
The delegation was able to conduct field surveys in 4 cities: Baise, Guilin, Liuzhou, Nanning; visit the old house of President Ho Chi Minh in Liuzhou, the memorial house of Vietnamese schools in Guilin, and Nam Khe Son Hospital; survey the Party building work at the grassroots level and the situation of rural revitalization in Guilin, as well as visit and learn about some industrial parks, economic groups, and cultural and historical works of Guangxi province...
As the Head of the delegation of Quang Ninh cadres participating in the training course, Comrade Luong Van Luan, Chairman of the Inspection Committee of Ha Long City Party Committee, assessed: During the course of organizing the course, the Guangxi side arranged for cadres to receive the students respectfully, assigned a team of cadres in charge, closely monitored all activities of the class, ensuring thoughtfulness and quality of the conditions for studying. The teaching staff are all professors and experts with experience in teaching, exchanging and discussing with students, contributing to improving the quality of lectures and the students' ability to absorb knowledge. The time for theoretical study and the time for practical work are also suitable and balanced, helping to link theory with practice. From there, the learning results have gained a lot of useful knowledge to apply in professional practice. The recent training and fostering course for cadres at the Academy of Cadres of Bach Sac City was not only a great opportunity for the staff of Quang Ninh to study, improve their professional qualifications, and gain a deeper understanding of Party building work in China, thereby applying positive points that are suitable to the actual conditions and circumstances of Vietnam and the province, but also a concrete activity to realize the coordination program between Quang Ninh province and Guangxi province, further enhancing the close friendship and good cooperative relationship between the two localities and the two countries of Vietnam and China.
In addition to coordinating staff training, coordinating the development of knowledge and vocational education skills is also a content that Quang Ninh and Guangxi are interested in and focus on implementing, especially in industries that are prioritized by both sides, such as information technology, tourism, e-commerce, renewable energy, logistics, semiconductor technology, etc.
As one of the students from the province who were sent to attend the training course "Improving teaching capacity in E-commerce" at Guangxi Vocational Technical Academy from August 28 to September 11, 2024, Master Tran Thi Tham Hong, lecturer of Biology - Biotechnology, Center for Admissions and Continuing Education (Northeast College of Agriculture and Forestry) shared: Being able to attend the training course to improve professional capacity in Guangxi is of great significance to me and my colleagues. The training course is an opportunity for us to consolidate and improve our professional knowledge, innovate and improve teaching methods, in order to meet the needs of training human resources for the labor markets of the two countries. At the same time, the process of participating in the training course also helps the staff and teachers of Quang Ninh learn many valuable practical experiences, which can be well applied in teaching at schools, contributing to improving the quality of vocational education, building quality human resources for the province.
With the clear view that "education and training is the top national policy", the coordination between Quang Ninh and Guangxi in this key area is also clearly demonstrated through scholarship activities and student exchange cooperation between the two localities to coordinate the training of high-quality human resources, suitable for the socio-economic development requirements of both sides in the new era. Implemented since 2014, up to now, 176 students from Quang Ninh have participated in the ASEAN Scholarship Program of Guangxi Zhuang Autonomous Region, including 157 university quotas and 19 postgraduate quotas. By the end of 2024, 61 students will have graduated, 52 students are studying at universities/institutes in Guangxi, and 14 students are studying at postgraduate level. Most students studying abroad under the Guangxi Provincial Scholarship Program have good jobs and high incomes after graduation.
Nguyen Ngoc Tra My is one of the students who received a scholarship under the educational cooperation program between Quang Ninh province and Guangxi province, currently studying in the second year of Chinese language at Guangxi University. Tra My shared: Since I was a junior high school student, I have had a passion for Chinese and a desire to learn and explore Chinese culture. Nurturing that passion, I passed the entrance exam to the Chinese language class at Ha Long High School for the Gifted. During my studies, my homeroom teacher guided me on the path to study abroad and introduced me to the scholarship of Guangxi University.
Selected for a scholarship, through a process of studying and training at Guangxi University, I feel extremely fortunate to be guided by teachers with extensive teaching experience and always interested in helping students in their studies, as well as cultural exchanges. The school not only builds a diverse learning program, provides full learning materials for students to improve their knowledge, but also regularly organizes exchanges and extracurricular activities, helps improve language skills, creates good conditions for students to develop comprehensively in both knowledge and skills...
After graduation, I plan to work in fields such as translation, interpretation, teaching Chinese, or at companies cooperating with China. In particular, I hope to contribute to promoting cultural exchange between Quang Ninh and Guangxi, helping the two localities and two countries understand and cooperate more closely in the fields of culture, economy, and society.
Sharing more about the effectiveness and future direction of educational and training cooperation between Quang Ninh and Guangxi, Deputy Director of the Department of Education and Training Chau Hoai Thu said: The ASEAN scholarship program of the Guangxi Zhuang Autonomous Region for Vietnamese students, including Quang Ninh province, has contributed to fostering the good cooperative and friendly relationship between the two provinces and two countries over the past time. The results of the implementation of the scholarship program in Guangxi are gradually contributing to improving the quality of human resources in Quang Ninh.
In order for the coordination in this key area to continue to be more extensive and effective, in the coming time, the Department of Education and Training will continue to advise the province on professional issues; at the same time, maintain close relationships with universities/academies of Guangxi in managing students and the quality of study and training of Vietnamese students studying; promote cooperation to have more scholarship quotas in the industries and fields where Quang Ninh is "thirsty" for high-quality human resources according to the development requirements of the province in the new era.
It can be affirmed that the cooperation between Quang Ninh and Guangxi in the field of education and training is increasingly deep, strong, and achieving many practical results, especially after the visit and work of the working delegation of the Secretary of the Quang Ninh Provincial Party Committee in Guangxi in February 2024 and after the conference on educational work exchange, signing a memorandum of understanding on cooperation in the field of education and training between representatives of the Department of Education and Training and the Department of Labor, Invalids and Social Affairs of Quang Ninh province and the Guangxi Zhuang Autonomous Region in November 2024.
In the 2025 Spring Meeting Program between the Secretaries of the provinces/regions and the 16th Joint Working Committee Conference between the provinces of Quang Ninh, Lang Son, Cao Bang, Ha Giang (Vietnam) and the Guangxi Zhuang Autonomous Region (China) scheduled to take place from February 19 to 22 in Ha Long City, this important cooperation content will certainly be summarized, discussed, and solutions will be found to continue to be implemented more effectively in the future. Thereby, combining with extensive cooperation in key areas such as friendly exchanges, border management, trade, tourism... to further solidify and beautify the comprehensive strategic cooperative partnership, promoting the building of a community of shared future between Quang Ninh and Guangxi and between Vietnam and China.
