Quang Ninh: Meeting with businesses and people to find solutions to stabilize socio-economic activities

To promptly stabilize production and business activities after storm No. 3, localities in Quang Ninh province are seeking solutions to bring socio-economic activities back to normal.

The recent storm No. 3 caused serious damage to people and property, greatly affecting all aspects of people's social life in general and production and business activities of enterprises in Quang Ninh province.

In Ha Long City alone, according to statistics, the damage in the industrial sector is about 638 billion VND; in electricity and telecommunications projects about 125 billion VND; in tourism and service sector about 420 billion VND...

On September 12, Ha Long City Party Committee held a meeting and worked with representatives of businesses in the city about the extent of damage and solutions to overcome the consequences after storm No. 3. In order to promptly stabilize production and business activities and accompany and share with businesses, Ha Long City has proposed solutions to remove difficulties for businesses operating in the area.

Specifically, regarding tax policies, the Ha Long City Tax Department is currently reviewing tax policies to help taxpayers overcome difficulties, stabilize and develop production and business. At the same time, promptly handle late payment fees; tax payment extension; tax exemption, tax reduction; deductible expenses when calculating corporate income tax; input VAT deduction related to damage caused by natural disasters. Currently, the Provincial Tax Department is directly guiding taxpayers affected by storm No. 3 to complete the procedures to enjoy tax policies.

In the banking sector, Ha Long City has requested the State Bank of Quang Ninh province to handle or advise the State Bank of Vietnam to take timely measures to remove bank loans for businesses and organizations damaged by storm No. 3. At the same time, review and assess the damage of businesses and people to coordinate with localities to confirm customer damage in case of debt settlement, debt cancellation; debt repayment restructuring; consideration of loan interest exemption and reduction; continue to provide new loans to restore production and business after the storm according to current regulations.

For agricultural production recovery, exemption and reduction of PCTT&TKCN fund for enterprises operating in the production and business sector in general and the agricultural sector in particular according to Decision No. 1904/QD-UBND dated June 10, 2020 and Decision No. 1905/QD-UBND dated June 10, 2020 of the People's Committee of Quang Ninh province. In addition, support for agricultural production enterprises according to the decrees and regulations of the Central and local governments.

Previously, on September 9, 2024, the People's Committee of Ha Long City issued Document No. 7180/UBND-TCKH reporting and requesting the Provincial People's Committee to direct the Department of Agriculture and Rural Development of Quang Ninh province to advise the Provincial People's Committee to support damage to crops and livestock of enterprises and production organizations; advise on adjusting the increase in support levels for crops and livestock; supplement support for houses and architecture serving agricultural production.

At the conference, Mr. Vu Quyet Tien, Secretary of Ha Long City Party Committee, highly appreciated the contributions of enterprises to the development of the city in particular and Quang Ninh province in general.

After listening to the opinions and support plans of the business representatives, the Secretary of the Ha Long City Party Committee requested that the departments and offices fully accept the recommendations of the businesses to report to the Province. The city will also immediately increase the forces to support SunGroup, Bim, VinGroup, etc. in cleaning up the environment; creating maximum conditions for businesses to prepare conditions to welcome tourists as soon as possible.

In Van Don district, storm No. 3 also caused heavy damage to aquaculture facilities and households in the district. According to statistics up to this point, the total output of aquatic products in the district at harvest time has been damaged by about 32,112 tons, including: 25,638 tons of oysters, 636 tons of fish, and 5,840 tons of other seafood. In addition, it also caused damage to 2,000 hectares of oysters and 3,500 newly stocked fish cages. The total estimated damage to oysters is 1,353 billion VND; fish 533 billion VND; other seafood 395 billion VND.

On the evening of September 12, the People's Committee of Van Don district also met, encouraged, and listened to opinions and recommendations of aquaculture facilities and households affected by storm No. 3.

Here, aquaculture facilities and households in Van Don district proposed to the leaders of Van Don district People's Committee to recommend to competent authorities to issue appropriate mechanisms and policies to support people, so that people have more motivation to reproduce as soon as possible. Banks also rescheduled debts and created conditions for people to borrow new capital for reproduction at the lowest interest rates; postponed, extended, and reduced tax collection for the sea surface rental area of ​​cooperatives.

Currently, in some coastal areas, there is a situation of "looting", where people collect property that is not theirs at sea, leading to a loss of security and order. Therefore, households have petitioned the police to promptly implement preventive measures.

Sympathizing, understanding, and sharing the difficulties of aquaculture households; from the recommendations of the people, the leaders of Van Don district have seriously accepted and considered these to be sincere, accurate, and appropriate opinions in the current context. The district is committed to always accompanying aquaculture facilities and people to overcome immediate difficulties; creating the most favorable conditions to help people access preferential loans from banks.

Also today (September 13), tourist attractions in Ha Long Bay resumed normal operations, ready to welcome and serve tourists.

According to information from the Ha Long Bay Management Board, in recent days, the Bay Management Board has proactively coordinated with departments, branches, sectors and localities to urgently concentrate forces to overcome the damage caused by the storm. Up to now, a number of tourist attractions have met the conditions to welcome and serve tourists. Currently, the eligible tourist attractions are route 1 (Thien Cung - Dau Go tourist attraction); route 2 (Sung Sot, Luon Cave, Ti Top tourist attraction); route 5 (except Ba Hang). Overnight accommodation locations such as: Hon 587 - Nha Lat - Luon Cave; Hon Cat Lan high-speed boat transfer point are qualified to welcome visitors.

Previously, the Bac Luan I and Bac Luan II border gates in Mong Cai city resumed operations as soon as the storm dissipated, from September 8.
