Hai Phong needs a "boost" to break through.

Many indicators continued to show significant growth.

On the morning of October 8th, Deputy Prime Minister Nguyen Hoa Binh led a government delegation to inspect and work in Hai Phong .

The working group inspected and worked on the situation regarding the remediation of the consequences of storms and floods; the disbursement of public investment capital, infrastructure construction, social housing, the emulation movement to eliminate temporary and dilapidated houses, import and export, and the three national target programs in Hai Phong City.

Typhoon No. 3 caused severe damage to Hai Phong, with estimated total losses exceeding 13,000 billion VND. Currently, Hai Phong plans to allocate over 1,200 billion VND from its budget reserve, cuts in recurrent and public investment expenditures, and financial reserves to mitigate the damage caused by Typhoon No. 3.

To date, the city's socio -economic infrastructure has been largely restored, and production and business activities have resumed. Several key economic indicators continue to show significant growth compared to the same period in 2023: GRDP in the first nine months of 2024 reached 9.77%, ranking 8th nationwide, 1.43 times the national average growth rate; Foreign direct investment attracted over US$1.78 billion; Total state budget revenue reached over VND 87,800 billion...

Regarding the disbursement of public investment capital, as of September 30th, the city had disbursed nearly 8,900 billion VND, equivalent to 52% of the plan assigned by the Prime Minister, ranking 27th nationwide; 5th in the Red River Delta region and first among the 5 centrally-governed cities.

Currently, the city is continuing to accelerate the implementation of 13 key transportation projects connecting provinces and regions.

Focus on coordinating and striving to commence major, key projects to expand urban space towards the area north of the Cấm River and industrial parks on the outskirts of the city. Currently, the city has 14 established industrial parks covering an area of ​​6,101.9 hectares; the occupancy rate of these industrial parks is 65%, and the investment rate is approximately 12 million USD/hectare.

In the coming period, the city is continuing to focus on developing 20 new industrial parks with a total area of ​​over 7,000 hectares and submitting a proposal to establish the Southern Hai Phong Economic Zone, striving to complete approval in 2025.

Chairman of the Hai Phong City People's Committee, Nguyen Van Tung, reported at the meeting.

Regarding the construction of social housing, currently there are 9 projects under construction in the city with a total scale of approximately 15,000 units. By 2025, the total number of units is expected to reach at least 20,800. By 2025, the city will have essentially exceeded the target of 15,400 social housing units set by the Government for Hai Phong in the 2021-2025 period.

Proposal outlines 7 key areas.

To achieve the set plans and objectives, the city proposes seven key areas of focus to the Government.

Specifically, it is requested that the Ministry of Planning and Investment appraise and promptly report to the Prime Minister for approval of the investment policies for the following projects: the establishment of the Southern Hai Phong Coastal Economic Zone; the construction of berths No. 9, 10, 11, and 12 at the Lach Huyen International Gateway Port; and five investment projects for the construction of industrial parks: Trang Due 3, Nam Trang Cat, Giang Bien 2, Vinh Quang, and Japan-Hai Phong (Nomura).

We propose that the Ministry of Industry and Trade promptly study the establishment of a Center for Supporting the Development of Supporting Industries in the Red River Delta region, located in Hai Phong City.

We propose that the Government promptly report to the Standing Committee of the National Assembly and the National Assembly for approval of pilot projects and resolutions on some specific mechanisms and policies for the development of Hai Phong City, the establishment of a free trade zone in Hai Phong, the organization of urban government, the rearrangement of district and commune-level administrative units, the establishment of a city directly under the city in Thuy Nguyen district, and the conversion of An Duong district into a district.

We request that the Prime Minister and the Standing Deputy Prime Minister promptly approve the extension of the International Conference, Trade and Tourism Center project (Do Son Casino project) to facilitate business operations.

Regarding the Nam Do Son port in Hai Phong City, investment will be made in a road behind the port. We request that the Ministry of Transport expedite the implementation of the dredging project for the Van Uc river mouth.

Regarding the Ninh Binh - Hai Phong expressway project, specifically the section passing through Hai Phong City and the 9km section through Thai Binh Province, Hai Phong has requested the Government to allocate central government funds to Thai Binh Province for investment in the 9km section within Thai Binh Province.

We propose that the Ministry of Agriculture and Rural Development promptly submit to the Government a draft decree to replace the existing one on mechanisms and policies to support agricultural production in order to restore production in areas damaged by natural disasters and epidemics, and to increase the level of support.

Hai Phong actively implements national target programs.

Speaking at the meeting, the Deputy Prime Minister highly appreciated Hai Phong's efforts in preventing and mitigating the damage caused by Typhoon No. 3, as well as Hai Phong's achievements in implementing national target programs, especially the new rural development and social housing development.

Regarding Hai Phong's proposals and recommendations, the Deputy Prime Minister expressed support and requested relevant ministries and agencies to create a legal framework to facilitate their implementation, making them a "boost" that will help the city achieve breakthroughs in the next term.

"The government has also submitted the plan for the urban governance of Hai Phong City to the National Assembly," the Deputy Prime Minister said.

During his working visit to Hai Phong City, Deputy Prime Minister Nguyen Hoa Binh suggested that the local authorities should conduct further research to ensure the project becomes a full-route expressway, which would maximize its effectiveness.

The Deputy Prime Minister noted that, regarding Hai Phong's proposal for a coastal road, further research is needed to ensure the project becomes a full-length expressway in order to maximize its effectiveness.

"Besides the achievements, Hai Phong needs to accelerate its efforts to achieve the double-digit growth target, disburse public investment capital, and overcome difficulties in budget revenue collection to meet the set plan," the Deputy Prime Minister requested.
