On the morning of October 8, Permanent Deputy Prime Minister Nguyen Hoa Binh led a Government delegation to inspect and work in Hai Phong.
The working delegation inspected and worked on the situation of overcoming the consequences of storms and floods; disbursement of public investment capital, infrastructure construction, social housing, emulation movement to eliminate temporary and dilapidated houses, import and export, and 3 national target programs in Hai Phong city.

Storm No. 3 caused severe damage to Hai Phong, with total estimated damage of over VND13,000 billion. Hai Phong currently plans to spend over VND1,200 billion from budget reserves, cut regular expenditures and public investment expenditures, and financial reserve funds to overcome the damage caused by Storm No. 3.
Up to now, the city's socio-economic infrastructure has basically been restored, and production and business activities have continued. Some key economic indicators continue to have good growth compared to the same period in 2023: GRDP in the first 9 months of 2024 reached 9.77%, ranking 8th in the country, 1.43 times higher than the average growth rate of the whole country; Attracting foreign investment capital reached over 1.78 billion USD; Total state budget revenue reached over 87,800 billion VND...
Regarding public investment disbursement, as of September 30, the city had disbursed nearly VND8,900 billion, equal to 52% of the plan assigned by the Prime Minister, ranking 27th nationwide; 5th in the Red River Delta region and leading the 5 centrally-run cities.
Currently, the city continues to speed up the implementation of 13 key inter-provincial and inter-regional transport projects.
Focus on coordination and strive to start large, key projects to expand urban space to the area north of Cam River and industrial parks (IPs) on the outskirts of the city. In the city, there are currently 14 established IPs with an area of 6,101.9 hectares; the occupancy rate of IPs is 65%, the investment rate is about 12 million USD/ha.
In the coming time, the city is continuing to focus on developing 20 new industrial parks with a total area of over 7,000 hectares and submitting a project to establish the Southern Hai Phong Economic Zone, striving to complete approval in 2025.

Regarding the construction of social housing, currently in the city there are 09 projects that have started construction with a total scale of about 15,000 units. By 2025, the total number of units is expected to be at least about 20,800 units. By 2025, the city will basically exceed the target of 15,400 social housing units in the 2021-2025 period set by the Government for Hai Phong.
Propose 7 key contents
To complete the set plans and goals, the city proposes to the Government 7 key contents.
Specifically, the Ministry of Planning and Investment is requested to appraise and promptly report to the Prime Minister for approval of investment policies for the following projects: Project to establish the Southern Hai Phong Coastal Economic Zone; Project to build Wharfs No. 9, 10, 11, 12 of Lach Huyen International Gateway Port; 5 investment projects to build Trang Due 3, Nam Trang Cat, Giang Bien 2, Vinh Quang Industrial Parks; Japan - Hai Phong (Nomura).
Propose that the Ministry of Industry and Trade soon study and build a Center to support the development of supporting industries in the Red River Delta located in Hai Phong City.
Propose that the Government promptly report to the National Assembly Standing Committee and the National Assembly to approve projects and resolutions to pilot a number of specific mechanisms and policies for the development of Hai Phong City, establish a free trade zone in Hai Phong, organize urban government, arrange administrative units at district and commune levels, establish a city under the city in Thuy Nguyen district and convert An Duong district into a district.
Propose that the Prime Minister and the Permanent Deputy Prime Minister soon approve the extension of the International Convention, Trade and Tourism Center project (Do Son Casino project) to facilitate businesses.
For Nam Do Son port, Hai Phong city will invest in the road behind the port. It is recommended that the Ministry of Transport soon implement the project of dredging the channel into the Van Uc river mouth.
Regarding the Ninh Binh - Hai Phong expressway project, the section through Hai Phong city and the 9km section through Thai Binh province, Hai Phong proposed that the Government allocate the central budget to Thai Binh province to invest in the 9km section in Thai Binh province.
Propose that the Ministry of Agriculture and Rural Development promptly submit to the Government a replacement decree on mechanisms and policies to support agricultural production to restore production in areas damaged by natural disasters and epidemics to increase the level of support.
Hai Phong actively implements national target programs
Speaking at the meeting, the Deputy Prime Minister highly appreciated Hai Phong in the work of preventing and overcoming the damage caused by storm No. 3 as well as the results of Hai Phong in implementing national target programs, especially new rural areas and social housing development.
Regarding Hai Phong's recommendations and proposals, the Deputy Prime Minister supported and requested ministries and branches to create favorable conditions for the city to implement them, becoming a "push" to help the city make a breakthrough in the next term.
"The Government has also submitted the project on urban government of Hai Phong City to the National Assembly," said the Deputy Prime Minister.
During a working trip to Hai Phong City, Deputy Prime Minister Nguyen Hoa Binh suggested that the locality needs to conduct further research so that the project can become a full-line expressway to maximize its effectiveness.
