Although the contractor has been allowed to exploit the soil mine to serve the North-South expressway project, the Quang Ngai - Hoai Nhon section, up to now, the contractor has not exploited it. Quang Ngai leaders have directed departments, branches, sectors, and localities to coordinate to resolve the issue.

Nui Truong Oi Mine is a mine planned by Quang Ngai province on an area of ​​nearly 22.81 hectares, with a reserve of nearly 1 million m3 and is the main mine for the construction of the first section of the North-South expressway construction project in the East, phase 2021-2025, Quang Ngai - Hoai Nhon section.

However, the compensation agreement between households with land and assets on land within the Truong Oi mine area and the construction contractor is facing some difficulties related to the inventory of trees and crops on the land and has not yet reached an agreement.

Specifically, Quang Ngai province has granted an exploration license and approved reserves for this mine to Dacinco Construction Investment Company Limited (the contractor for the construction of the Km0+00 -Km3+450 section of Package XL1 of the project). This mine will be exploited until the end of December 2025.

After that, the company completed the mine clearance work in the entire area of ​​the mine and the supervision consultant approved the input materials. However, up to now, the contractor has not been able to proceed with the exploitation because it has not completed the agreement with the people on the compensation price for crops on the land.

The contractor representative said that although the estimate only allowed compensation of more than 400 million/ha, the unit was extremely flexible and agreed to pay 500 million/ha to support the people, however, many households demanded up to 1.3 billion VND/ha. Meanwhile, after land exploitation, the lowered elevation will be returned to the people, not reclaimed. At the same time, the contractor only took the land according to the allowed elevation, within 2 years; after that, people continued to cultivate on the land normally, the area reduced not much.

The contractor added that currently only 7/22 hectares of land have been cleared, while the remaining 15 hectares of land users are resolutely refusing.

According to the report of the contractor consortium, the total demand for filling materials for the section from Km0+00 – Km5 is about 1.4 million m3. Currently, contractors have to use filling soil from some other mines in Nghia Hanh and Tu Nghia districts with transportation distances many times longer, increasing costs much higher than the estimate. However, the supply capacity of these mines is limited, unable to meet the demand for filling materials for the package, directly affecting the overall progress.

The representative of Project Management Board 2 - the investor said that, besides this location, there is no other mine location that can meet the requirements of planning, reserves and distance.

"The compensation value being pushed up will make the price of a cubic meter of finished soil much higher than that of neighboring commercial mines, there is no basis for implementation," the investor representative worried.

Meanwhile, the land user representative said that the people are willing to hand over the land for the contractor to establish the mine, however, the contractor must respect the legitimate interests and commitments to the people through meeting minutes.

“The company agreed with the people to count and compensate for crops on the land according to the current status before December 31, 2023. However, the company later did not fulfill the agreement,” said the land user representative.

In addition, according to the report of Nghia Ky Commune People's Committee, up to now, Dacinco contractor has not coordinated with Tu Nghia District Land Fund Development Center to conduct tree counting as committed and has not paid compensation to the people.

Speed ​​up compensation work

Regarding the above issue, Vice Chairman of Quang Ngai Provincial People's Committee Tran Phuoc Hien emphasized the significance and importance of the North-South Expressway project to the process of building and developing the country in general and Quang Ngai province in particular. Therefore, the responsibility of the relevant parties is to coordinate closely and consistently to support the project to be implemented smoothly, closely following the progress, in accordance with the direction of the Government and the Prime Minister.

The Vice Chairman of the Quang Ngai Provincial People's Committee assigned the Department of Natural Resources and Environment to provide guidance and maximum support so that the construction unit can quickly access the material mine and organize exploitation to serve the project. In addition, the local government continues to support the contractor in preparing compensation plans and in propagating and mobilizing to create consensus among the people. In addition, people with land also need to support and share with the national key project.

“Investors and contractors must actively speed up compensation work to clear the land, the province will support as much as possible for the common goal. The progress is fast or slow depending on the determination of the contractor,” Mr. Hien requested.
