Quang Ngai makes breakthrough in creating young cadres

Developing high-quality human resources, focusing on building a team of leaders with sufficient qualities, capacity, prestige, and equal to the task, is one of the three breakthrough tasks set forth in the Resolution of the 20th Quang Ngai Provincial Party Congress, term 2020-2025.

To specify this breakthrough task, in November 2021, the Provincial Party Committee Standing Committee issued Project 08-DA/TU on creating resources and developing female cadres, young cadres, and ethnic minority cadres holding positions under the management of the Provincial Party Committee Standing Committee until 2030, with a vision to 2035; followed by Project 12-DA/TU on building a team of leaders and managers for the province's political system in the next 5, 10, and 20 years.

Training environment for maturity

After 13 years of working at the Quang Ngai Provincial Political School, in March 2023, Deputy Head of the Faculty of State and Law, Master Pham Tan Phuoc was one of five young cadres transferred by the Quang Ngai Provincial Party Committee to hold the position of Party Secretary of Nghia Phu Commune, Quang Ngai City according to Project 12 of the Standing Committee of the Quang Ngai Provincial Party Committee.

Upon returning to the base, despite initial confusion and difficulties in the new working environment, comrade Pham Tan Phuoc quickly overcame them, integrated himself with the collective, always upheld responsibility for many difficult tasks, and built a high level of solidarity and unity within the Party Committee from awareness to action.

He shared that in his new position, he always determined to stay close to the grassroots, increase contact, dialogue, and listen to the opinions of party members and people in villages and party cells. Thereby, he not only solved many problems arising in life, strengthened the close relationship between the Party, the government and the people, but also helped young cadres to practice and become more mature. For example, after the dialogue, the urgent problem of not having clean water for daily life of more than 300 households in Co Luy Lang Ca village for many years was proposed by Nghia Phu commune to the authorities to quickly resolve, and the people here were very excited.

With the role and responsibility of the local leaders, along with high determination, solidarity and unity in direction and management, in 2023, the socio-economy of Nghia Phu commune will gradually develop steadily, with people's income reaching 55 million VND/person/year, an increase of more than 6 million VND compared to 2022. The economic structure will gradually shift from agriculture and fisheries to trade and services, ensuring compliance with the direction of Quang Ngai city in building Nghia Phu commune into a ward by 2025.

Mr. Tran Sy, a resident of Nghia Phu commune, expressed: "The dynamism, creativity, daring to think, daring to do, daring to break through, daring to take responsibility for the common good of Nghia Phu commune Party Secretary Pham Tan Phuoc has demonstrated the mettle of young cadres in leadership and direction at the grassroots level, promoting local breakthrough development."

Before being transferred to the position of Party Secretary of Hanh Thien Commune (Nghia Hanh District), Comrade Ngo Thi Kieu Diem was Deputy Chief of Office of the Farmers' Association of Quang Ngai Province. Regarding the new working environment, she determined that this is both an honor and a great responsibility and challenge, requiring efforts to cultivate, learn, and practice to gain more practical experience.

With the spirit of youthful dedication, after receiving the assignment, he immediately started to rectify and innovate the working style of the commune-level government, while spending a lot of time closely following the grassroots, understanding the aspirations of the people and the advantages of the locality; from there, he proposed and issued correct policies and decisions that were suitable to practical conditions, and received the people's support.

Promoting his professional capacity as a Master of Agronomy, he enthusiastically guides and shares techniques in production and animal husbandry with the people; proposes and orients the development of Hanh Thien countryside, with more than 95% of the population being farmers, gradually changing the agricultural production method towards commodities, coordinating with enterprises to form a model of rice seed production, moving towards building the Hanh Thien rice brand; a model of developing fruit trees and animal husbandry.

After just over a month of working at the base, he discussed with the Party Committee and agreed on the policy of establishing the Thien Phat civet farming cooperative with 37 members, aiming to create a supply chain for breeding animals and produce civet meat for the market. Taking advantage of the capital of one billion VND from the Provincial Farmers' Support Fund, the commune lent 14 households participating in the cooperative to build barns and buy breeding animals. This new direction has opened up opportunities to diversify livestock in the locality, helping farmers earn hundreds of millions of VND more each year.

"The time working at the grassroots level is not long, but it helps me gain more valuable practical experience in leading and directing all political tasks of the Commune Party Committee. In 2023, although I was assessed as having completed my tasks well, I think that there are still many difficulties and challenges ahead, requiring me to make more efforts in my work to meet the expectations of the Standing Committee of the Quang Ngai Provincial Party Committee and the people," said comrade Ngo Thi Kieu Diem.

Create a "fresh breeze" at the grassroots

According to comrade Lu Ngoc Binh, member of the Provincial Party Standing Committee, Head of the Organization Committee of the Quang Ngai Provincial Party Committee, in the past time, the Quang Ngai Provincial Party Committee has issued many resolutions, projects, and conclusions on Party building, cadre work, and cadre management. Particularly for young cadres, after many discussions and careful preparation, the Provincial Party Standing Committee issued Project 12 and a temporary process to send young cadres to work in provincial agencies with planned positions under the management of the Provincial Party Standing Committee at the commune level to prepare a team of leaders and managers for the next 5, 10, and 20 years.

Up to now, Quang Ngai Provincial Party Committee has sent 7 young cadres from the province to work as Party Committee Secretaries and Commune People's Committee Chairmen (phase 1 in March 2023, phase 2 in January 2024). These are young cadres under 40 years old, well-trained, with a good foundation, scientific thinking, good moral qualities, highly appreciated for their working capacity, enthusiasm, dedication to work, and ability to overcome difficulties and challenges to complete their tasks well.

"After nearly a year of work, the five young cadres transferred in the first batch of 2023 have gradually overcome challenges, made their mark, had new and creative ideas and ways of doing things, initially helping to move the grassroots government system, creating a new breeze for the locality, eliminating the conservative mindset of "living long to become a veteran" and overcoming the experience-based, old-fashioned working style of grassroots cadres", comrade Lu Ngoc Binh assessed.

Comrade Truong Quang Ha, Standing Deputy Secretary of the District Party Committee, Chairman of the People's Council of Nghia Hanh District, shared that in recent years, the work of creating sources and developing young and female cadres has always been of interest to the district, considering this a key task. The District Party Committee has issued Project 11, setting a target that in the coming years, young cadres under 40 years old will account for 15% or more, and female cadres will account for 17% or more in the district Party Committee. To effectively implement this project, in 2023, the district will transfer 5 young and female cadres who are experts in the district's departments and offices to become vice chairmen of the People's Committees of communes and towns. The appropriate work arrangement helps young cadres have the opportunity to assert themselves, while gradually eliminating gender stereotypes and barriers that hinder the development of young and female cadres.

According to Comrade Bui Thi Quynh Van, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairwoman of the People's Council of Quang Ngai province, after more than two years of implementing Project 08, the quality of female cadres, young cadres, and ethnic minority cadres in the province has been increasingly improved. The work of planning, training, fostering, transferring, and appointing female, young, and ethnic minority cadres has received attention and positive changes from Party committees at all levels, leaders of units and localities.

In order to achieve practical results in the work of creating a source of female, young, and ethnic minority cadres, comrade Bui Thi Quynh Van said that in the coming time, the provincial, district, and commune Party Committees will continue to thoroughly grasp, seriously, resolutely, synchronously, and continuously implement the tasks and solutions on building a team of leaders and managers set forth in Project 08 and Project 12.

In particular, focusing on creating a source of female cadres must have feasibility, a roadmap and specific results; forecasting long-term requirements to develop appropriate staff arrangement plans to improve the quality and quantity of female cadres in the leadership team, avoiding passivity, ensuring a steady and proactive transition between generations of female cadres.

Regarding the work of creating young cadres, it is necessary to consider this as an urgent, regular and long-term task of Party committees at all levels and the political system, proactively develop plans to create sources, train and have specific policies to attract young cadres. Timely detect talented young cadres in public service activities, with outstanding achievements through emulation movements at the grassroots level, with development trends to consider and select to include in the planning of positions under the management of the Provincial Party Committee Standing Committee in order to create a diverse and rich cadre source with inheritance and continuous development.

"Party committees at all levels must boldly arrange and use young cadres; build a healthy and open working environment so that they can train, strive and mature with their own qualities and talents, feel secure and have absolute trust in the organization; promote the rotation of young cadres to challenge, train, and serve as a premise for evaluating, selecting and building a team of young successor cadres that fully meets the requirements of qualities, capacity and experience," emphasized comrade Bui Thi Quynh Van.
