Good planning implementation

The Standing Committee of Son Duong District Party Committee always closely directs agencies, units, branches, and grassroots Party committees to proactively review and implement the work of planning cadres based on regulations and guidelines to ensure the quantity and coefficient of the 3 age structure, especially the planning of Party committees and Standing Committees of Party committees at each level. The implementation at Party committees at all levels closely follows the motto of "dynamic" and "open", especially for young cadres, one title is planned for many people, one person can be planned for several titles. The planning is not closed within the agency or unit but is considered and included in the planning of other localities, agencies, and units, in which the top priority in the planning is young cadres. The Standing Committee of the District Party Committee also directs Party committees at all levels to periodically review, supplement, and adjust; promptly remove from the planning those who no longer meet the standards and conditions, and add to the planning young cadres with development prospects.

After implementing the planning, the Standing Committee of Son Duong District Party Committee approved the results of reviewing and supplementing the current term planning, building plans for the next term of agencies and units; linking the planning with rotation, training, fostering and arranging and using cadres to ensure regulations. Every year, the District Party Committee reviews and registers the need for training, fostering and updating knowledge associated with the title and job position of each cadre, civil servant and public employee, and sends cadres, civil servants and public employees for training and fostering to ensure compliance with regulations.

Comrade Hua Thi Ha, Vice Chairman of the People's Council of Son Duong district, supervised the settlement of administrative procedures in Phuc Ung commune.

Comrade Hua Thi Ha, born in 1983, is a teacher. Through the planning steps, Comrade Ha was elected Vice President of the Women's Union of Son Duong district, a delegate to the 14th National Assembly. Currently, Comrade Ha is a delegate to the Provincial People's Council, a member of the Standing Committee of the District Party Committee, and Vice President of the People's Council of Son Duong district. During her work, Comrade Ha has always been highly appreciated by the leaders of the Provincial People's Council and the Standing Committee of the Son Duong District Party Committee for promoting the youth's strength, demonstrating good capacity as well as enthusiasm for work, and completing assigned tasks well.

From 2020 to 2023, the Standing Committee of Son Duong District Party Committee has planned 4,980 cadres for 15 district-level positions and 15,722 commune- and town-level positions for 11 positions. Accordingly, the proportion of young cadres planned has increased in each period. Currently, the proportion of cadres aged 40 and under accounts for 47.3%, of which the proportion of young cadres participating in the District Party Committee accounts for 21.6%. At the commune level, the proportion of young cadres under 40 years old accounts for 37%, of which the proportion of young cadres participating in the Party Committee accounts for 44%.

Comrade Do Xuan Phuc, Head of the Organizing Committee of Son Duong District Party Committee, said that implementing Project No. 15-DA/TU of the Provincial Party Committee Standing Committee on building a team of young cadres and cadres of ethnic minorities in Tuyen Quang province for the period 2023 - 2030, the Standing Committee of Son Duong District Party Committee has developed a plan for early and synchronous implementation throughout the Party Committee. According to the plan, the proportion of young cadres at the district level is over 15%, the proportion of commune level Party Committee members is over 30%. Thus, currently, the number of young cadres at all levels is quite high compared to the Project's target. In addition, implementing Plan No. 525 of the Provincial Party Committee to implement Directive No. 35 of the Politburo, the Standing Committee of the District Party Committee has also focused on training, reviewing personnel, rotating leaders, and carefully planning cadres to ensure the proportion of young cadres is in accordance with regulations.

Create development opportunities

The Standing Committee of Son Duong District Party Committee has boldly assigned important tasks to young cadres, helping them to develop their capacity and assert themselves. Many leadership positions at the department and commune levels have been assigned to young cadres, both creating motivation and ensuring innovation in management.

After graduating with a master's degree from Hanoi University of Culture, Ms. Ha Thi Hong Lien, born in 1985, worked at the Son Duong District Cultural Center. As a young and dynamic cadre, Ms. Lien has always completed the assigned tasks well. In 2013, Ms. Lien was appointed Deputy Head of the District Culture and Information Department; in 2021, she was appointed Deputy Head of the Ethnic Committee of the District People's Council. In March 2024, Ms. Lien was transferred to the Culture and Information Department and appointed as Head of the Department. Since the beginning of the year, with the enthusiasm of a young cadre, Ms. Lien has advised and directed the implementation of all assigned targets of the unit. Tourism in Son Duong district has improved a lot; the work of preserving and maintaining ethnic culture has been promoted; the digital transformation work of the Department has also had many positive changes.

Comrade Do Xuan Phuc, Head of the Organizing Committee of Son Duong District Party Committee, also said that the young cadres with the advantages of eagerness to learn, enthusiasm, aspirations, ambitions and the will to progress... have brought about a clear positive effect, bringing a new vitality to the political system at all levels. Young, dynamic leaders are promoting their talents and intelligence in their assigned positions. Through practice, it has been shown that in Son Duong district, the young cadres appointed to leadership positions have demonstrated their mettle, creativity, quick adaptation to new things, good health, and daring to think and act.

For example, comrade Duong Anh Chung, after being appointed as the Chief Inspector of the district, has made many innovations in all aspects of his work, especially in handling complaints and denunciations. Comrade Hoang Minh Canh is a young cadre who was assigned to be the Party Secretary of Ninh Lai commune, one of the key communes of the district in terms of new rural construction. During his work, comrade Canh has also promoted his own capacity well, together with the Party Committee and people in the commune, carried out many activities to maintain and develop advanced new rural criteria, towards building a model new rural area.

With steady steps, Son Duong district is creating a strong foundation for its young staff, contributing to the goal of comprehensive and sustainable development in the new period.
