Proposing specific solutions to remove difficulties and obstacles for three reservoir projects

As reported by the People's Delegation Newspaper, on the morning of April 10, at the headquarters of the National Assembly Office (22 Hung Vuong, Hanoi), the Standing Committee of the Science, Technology and Environment Committee held a preliminary review meeting of the Government's reports on the implementation of Resolution No. 93/2019/QH14 of the National Assembly on the investment policy of the Ka Pet Reservoir project, Ham Thuan Nam district, Binh Thuan province and the implementation of Resolution No. 101/2023/QH15 of the National Assembly on adjusting a number of contents of Resolution No. 93/2019/QH14; the implementation of Resolution No. 135/2020/QH14 of the National Assembly on changing the purpose of forest use to implement the Than River Reservoir project, Ninh Thuan province and the Ban Mong Reservoir project, Nghe An province.

According to the report of the Ministry of Agriculture and Environment, the area of ​​replacement forestation to implement the Ban Mong Reservoir project in Nghe An is 2,456.32 hectares, of which the area of ​​replacement forestation in Thanh Hoa province is 1,651.05 hectares, and in Nghe An province is 805.27 hectares. Up to now, the investor has fully paid the replacement forestation fee to the Forest Protection and Development Fund of Thanh Hoa and Nghe An provinces according to regulations.

According to the report, the headworks construction component has completed 99% of the work volume and is expected to be fully completed by May 31, 2025. The compensation, support and resettlement component is being actively implemented by localities, of which Nghe An has completed 50% of the resettlement area after the auxiliary dam 1 of the reservoir, and completed 85% of the construction of the resettlement area in the slope 77 area.

According to the report of Binh Thuan Provincial People's Committee, the Ka Pet Reservoir project was approved for investment and implementation to provide irrigation water for agricultural production; supply raw water for industrial zones and people's daily life; prevent and control floods and improve the environment, regulate water for the downstream area of ​​Ham Thuan Nam and Binh Thuan province. This reservoir has a capacity of 51.21 million m3, a total land area of ​​697.73 hectares, with a total investment of VND 874,089 billion. The implementation period is from 2019 to 2025.

The report of the People's Committee of Binh Thuan province clearly stated that, up to now, the project has been completed and granted License No. 203/GPBTNMT by the Ministry of Natural Resources and Environment on June 28, 2023; has been completed and the Ministry of Natural Resources and Environment (now the Ministry of Agriculture and Environment) has approved the appraisal results of the project's Environmental Impact Assessment Report in Decision No. 3821/QD-BTNMT; The Chairman of the Provincial People's Committee has approved the project in Decision No. 470/QD-UBND dated March 12, 2025. The work of inventorying and assessing the current status of the forest was completed in December 2020 and the inspection results were updated in April 2022. In addition, to implement the project, Binh Thuan has carried out site clearance, disbursed capital, etc.

According to the Report of Ninh Thuan Provincial People's Committee, the Song Than Reservoir project has a capacity of 85.04 million m3 and the National Assembly has decided to convert the purpose of forest use to other purposes in Resolution No. 135/2020/QH14 with a total area of ​​431.76 hectares.

After the National Assembly decided on the policy of converting forest use purposes, with the direction and active support of the Ministry of Agriculture and Rural Development, the Ministry of Natural Resources and Environment (now the Ministry of Agriculture and Environment), the People's Committee of Ninh Thuan province has made efforts to complete many items of the project. Up to now, the project has basically completed the construction items, expected to be completed and put into use this April. In particular, the work of reforestation has been completed and assessed as satisfactory.

On behalf of the Standing Committee of the Science, Technology and Environment Committee, Member who is a full-time National Assembly Deputy at the Science, Technology and Environment Committee Nguyen Ngoc Son said that regarding the Ka Pet Reservoir project, the Standing Committee of the Committee proposed that the Government strictly implement the resolutions of the National Assembly, especially the reporting regime; learn from experience and proactively report early to the National Assembly Standing Committee and the National Assembly if there are any changes in the project implementation progress; clarify the proactiveness of localities in the process of implementing the resolutions of the National Assembly...

Regarding the Ban Mong Reservoir project, the Standing Committee of the Committee proposed that the Government review and identify solutions to remove difficulties in site clearance for construction; direct agencies and units to unify plans for replacement forestation...

Regarding the Song Than Reservoir Project, the Standing Committee acknowledged the efforts of the local authorities and the construction unit; proposed to study and supplement local experiences in project implementation. The Ninh Thuan Provincial People's Committee reported on the need for capital investment in the water pipeline system to maximize the effectiveness of the Song Than Reservoir.

Concluding the meeting, Vice Chairman of the Committee for Science, Technology and Environment Ta Dinh Thi acknowledged the opinions of the delegates and requested that ministries, branches and localities fully absorb the opinions contributed at this meeting.

Vice Chairman of the Committee Ta Dinh Thi suggested that the Government should direct ministries, branches and localities to complete reports on the three projects, paying attention to clearly stating the progress, capital arrangement, site clearance implementation; clearly showing the proposal to extend the implementation time for projects that must be extended; clarifying the responsibilities of agencies and ministries in the implementation...; proposing specific solutions to remove difficulties and obstacles under the responsibility of each level, agency and relevant unit.

Regarding the work of reforestation, Vice Chairman of the Committee Ta Dinh Thi stated that the Government needs to have a general assessment and supplement specific data related to the implementation of this work, creating a basis for the Standing Committee of the Committee to make appropriate assessments and recommendations in the appraisal report.
