Housing for the poor

After many years living in a dilapidated, makeshift house, in June 2024, the family of Ms. Le Thi Kim Lien (43 years old, Duc Phong commune, Mo Duc district, Quang Ngai province) had a new, spacious house thanks to the support of the government and organizations.

Lien’s family is one of the poor households in Duc Phong commune. Both husband and wife come from poor families, have no stable jobs and are burdened with raising 3 small children. Not only that, Lien also has heart disease and is in very poor health.

“I received 80 million VND from the government and organizations to build a house. The house was built in 2 months and will be completed in June 2024. I must say this is the greatest joy my family has ever had,” said Ms. Lien.

Meanwhile, in Tra Thuy commune (Tra Bong district), the house of Mr. Ho Ngoc Nam and his wife has also been rebuilt, solidly and spaciously, replacing the previous makeshift house.

According to Mr. Nam, the house was completed with great support from 46 million VND from the National Target Program for Sustainable Poverty Reduction. Having a stable place to live, he and his wife have more motivation to do business and strive to improve their lives.

Statistics show that from 2022 to present, Quang Ngai province has supported the repair and construction of more than 7,000 houses for poor and near-poor households. Of which, nearly 4,300 houses are supported by capital from the National Target Program on Sustainable Poverty Reduction and the socio-economic development program for ethnic minority areas.

In addition to resources from the State, the Fatherland Front at all levels, and the province's mass organizations have mobilized socialized funds to repair and build houses for more than 2,700 poor and near-poor households and people with revolutionary contributions.

Having solid housing and livelihood support has helped poor and near-poor households develop their economy, escape poverty, repair and build new houses, and stabilize their lives.

Eliminate temporary and dilapidated houses by 2025

According to Director of the Department of Labor, Invalids and Social Affairs of Quang Ngai province Nguyen Thi Anh Lan, the whole province currently has 9,797 households in need of housing support (6,254 households need to build new houses, 3,543 households need to repair houses).

Of the 9,797 households in need of housing support, 1,232 households are part of the National Target Program for Sustainable Poverty Reduction; 1,289 households are part of the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas; 3,320 households have contributed to the revolution and are relatives of martyrs; and 3,956 households are part of the Program for Eliminating Temporary and Dilapidated Houses.

The Department of Labor, Invalids and Social Affairs proposed a general support level for all subjects, which is 60 million VND/house for new construction and 30 million VND/house for repair. At the same time, it proposed 2 implementation options, of which, option 1, applying the correct support level according to regulations, the budget would be more than 467 billion VND; option 2, applying the general level for all subjects, the budget would be nearly 520 billion VND.

At the first meeting of the Steering Committee for the elimination of temporary and dilapidated houses in Quang Ngai province on November 1, Central Party Committee member, Provincial Party Secretary, and Chairwoman of the Quang Ngai Provincial People's Council Bui Thi Quynh Van requested that all levels, sectors, and localities must have high determination, make great efforts, take drastic actions, and strive to complete the elimination of all temporary and dilapidated houses for households in the province by 2025.

At the same time, Ms. Van assigned the People's Committee of Quang Ngai to organize a review and specific and accurate assessment of the current status of temporary and dilapidated houses of people in the province to support the right subjects in a spirit of openness, transparency and compliance with regulations.

In the immediate future, in November, a launching ceremony will be held to respond and support resources to implement the program to eliminate temporary and dilapidated houses in the province.

Localities promote the spirit of self-reliance and self-improvement, mobilizing social resources in combination with State resources to join hands in supporting the elimination of temporary and dilapidated houses.

Notably, Quang Ngai will focus all resources to support the construction of a site to eliminate temporary and dilapidated houses for people in the mountainous district of Ba To, to be completed before March 11, 2025.
