
According to statistics and analysis of the State Treasury of Quang Nam, compared to the end of 2014 (the effective date of the 2014 Public Investment Law), the outstanding debt of basic construction in the province has decreased by about 2,178.5 billion VND. Of which, the local budget has decreased by 1,531.7 billion VND. However, the outstanding debt of basic construction in the province has not been completely resolved.
According to reports from investors, by the end of 2023, the total outstanding construction debt in Quang Nam was VND 838.9 billion. In particular, outstanding construction debt from district and commune budgets accounted for 53.1% of the total debt in Quang Nam (VND 445.4/VND 838.9 billion).
Districts with large outstanding debts in basic construction include Thang Binh (134.6 billion VND), Dai Loc (124.1 billion VND), Tien Phuoc (69.9 billion VND), Tay Giang (60 billion VND), Duy Xuyen (42.5 billion VND), Tam Ky (34.7 billion VND)...
According to the Department of Planning and Investment of Quang Nam, the department has requested the district-level People's Committee to focus on arranging a capital plan to pay off debt projects from the district budget. The district-level People's Committee directs the commune-level People's Committee to arrange a capital plan to pay off debt projects from the commune budget. Prioritize the arrangement of capital plans to pay off outstanding debts of settled projects and transitional projects. After arranging capital to pay off outstanding debts, consider arranging capital to start new projects that are really urgent. In addition, resolutely handle the responsibility of leaders in allocating capital without prioritizing capital arrangement to pay off debts.
The Department of Planning and Investment also proposed that the Provincial People's Committee consider the policy of building a mechanism to support the provincial budget (from increased revenue sources and annual budget savings) for localities to completely resolve outstanding debts in basic construction, which must be completed by 2025 at the latest.
