Building a mechanism for selecting cadres
From practical management work, former Provincial Party Secretary Nguyen Ngoc Quang proposed that the province should pay attention to the recruitment of specialized management staff, which must be designed into a long-term program and implemented systematically, with a clear, public, and verifiable criteria system.
According to Mr. Quang, in personnel work, this is the initial stage - including staff assessment and planning. This group of staff must meet the input standards in terms of expertise, profession, politics and have enough working time to be assessed (at least 3 years). At the same time, they must be assessed annually when included in the planning, to always ensure the factor of "dynamic and open".
Improve the capacity of specialized staff through training, fostering, arranging and rotating staff reasonably and synchronously, creating a transitional team and inheriting generations in agencies and units.
As well as maintaining a regular monitoring and evaluation regime for specialized management staff using a system of criteria and scales, specific products as a measuring stick to be able to verify objectively and impartially, avoiding generalities and emotions.
"Evaluating and planning cadres through periodic inspections will build a generation of cadres who always learn and strive to complete their tasks well, not allowing the existence of complacent, untalented cadres who do not self-study to improve their capacity and level of advising leaders," said Mr. Quang.
Former Standing Deputy Secretary of the Provincial Party Committee Nguyen Van Sy acknowledged that basically, the staff at all levels of the province have gradually matured, meeting the requirements of the tasks.
In the coming time, Mr. Sy suggested that the province consider and comprehensively review the policy of attracting and using talented people and good cadres. On that basis, perfect this policy; if it is not done, it will be difficult to have good cadres with qualifications and capacity.
Never stop worrying, cherish every opportunity
With the enthusiasm for the work of cadres and the requirement to build the cadre team of the province, many opinions and presentations sent to the workshop stated that Quang Nam needs to promote the implementation of policies to attract a team of experts, good managers, and young business administrators to work in political system agencies, especially in key sectors and fields.
Vice Chairman of the Provincial People's Council Nguyen Cong Thanh proposed that the Standing Committee of the Provincial Party Committee have a policy to study and develop mechanisms, policies, and projects for training and professional development for the province's leadership and management staff; civil servants and public employees directly working in a number of fields such as health, education, scientific research, conservation, museums, and cultural management. Thereby, it aims to improve the quality of human resources, meet integration requirements, and effectively carry out the province's strategic breakthrough tasks in the new situation.
At the same time, organize a review and assessment of the current situation of the province's resource needs and capabilities to promptly advise and propose policies on the use and treatment of talented people working in public service in agencies, organizations and units, contributing to encouraging and attracting quality human resources to work long-term in the province.
Analyzing the difficulties and challenges that Quang Nam has faced in recent years, former Head of the Provincial Party Committee's Organization Board - Nguyen Chin said that in order to catch up with the whole country by 2030, the province's economy must double its growth. This is a heavy responsibility placed on the shoulders of the Party Committee and the people of the whole province.
Over the past two decades, Quang Nam has made a breakthrough, escaped poverty, and become a fairly well-off province in the region, achieving great and comprehensive results in all areas of politics, economy, culture and human development.
“Making Quang Nam a fairly developed province of the country by 2030 is the goal and mission of the entire Party Committee and the expectation of the people. Each cadre must truly be a pioneer and exemplary; self-study and learn to improve intellectual level and practical capacity; redouble efforts; accompany the people and businesses, constantly worry about and solve every difficulty, cherish every opportunity to bring development to the province; keep their promises, strive to meet the requirements of the task; be worthy of the mission, power and responsibility entrusted to them by the Party Committee and the people” - Mr. Chin advised.
