The conference was held online to connecting points of provinces and centrally run cities.

Promoting international and regional economic integration, including participation in FTAs, has become a consistent policy of Vietnam in recent times. To date, Vietnam has negotiated, signed and implemented 17 FTAs with more than 60 partners across all continents, making an important contribution to the development of an increasingly strong and developed Vietnamese economy.
The survey content of the FTA Index focuses on four main aspects: The level of access to information about FTAs by enterprises; compliance with domestic legal regulations from FTA commitments; the effectiveness of programs and policies to support enterprises in taking advantage of FTAs; the implementation of sustainable development commitments at the local level, while recording the difficulties and obstacles that enterprises are facing.
The total score of each locality is calculated on a 10-point scale for each component index, forming a maximum total score of 40. Accordingly, the Top 10 localities leading the country in terms of FTA Index score in 2024 include: Ca Mau (34.90 points), Thanh Hoa (34.13 points), Binh Duong (34.03 points), Khanh Hoa (32.96 points), Tra Vinh (32.74 points), Long An (32.50 points), Ha Giang (32.46 points), Bac Lieu (32.43 points), Ninh Binh (31.74 points), Dien Bien (31.72 points).
Speaking at the announcement ceremony, Prime Minister Pham Minh Chinh emphasized that the development and implementation of the FTA Index not only helps ministries, sectors, localities and enterprises better identify the level of taking advantage of opportunities from FTAs, but also contributes to creating momentum to promote institutional reform, perfect policies, enhance competitiveness and innovate growth models. The Prime Minister requested the Ministry of Industry and Trade to continue to complete, update and improve the quality of the FTA Index, ensuring objectivity, transparency, science and feasibility. Localities, enterprises and industry associations actively participate in the implementation of the FTA Index, considering this an opportunity to review themselves, thereby making adjustments and improvements to enhance integration capacity.
