Quang Nam Provincial People's Committee agreed to adjust the progress of the Trung Nam Urban Area housing construction investment project in Dien Nam - Dien Ngoc New Urban Area, Dien Ban town to promote investment efficiency.

The People's Committee of Quang Nam province has just commented on the Trung Nam Urban Area Project in Dien Nam - Dien Ngoc New Urban Area, Dien Ban town. Accordingly, in order to create conditions for the investor to implement the next documents and procedures, invest in the construction of the entire project, accept, put into use, promote investment efficiency or review and adjust the legal documents of the project to ensure the conditions for acceptance, put into use, and early completion of the project, the People's Committee of Quang Nam province agreed to adjust the progress of the Trung Nam Urban Area housing construction investment project in Dien Nam - Dien Ngoc New Urban Area, Dien Ban town.
The specific adjustment content is that by December 2024, the compensation and site clearance work will be completed, procedures for land allocation and construction will be carried out on an area of approximately 64,416 m2; by June 2025, the construction will be completed on the above-mentioned area; by the end of December 2025, the compensation and site clearance work for the entire project will be completed, procedures for land allocation and construction will be carried out on the remaining area of approximately 36,722 m2; by June 2026, the entire project will be completed, accepted, handed over and put into operation.
The Provincial People's Committee requests Tam Nhat Nam Investment Joint Stock Company, based on the adjustment, supplementation and clarification of the project implementation progress content agreed upon by competent authorities, to work with the Department of Natural Resources and Environment to propose and implement the dossier and procedures for land allocation according to the policy of the Provincial Party Standing Committee in Notice No. 757-TB/TU dated April 24, 2024 and Official Dispatch No. 3021/UBND-KTN dated April 26, 2024 of the Provincial People's Committee.
Tam Nhat Nam Investment Joint Stock Company is responsible for working with Dien Ban Town People's Committee to review and evaluate the possibility of implementing compensation and site clearance for the remaining area to propose one of three options.
Option 1: In case the remaining area is urban framework infrastructure, connecting traffic infrastructure, then resolutely apply all measures to completely resolve the compensation and site clearance work, ensuring synchronous connection with the common infrastructure of the area; Option 2: Urgently complete the compensation and site clearance work to continue implementing the project; Option 3: In case it is impossible to continue site clearance, not within the scope of investment in urban framework infrastructure, connecting traffic infrastructure, consider and propose to adjust the Detailed Planning (1/500) in the direction of retaining urban embellishment or keeping the original Detailed Planning (1/500), adjusting the scale of the project, handing over the remaining area to the locality to implement future public investment projects, the exploited residential land area (if any) will be used to arrange resettlement for public investment projects in the area.
The Provincial People's Committee also requested Tam Nhat Nam Investment Joint Stock Company to urgently implement the next procedures of the project to ensure compliance with the law on construction, housing, real estate business and other related laws; take full responsibility before the law for any violations in the project investment and construction, real estate business at the project; closely coordinate with the People's Committee of Dien Ban town, the unit implementing compensation and site clearance work and related Departments, units and localities of Dien Ban town in compensation, site clearance and resettlement work to be allocated land, complete related documents and procedures and focus on human resources and equipment to implement construction to complete the entire project to ensure progress.
Tam Nhat Nam Investment Joint Stock Company strictly complies with the provisions of law on monthly, quarterly and annual periodic reporting on the project implementation status; fully performs tax obligations and financial obligations related to land to the State, tax reporting regime in accordance with regulations and provisions of law on land, fire prevention and fighting, security and order, traffic safety, labor safety approved by competent authorities; complies with local regulations; at the same time, establishes a detailed project schedule (including compensation and site clearance schedule; project investment and construction schedule and capital allocation plan) to send to the Department of Planning and Investment, Department of Construction, Department of Natural Resources and Environment, Dien Ban Town People's Committee as a basis for managing progress and monitoring project implementation according to regulations.
Dien Ban Town People's Committee is responsible for urgently directing relevant Departments, units and localities to coordinate with the investor to focus on accelerating the progress, resolving problems in compensation and site clearance work and urging the investor to accelerate the construction progress to ensure compliance with the approved planning and ensure the progress time adjusted by the Provincial People's Committee, effectively promoting the project's objectives. In case by the end of December 2025, the compensation and site clearance work for the remaining area is not completed, Dien Ban Town People's Committee will coordinate with the investor to review and evaluate the ability to carry out compensation and site clearance work, and propose a solution based on Plan No. 1892/KH-UBND dated March 19, 2024 of the Provincial People's Committee to complete the project.
The Department of Natural Resources and Environment is responsible for guiding the investor and the People's Committee of Dien Ban town to carry out the registration of land use plans, land allocation and implementation of land-related documents and procedures in accordance with current regulations of law on the basis of the policy of the Provincial Party Standing Committee in Notice No. 757-TB/TU dated April 24, 2024, the direction of the Provincial People's Committee in Official Dispatch No. 3021/UBND-KTN dated April 26, 2024, supplementary content, clarifying the detailed progress of the above project implementation.
The Provincial People's Committee assigned the Department of Construction, Department of Planning and Investment, Department of Natural Resources and Environment, Department of Finance, Dien Ban Town People's Committee and related agencies and units to coordinate, monitor, urge, guide, inspect and supervise Tam Nhat Nam Investment Joint Stock Company in the process of project implementation, ensuring the progress has been adjusted by the Provincial People's Committee and in accordance with current regulations of law and policies of the Provincial Party Standing Committee.
