Quang Nam: Smart City urban area's progress adjusted to 2025
Although the progress has been extended, however, Smart City Urban Area cannot be completed due to land clearance problems, Quang Nam province continues to adjust the project progress to 2025.
Vice Chairman of Quang Nam Provincial People's Committee, Mr. Tran Nam Hung has just signed a decision to adjust the progress of the Smart City Quang Nam Urban Area housing construction investment project in Dien Nam - Dien Ngoc New Urban Area (Dien Ban town).
Specifically, by the end of June 2025, resolutely complete compensation and site clearance for the remaining area of the project to continue implementing the next procedures.
By the end of December 2025, complete the project implementation, acceptance and handover to put the project into operation.
Quang Nam Department of Planning and Investment said that Smart City Quang Nam Urban Area was approved for investment by the Provincial People's Committee in 2020, with Smart City One Member Co., Ltd. as the investor.
The project covers an area of 23.33 hectares, with a total investment of 196 billion VND; the project implementation progress is from May 2020 to May 2022, then the Provincial People's Committee agreed to adjust the project implementation progress to November 2023.

The project has basically completed the construction investment procedures; the investor made a deposit to ensure the project implementation with a deposit of 4.8 billion VND. After that, the investor made an additional deposit to ensure the implementation when the project was behind schedule with an amount of 1.08 billion VND.
Regarding compensation and site clearance, the project has completed compensation and site clearance for an area of 22.04/22.33 hectares. The remaining area of 1.29 hectares is facing difficulties because the people do not agree with the compensation and site clearance costs.
This urban area has also been allocated land by the Provincial People's Committee with a total area of 15.93/23.33 hectares. The remaining area that has not been allocated land is 7.4 hectares; of which 6.11 hectares have been completed for compensation and site clearance.
However, the project has not been approved by the competent authority for a specific land price plan; the land use right certificate has not been granted.
According to the Quang Nam Department of Planning and Investment , the reason for the project's slow progress is due to difficulties and obstacles in compensation and site clearance. To date, the project has 1.29 hectares of uncompleted compensation and 7.4 hectares of unallocated land.
This project is on the list of projects that have selected investors in violation of regulations and have been inspected and concluded by the Central Inspection Committee.
Quang Nam has requested Smart City LLC to coordinate with local authorities to assess the possibility of implementing compensation and site clearance for the remaining area.
Quang Nam Province notes that in the case of the remaining area being urban infrastructure and connecting traffic infrastructure, it is necessary to resolutely apply all measures to completely resolve the compensation and site clearance work, ensuring synchronous connection with the common infrastructure of the area. Urgently complete the compensation and site clearance work to continue implementing and completing the project;
In case it is not possible to continue site clearance, and it is not within the scope of investment in urban framework infrastructure or connecting traffic infrastructure, then consider and propose to adjust the Detailed Planning (1/500) in the direction of retaining urban embellishment or keeping the Detailed Planning (1/500), adjusting the project scale, and handing over the remaining area to the locality...
