Thoroughly grasp and implement the summary of Resolution No. 18 of the 12th Party Central Committee

This morning, December 1, in Hanoi, the Politburo and the Secretariat held a national online conference to disseminate and summarize the implementation of Resolution No. 18 dated October 25, 2017 of the 12th Party Central Committee; the socio-economic situation in 2024, solutions to accelerate socio-economic development in 2025 and remove institutional bottlenecks and bottlenecks.

Speaking at the conference, General Secretary To Lam emphasized that the country now has enough power, strength, will and determination to enter a new era, an era of national development and prosperity. The time, opportunity and urgency of the revolution to streamline the political system's apparatus for effective and efficient operation cannot be delayed any longer.

Regarding streamlining the political apparatus, this is an urgent issue that must be done, the sooner it is done, the more beneficial it is for the people and the country. This is a difficult issue, even very difficult, as streamlining the apparatus will involve thoughts, feelings, aspirations and affect the interests of individuals and organizations, but for the development of the country, it is necessary to closely link ideological work with organizational and personnel work, and at the same time carry it out immediately to create qualitative changes in the operations of the political system. Leaders, heads of Party committees, agencies and units need to be exemplary, proactive and determined in carrying out assigned tasks.

In terms of socio-economics, to achieve the goals set out in the Resolution of the 13th National Party Congress, it is necessary to renew thinking, "untie", be decisive, determined, and break through to reach the goal of high average income for the people by 2030 and high income by 2045, then the country's economic growth rate must reach double digits continuously in the following years.

Regarding party congresses at all levels, towards the 14th National Party Congress, party committees at all levels focus on preparing personnel for the new term in accordance with the guided content; prepare a team of cadres with sufficient qualities and capacity to meet the requirements in the new situation.

The new machine must be better than the old machine.

At the conference, Politburo member, Party Central Committee Secretary, Head of the Central Organization Committee Le Minh Hung reported on the main and key contents in the implementation of the summary of Resolution No. 18 of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently".

Accordingly, after 7 years of implementing Resolution 18-NQ/TW, many important results have been achieved, creating positive changes in innovation, restructuring the apparatus, improving the effectiveness and efficiency of the operations of agencies, units and organizations in the political system.

However, the arrangement of the apparatus is still not synchronous and lacks comprehensiveness, so the apparatus of the political system is still cumbersome, the functions, tasks, powers, and working relationships of many agencies, units, and organizations are still duplicated and overlapping; the decentralization and delegation of power to localities is not strong, not synchronous, not reasonable, and does not meet the requirements and tasks of the new period.

The Central Committee and the Politburo require Party committees, Party organizations, agencies, units, all levels and sectors, first of all leaders and heads, to be exemplary, proactive, and to perform with the highest determination and take drastic actions in carrying out assigned tasks.

The review must be conducted objectively, democratically, and scientifically to seriously and comprehensively assess the situation and results achieved, clearly identify the causes of weaknesses and shortcomings, thereby proposing to the Politburo and the Central Committee policies, tasks, and solutions to continue to innovate, streamline the organization of the political system, reduce focal points, overcome overlapping functions and tasks, and reduce intermediate levels.

If implemented according to the central government's viewpoint, there will be a reduction of 4 party agencies directly under the central government, 25 party executive committees, 16 party delegations directly under the central government, and an increase of 2 party committees directly under the central government.

For ministries, ministerial-level agencies, and government agencies, there will be a minimum reduction of 5 ministries and 2 government agencies.

For the agencies of the National Assembly and the Standing Committee of the National Assembly, 4 committees of the National Assembly and 1 agency under the Standing Committee of the National Assembly will be reduced.

The new apparatus must be better than the old one and come into operation immediately, without leaving any gaps in time, without leaving any areas or fields vacant, and without affecting the normal activities of society and people.

The conference also heard Politburo member and National Assembly Chairman Tran Thanh Man present the topic "Focusing on solutions to remove institutional bottlenecks and bottlenecks"; Politburo member and Prime Minister Pham Minh Chinh present the topic "Report on socio-economic situation in 2024; solutions to accelerate socio-economic development in 2025".

Member of the Politburo, Secretary of the Party Central Committee, Head of the Central Propaganda Department Nguyen Trong Nghia guided the propaganda work to implement Resolution No. 18 of the Party Central Committee, 12th tenure and requested Party committees, Party organizations, departments, branches, and localities to continue to thoroughly grasp, propagate, and implement the contents of the conference in their localities, agencies, and units to achieve the highest results.

It is known that Quang Tri province has deployed 134 connection points to localities with 9,377 delegates attending the conference.
