The Ministry of Home Affairs said that, according to Article 2 of Regulation No. 70-QD/TW of the Politburo on the management of the payroll of the political system, the Politburo leads and directs the management of payroll in the political system; the total payroll of the political system is decided for a 5-year term and when necessary. Accordingly, the Politburo issued Decision No. 72-QD/TW approving the payroll for the 2022-2026 period of each locality and assigned the Central Organizing Committee to decide on the annual allocation of payroll to each locality based on the payroll approved by the Politburo. Therefore, the Ministry of Home Affairs requested that localities properly manage and use the payroll approved by the Politburo and assigned by the Central Organizing Committee as mentioned above.
Previously, Hai Duong province requested the Ministry of Home Affairs to study a mechanism for localities with autonomous budget balance to proactively decide on staffing in state administrative agencies and the number of employees in local public service units.
Also related to the issue of staffing, Ha Nam said that this locality was assigned the lowest number of civil servants in the country, the number of employees assigned is low and cannot meet the needs and prescribed norms, while the province still has to implement the streamlining roadmap for the period 2022-2026 according to regulations. Ha Nam province requested competent authorities to consider and create conditions to supplement the number of civil servants and employees receiving salaries from the state budget for the province to ensure good implementation of political tasks.
According to the Ministry of Home Affairs, streamlining the payroll associated with rearranging the organizational apparatus, restructuring and evaluating the performance of the staff, civil servants and public employees is a major policy of the Party and State, requiring all agencies and organizations in the political system to implement, ensuring that in the 2022-2026 period, at least 5% of the civil servant payroll and 10% of the career payroll receiving salaries from the state budget are reduced compared to 2021 (excluding career payroll receiving salaries from career revenue) according to Conclusion No. 28-KL/TW and Conclusion No. 40-KL/TW of the Politburo.
In Regulation No. 70-QD/TW and Decision No. 72-QD/TW, the Politburo assigned the Central Organizing Committee to directly manage the payroll of provincial Party Committees, municipal Party Committees, and Party Committees of Central-affiliated blocs (including the payroll of local governments). The Standing Committees of provincial Party Committees, municipal Party Committees, Party Committees, Party Delegations, and Party Executive Committees directly under the Central Committee shall directly manage the assigned payroll, lead and direct the implementation of payroll allocation to agencies, localities, and units to ensure strictness, efficiency, and compliance with regulations. Therefore, in case of necessary staff addition due to the establishment of new organizations or being assigned new tasks by competent agencies, the Ministry of Home Affairs requests the People's Committee of Ha Nam province to report to the Standing Committee of the Provincial Party Committee to give opinions to the Central Organizing Committee on the addition of civil servant payroll according to regulations.
In addition, to achieve the goal of streamlining the payroll, while ensuring enough employees to meet the requirements of the tasks, the province needs to promote autonomy of public service units, thereby reducing the number of employees receiving salaries from the state budget, increasing the number of employees receiving salaries from career revenue to balance the payroll receiving salaries from the state budget for public service units whose regular expenditures are guaranteed by the state budget, ensuring that they meet the requirements of the work and do not exceed the total number of employees assigned.
For public service units that partially self-insure their regular expenses, in case the number of employees assigned (including those receiving salaries from the state budget and those receiving salaries from career revenue sources) is not enough according to the prescribed norms, based on Decree No. 111/2022/ND-CP of the Government on contracts for certain types of jobs in administrative agencies and public service units, the Provincial People's Committee shall determine the number of employees lacking compared to the prescribed norms, submit to the People's Council of the same level to decide on the number of people signing labor contracts not exceeding 70% of the missing employees.
In order for the management of the payroll for the 2022-2026 period to comply with the provisions of law, the Government Party Committee has proposed transferring the payroll of civil servants working at organizations performing state management functions to the payroll of civil servants of ministries, branches and localities. The Ministry of Home Affairs has reported on the results of payroll management for the 2016-2021 period and proposed the payroll for the 2022-2026 period of agencies, organizations and units under the management of the Government.
On April 24, the Central Steering Committee on Staff Management held a meeting to agree on the transfer of staff in the direction of assigning the Ministry of Home Affairs to preside over and coordinate with the Central Organizing Committee, ministries, branches and localities to review the number of staff assigned to civil servant positions as of May 31, 2024 in agencies and organizations performing state management functions to propose the transfer to civil servant staff; report to the Politburo for consideration and decision. The Ministry of Home Affairs said that after the Politburo gives its opinion, it will be used as a basis for agencies to implement.
