Presenting the report, Chairman of the National Assembly's Law Committee Hoang Thanh Tung said that from 2018 to present, the Government, ministries, branches and localities have made many efforts to implement policies and laws on innovation of the organization and management system, improving the quality and efficiency of operations of public service units (PSUs), achieving many important results.
The arrangement and reorganization of public service delivery units achieved positive results, especially in the 2015 - 2021 period, exceeding the set target (reduced by 13.33%/target of 10%). The public service delivery units after the arrangement and reorganization have promoted their leading role, improving the quality of public service provision; most agencies have developed a project to streamline the payroll of public service delivery units receiving salaries from the state budget (NSNN) under their management; in the 2015 - 2021 period, the total payroll of public service delivery units has decreased, exceeding the set target (reduced by 11.67%/target of 10%); the number of deputies has basically met the prescribed criteria;
In addition, the policy of socializing the provision of public career services has gradually become effective; contributing to meeting the people's demand for high-quality services and reducing pressure and overload in the operations of public service delivery units; the management capacity of units has been gradually improved; the internal organizational structure of many units has been reviewed and rearranged in a streamlined direction.
Promoting decentralization, autonomy, and financial self-responsibility has helped public service units proactively use financial resources more effectively.
The monitoring delegation also pointed out that the implementation of policies and laws on innovation of organization and operation of public service units still has some shortcomings and limitations.
That is, the institutionalization of the Party's policies and the improvement of laws on the organization and operation of public service units are still not complete and timely; legal regulations on the organization and operation of public service units are still scattered, with limited consistency; and the implementation of some documents still faces difficulties and obstacles.
“The rearrangement and reorganization are still mainly mechanical. The speed of rearrangement and reorganization of units is slowing down in the period of 2021 - 2023. The reduction of public service payrolls from the State budget in the period of 2021 - 2023 in localities is low. There is still a situation of equalization in implementing the target of reducing 10% of public service payrolls. Policies to improve the quality of human resources are implemented slowly, with low results,” said the Chairman of the National Assembly's Law Committee.
The monitoring delegation pointed out many subjective reasons such as: the awareness of a part of cadres, civil servants and public employees is not complete and comprehensive, they still have a mindset of waiting and relying on the state; they have not paid attention to the development and promulgation of synchronous mechanisms and policies on public service units; the leadership and direction of the implementation of policies and laws on the organization and operation of public service units is sometimes not timely, lacking inspection and supervision; the state management work is still not consistent, the role of state management in the provision of public service is not clearly defined; the supervision mechanism of the National Assembly and People's Councils is not regular...
Based on the above reality, the monitoring delegation emphasized that in the coming time, ministries, branches and localities should develop specific plans and roadmaps to continue promoting the arrangement of public service units; strengthen direction, inspection and supervision to strive to achieve the goals and complete the tasks and solutions set out.
In the first quarter of 2025, complete the planning of the network of public service units in the industry and field associated with the planning and socio-economic development plan.
In 2024 alone, the Government will complete the approval of the Planning of the network of higher education and pedagogical institutions for the 2021-2030 period, with a vision to 2050, so that ministries, branches and localities can review, arrange and reorganize institutions under their management.
Localities continue to arrange and reorganize educational facilities in conjunction with improving the quality of education based on the principle of creating convenience for people, in accordance with the actual conditions of each locality. At the same time, urgently organize and arrange medical facilities in a comprehensive, continuous and integrated manner at 3 levels, ensuring that all people can access convenient medical services.
Promote the equitization of public service units, striving to ensure the goal of converting 100% of qualified economic and other public service units into joint stock companies by 2025.
Early completion of the roadmap for calculating full prices of public service services using the State budget as a basis for assigning tasks, placing orders or bidding for the provision of public service services according to regulations; implementing the roadmap for a market value mechanism with State management for prices of important public service services such as healthcare, higher education, vocational education, etc.
Along with that, promptly approve the autonomy project of public service units, in which it is necessary to clearly define the roles, functions, tasks, organizational structure, human resources, and appropriate financial mechanisms, creating conditions for the units to develop stably and sustainably...
Speaking at the meeting, National Assembly Chairman Tran Thanh Man emphasized that this is a complicated issue related to streamlining the apparatus and reducing staff. However, with the participation and efforts of the entire political system, the implementation over the past time has achieved many important results in innovating the organizational and management system, improving the quality and efficiency of public service delivery units.
To overcome the current basic bottlenecks, the National Assembly Chairman suggested that on the basis of analysis, assessment, and clarification of the causes of the existing problems and limitations, there should be realistic, strong, and effective solutions to effectively implement the innovation of the organizational and management system, improve the quality and efficiency of the operations of public service units in the coming time; thoroughly overcome the problems that have been pointed out during the monitoring process. In particular, it is necessary to focus on perfecting the institution; sustainability and synchronization in implementing the autonomy mechanism; not allowing mechanical arrangements to occur; unity and synchronization regarding the issue of autonomy; administrative reform, simplification of procedures related to the establishment of non-public service units, etc.
After discussion, 100% of the members of the National Assembly Standing Committee voted to approve in principle the draft Resolution on thematic supervision of the National Assembly Standing Committee on "Implementation of policies and laws on innovation of the organization and management system, improving the quality and efficiency of operations of public service units in the period of 2018-2023".
