On the morning of June 7 in Hanoi, Colonel Pham Van Sy, Deputy Director of the Department of Mass Mobilization (General Department of Politics of the Vietnam People's Army) had a working session with a delegation of officials from the Department of Propaganda, Department of Social Insurance, Department of Base Construction (General Department of Politics of the Lao People's Army) led by Colonel Vilaxay Somsak, Deputy Director of the Department of Propaganda.

The two sides emphasized the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos, Laos and Vietnam, established by the great President Ho Chi Minh and President Kaysone Phomvihane and President Souphanouvong, and nurtured by generations of leaders of the two Parties, two States, armies and peoples, which have become invaluable common assets of the two Parties and two peoples, the law of existence and development, and an important factor ensuring the success of the revolutionary cause of each country. The two Parties, two States, armies and peoples have always given each other great, precious, sincere, pure and effective support and assistance throughout the struggle for national liberation and reunification in the past, as well as in the cause of national renewal, construction, protection and development today.

At the meeting, the two sides assessed that in recent years, through the implementation of the contents of the protocol, cooperation plans between the two Ministries of National Defense and the contents of the agreement between the two General Departments of Politics, many activities of exchanging and helping each other in professional work of the Party, political work in general, and mass mobilization work in particular have been actively and in the right direction, close to the requirements of the practical situation of each side. Many officers of the Department of Base Construction (General Department of Politics of the Lao People's Army) have participated in training and professional exchanges in Vietnam and many officers of the Department of Mass Mobilization (General Department of Politics of the Vietnam People's Army) have visited Laos to study and exchange experiences.

On this occasion, the two sides discussed and shared experiences in mass mobilization work, and exchanged many specific measures to enhance cooperation and mutual assistance in mass mobilization work, thereby contributing to better performing the strategic advisory function for the two countries' Ministries of Defense in this field.
